2014. Has production started?

Will the new ships have 16 or 8 Brahmos? What about LACM?

Barak-8 ER/MRSAM will be installed.
What about point defence? Barak-1 or Maitri? With CIWS.

Govt approves construction of 7 stealth frigates

: In a major step towards building a formidable blue-water Navy for the future, the Modi government has cleared the indigenous construction of seven stealth frigates and six nuclear-powered attack submarines, which together will cost well upwards of Rs 1 lakh crore.

The Cabinet committee on security (CCS) took these decisions in tune with the "critical necessity" for India to bolster its "overall deterrence capability" in the entire Indian Ocean Region (IOR), especially its primary area of strategic interest stretching from the Persian Gulf to Malacca Strait.

Under the over Rs 50,000 crore 'Project-17A' for stealth frigates, four will be constructed at Mazagon Docks in Mumbai and three in Garden Reach Shipbuilders and Engineers in Kolkata. "The contract will be inked with MDL and GRSE this month itself, with an initial payment of Rs 4,000 crore," said a source.

Both the defence shipyards are already geared up for the project because it's a "follow-on" to the three 6,100-tonne stealth frigates built by MDL, INS Shivalik, INS Satpura and INS Sahyadari, which were inducted in 2010-2012.

The new multi-mission frigates will be larger, faster and stealthier than the Shivaliks as well as packed with more weapons and sensors to operate in "a multi-threat environment". But it could well take a decade, if not more, to build all the seven frigates.

PM Modi Clears $8 Billion Plan For Warships to Counter China: Report

Another news to confirm it.
"Project 17-A was awaiting Cabinet clearance since 2012," the source said, adding the BJP government is moving quickly on a project seen as of critical national importance.

The source said the government expects to sign a contract with the shipyards within the month. Another source in the Navy confirmed the Cabinet clearance but said it would take a decade or even longer for all the ships to be built, even if the shipyards were to start construction immediately.

We have a very pragmatic outsourcing policy: Rear Admiral (Retd) RK Shrawat | The Financial Express

""MDL is in the fray to build seven warships under Navy Project 17A. what is the time line and cost for this?

We have recently signed the contract for building seven ships, three of which will be built at GRSE Kolkata. The construction of the first vessel will commence in early 2017, after a preparatory period of 24 months. We will be fully leveraging our modernised infrastructure and would be resorting to the integrated construction (IC) methodology as practised by advanced shipbuilding nations for building these vessels. Specialised know-how will also be procured from an international shipyard to aid the shipyards for adopting and customising the IC methodology. The ships will be built in 60-66 months. The cost would be about R6,400 crore per vessel."""

Dont worry, Prices will baloon upto 1.5 to 2 Bil$ with delays :p
But are you seriously comparing Project 17A to Talwars? Thats beyond comparision. And i bet a Talwar today would cost almost 1 Bil$ as well. it costed almost 400mil$ each for the first 3, way back in 1997 when the contract was signed.

The P-15A only cost < 750 mil there is no way the P-17a will or should cost anywhere near 1 billion.

Project 15B costs 1.2Bil$ each. Both Project 15B and Project 17A are much more advanced than Kolkata Class.

And I was right, Russia is asking for 1 Bil$ for each Talwar Class Frigate.

India to spend $3 billion for 3 more Talwar-class frigates | Russia & India Report

We can get 6000 -8000 tons of some of the most advanced Warships at just over 1 Bil$ each ,if designed and constructed in India. Where as Russia is asking the same amount for a 4000 tons less advanced Warship.

Stealth frigate: GRSE bags Rs 20,000 cr order from Navy

Defence PSU Garden Reach Shipbuilders and Engineers Ltd has bagged its biggest order of building three advanced stealth frigates for Rs 20,000 crore from the Indian Navy.

"This is the highest-ever order which GRSE has got. This shows how much trust the government and the Navy has on us. It is a big shot in the arm for us," GRSE's Chairman and Managing Director Rear Admiral A K Verma told reporters here today.

Under project P-17A, Mazagon Dock Ltd (MDL), Mumbai, will make four stealth frigates while the Kolkata shipyard will make three such frigates, all of which will be of the same design.

"Frigates are one-man army which can attack under water, surface level and also at air. It can also carry helicopters and has detection abilities as well. It will become the most potent weapon of the Indian Navy," Verma said.

Once the final design is ready, the construction at GRSE will begin after three years and the first ship will be ready by 2023.

"The rest will come at one-year intervals and within ten years all the ships would be ready. We would be working in close collaboration with both the Navy as well as MDL," the official said.

