Sukhoi, Rosoboronexport, HAL to Jointly Develop Multi-role Fighter Jet (FGFA / PAK FA)

2011-02-09 Development and production of multi-role fighter is the largest joint project of Russian-Indian military-technical cooperation. In December 2010 during the visit of Russian President Dmitry Medvedev to India, the Rosoboronexport, the Hindustan Aeronautics Limited and the Sukhoi Company signed a contract to develop a preliminary design project of the new aircraft. This is the first of a series of documents governing the obligations of the parties at different stages of the program.

The PMF project includes the design and development of a next-generation fighter, which will have such advanced features as stealth, supersonic cruise speed, high maneuverability, highly integrated set of avionics, an advanced warning system about the situation, the internal deployment of weapons and the possibility of a centralized reporting and electronic warfare system. The fighter is being developed on the basis of the Russian perspective aviation complex (PAK FA) according to stringent technical requirements of the Indian side. The further development of the program envisages design and development of a two-place version of the aircraft and integration of an advanced engine with increased thrust. The two sides are supposed to cooperate in joint marketing of the complex in other countries.

Implementation of the Russian-Indian PMF project enhances the strategic partnership between the two countries and strengthening of regional and global security. The project is based on innovative technologies that promote the aviation industry and allied industries, total military-industrial complex of the two countries. The joint development and creation of a fifth generation fighter will facilitate the development of scientific schools. It will provide sustainable load of defense industry enterprises involved in the design and manufacturing of the PMF. This program provides an opportunity to accelerate the development and introduction of new materials, components and high technologies with a high potential for innovation, opens up prospects for the development of other projects of the unified aviation complexes of new generations.

The PMF project activity is based on the agreement between the Government of the Russian Federation and the Government of the Republic of India on cooperation in the development and production of perspective multi-role fighter. The agreement was signed on October 18, 2007 at the 7th session of the Russian-Indian intergovernmental commission on military-technical cooperation in Moscow.

Sukhoi also participates in other projects in the area of the Russian-Indian military-technical cooperation: modernization of the Su-30MKI fighters of the Indian Air Force, after-sales support of these aircraft, as well as the program of the BrahMos missile integration on Su- 30MKI.

The thing is that sukhoi has never made any stealth based fighters before it is the americans who have pioneered the field with many like f-117 even in its present form sukhoi has gone more for agility than stealth so this problems are expected and they will get rid of it eventually in some amount of time.

In Komsomolsk-on-Amur hosted the first flight of the second instance of the fifth generation fighter T-50 (prospective Complex Frontal Aviation - PAK FA) said on Wednesday, a source in the military-industrial complex. "The flight was successful. Piloted fighter honored test pilot Sergei Bogdan Russia. All tasks scheduled for the first flight have been successfully resolved "- said the source told Interfax."

According to him, all aircraft systems were working normally. "Stability and controllability of the aircraft in the air got a good grade. All systems and aircraft engine worked flawlessly, "- said the source.

First flight of fighter T-50 fifth generation took place on Jan. 29, 2010. T-50 - fifth-generation fighter heavy class with takeoff weight of more than 30 tons, medium-scale (roughly corresponding to the Su-27), a monoplane with widely spaced engines and two keels, strongly deflected outward from the longitudinal axis. Appearance of the airframe was designed using stealth technology geometrical "stealth". Fifth-generation aircraft is equipped with a fundamentally new avionics and has a large internal weapons bays. T-50 can take off and land, using sections of the runway length of 300-400 m. The plane will reach speeds of up to 2,1 thousand km per hour and to make flights over a distance up to 5,5 thousand km. Fighter is also equipped with a set of in-flight refueling.

AERO INDIA: FGFA to be inducted in 2017, says defence minister

Indian defence minister AK Antony has re-affirmed his nation's commitment to the fifth-generation fighter aircraft (FGFA) being jointly developed by Hindustan Aeronautics and Russia's Sukhoi, while also voicing his optimism about one of its other key military aviation programmes.
"The difficulties in joining this programme are over," he says of the first project. "We've signed a deal with the Russians, and we will see the FGFA inducted by 2017."
Russia's developmental PAK FA fighter had its maiden flight in early 2010, and late last year it agreed with India to cooperate on a combined project. New Delhi will send engineers to work with Sukhoi in Russia to develop the Indian variant of the aircraft.
"Our armed forces need this capability," Antony says. "We are concerned about the situation around us, so we need to strengthen our armed forces."
While there have been worries over the level of technology transfer that would come to India via the FGFA project, Mikhail Pogosyan, chief executive of Russia's United Aircraft, describes this as a non-issue.
"The level of technology transfer is all spelt out in the contract," he says. "There will not be any issues. This is not the first time we are working with our Indian colleagues, there have been programmes in the past like the Su-30 where we have been happy to give the latest technology," Pogosyan adds.
"Other countries may not be as willing to do this, but we are always willing to offer the best products and best technology to India. This programme is a significant shift in our relationship, and we are willing to share all of our intellectual competencies and skills."
Meanwhile, Antony also confirms that the indigenous Tejas Mk II fighter will have its first flight in 2015. While he acknowledges the lengthy development problems that have affected the Tejas programme until now, he notes that the type "is still in its infancy, and developing an aircraft such as this is a process. It will be committed to service very soon," he adds.
He also discussed the Kaveri engine, developed by the state-owned Gas Turbine Research Establishment, and originally intended to power the Tejas but still undergoing testing in Russia. Asked whether the Kaveri is a failure, Antony says it is still "under development".
"This is the biggest ever Aero India show, and demonstrates the emergence of India, our aerospace sector, and the growing importance of armed forces on a global stage," says Antony.

Does the contract be in public? Technology transfer is the key of the trade, I think everyone of us is interesting to see the tech transfer part.

I hope its made public. At least details of public interest. Even under RTI some deals are kept secret. Ex: ISRO-Davos deal. If we are being taken for a ride when they say tech transfer, then only an assange can leak those details.

This won't be a problem. We will not only get full ToT but also 50% IPR, the same as Russia. For obvious reasons, background IPR is not provided.

We already have 100% ToT for MKI including the single crystal blades for the AL-31FP. We also have full ToT for Bars radar. However, the bars is not being produced in India because IAF has asked for quicker supplies from Russia along with a few other parts. That's one of the reasons why MKI production cycle was advanced by 3 years from 2017-18 to 2014-15.

This contract will not be held in the public domain for obvious reasons, but ToT is guaranteed.