Commodore Ratnakar Ghosh, Director (shipbuilding), GRSE, said they are building a new modernised integrated modular construction unit which would be used for manufacturing the frigates.

"It is because of the modular construction that we can bring down the time of construction to five years. Traditional shipbuilding method takes much more time," he said.

GRSE already has Goliath cranes and workshops with sliding roofs from where 200-tonne blocks can be lifted out.

So it takes 10 years to build 7 frigates? Did I get it right?

If true, at this rate, we can't match bigger navies.

At first, I thought the same. But it seems unrealistic that it would take 10 years for 2 Shipyards working simultaneously to deliver 7 Frigates.

I think they mean 10 years from now, i.e 2025.

MDL would lay down the first Frigate in 2017, and will deliver it by 2022 and the next 3 at intervals of 1 year...2023,2024,2025. GRSE will lay down the first in 2018 and deliver in 2023 followed by 2024 and 2025.

Fiancanteri to support Indian shipyards with regards to Project 17A.

http://bmpd.livejournal.com/1650094.html

According to the publication "Fincantieri collaborer va au programme des nouvelles frégates indiennes" on the resource «Mer etMarine», the Italian shipyard Fincantieri signed association with the Indian state shipyard Mazagon Docks Limited (MDL, Mumbai) agreement on technical assistance in the construction of the Project 17A frigates. The program provides for the construction of the Indian Navy, seven ships of this type of length 149 meters and a displacement of 6400 tons. Also Mazagon Docks Limited, the construction of the frigates will be connected to the Indian state shipyard Garden Reach Shipbuilders & Engineers (GRSE) in Kolkata.
Fincantieri will focus on helping the Indian shipbuilders to improve production processes and design. The Italians will hold a detailed study of the project frigate, will hold its optimization, as well as to implement the principles in a modular and integration.Training programs and assistance are provided at each stage of the program, from planning to transfer to the customer. Also refers to the re-equipment of local shipyards by introducing them to modern principles and practices in the field of design and construction. Indian sailors also expect to accelerate the construction period frigates and sustain the construction schedule.

Project 17A frigates are a modernized version of the three-class frigates Shivalik (Project 17), have joined the Indian Navy in 2010-2012. MDL is responsible for the construction of four frigates of Project 17A and GRSE - three. However, the total number of ordered ships can reach ten. The new frigates will be equipped with eight anti-ship missiles BrahMos, 32 anti-aircraft missiles vertical launch Barak 8, short-range air defense systems, artillery installation caliber 76 mm or 127-mm torpedo tubes, as well as one or two helicopters.
So for such a large ship it is going to carry just 8 anti ship missiles? Even the number of air defense missiles are less.

Work on Stealth Frigates for Navy to Start Next Year at Magazon Docks

Foreground Formidable Class Multi-Mission Frigate & INS Brahmaputra, Project 17A design will be similar to Singapore Navy's Formidable Class
Work on with its order book full and set to grow, state-owned shipbuilder Mazagon Dock Ltd (MDL) expects that its collaboration with Italian shipbuilding firm Fincantieri will help it improve efficiency and processes, said Rear Admiral Rahul Kumar Shrawat (Retd), Chairman and Managing Director of MDL.

Fincantieri has been contracted by the MDL for technical collaboration on Project 17A, comprising seven stealth frigates for the Indian Navy. Four of these are being built by MDL, and three by Garden Reach Shipbuilders and Engineers. “We will be using an integrated construction methodology. Construction begins next year. It is a two-year build period,” Rear Admiral Shrawat told The Indian Express.

He said the cooperation with foreign shipbuilders helped augment capacity through improved processes. “We have already modernised ourselves, improved efficiency, in order to do things faster. The collaboration will further boost that,” said Rear Admiral Shrawat.

The stealth frigates under Project 17A being built in India have been seen as a boost for the Make in India initiative through a focus on domestic defence manufacturing.

Asked if he sees Indian shipbuilders ever exporting, Shrawat said the capability was certainly available at institutions such as Mazagon Docks Ltd, but the reality was that the government’s point of view would naturally be to utilise indigenous capacity first for the large and growing requirements of the Indian Navy. “If any country were importing frigates and destroyers, we would be a worthy competitor given that we build world-class ships,” he said, adding that licencing norms for weapon intensive platforms and the fact that Indian ship builders were already busy with orders for the Navy would have to be considered.

How long they could veto our position. Anyway, we need to expand our muscles and Italy needs money for it's failing economy. So, it happened.
Moreover, there's partial help from Italy. Most of tech is from India. Italy can't make such a warship alone.
