Thales ties up with Reliance Defense to Make Underwater Systems

NEW DELHI: French defence company Thales, which has major business plans in the region besides a significant offsets obligation that will kick in after the signing of the Rafale fighter deal, has tied up with Reliance Defence to manufacture a range of underwater systems in India.

Thales, which is a world leader in underwater systems and a close partner of DCNS, is looking at a range of systems with Reliance Defence, including sonar for surface ships and submarines, mine warfare and mine counter-measure equipment, three persons aware of the matter told ET.

While both Thales and Reliance Defence refused to comment on the developments, sources said that the agreement in place would target a potential market of Rs 10,000 crore with several major programmes of the Indian Navy expected to get under way.

There is also a possibility of a future 51:49 joint venture between Reliance Defence and Thales to bid for potential Indian contracts. The market being targeted includes a Rs 5,000 crore Integrated Anti-Submarine Defence Systems ( IADS) project and a Rs 3,000 crore Hull-Mounted Sonar project.

Several Indian Navy requirements are coming up in the underwater arena, including Towed Array Sonar and Torpedo Decoy Systems and a dipping sonar for the Naval Utility Helicopter and Multi Role Helicopter Programs that are currently being processed.

Reliance Defence, which earlier acquired Pipavav Offshore and Engineering Company (PDOC), has renamed it Reliance Defence and Engineering Ltd (RDEL) to target all maritime programs. Thales is a major partner in two high-value French programmes — the ongoing Scorpene submarine deal, which could have a follow on order for two more boats, and the Rafale fighter, for which it makes most of the avionics.

Besides the naval market, Thales is looking at India as a potential export hub for military projects and has stated that its intention is to double business to 700 million euros in the next five years. The French company, which provides close to 25% of the Rafale fighter, already has a joint venture in India with Samtel for display systems for the Mirage 2000 fighters that are currently undergoing a $ 2.2 billion upgrade.

Reliance Defense and Engineering Limited Eyes ₹ 20k crore- naval business

RDEL through its naval vertical Reliance Naval Systems or RNS will focus on C4I, underwater systems, optronics, radars and guided weapons. RDEL is focusing to provide integrated solutions for Naval ships and has diversified into design and development of Naval weapons and sensors to provide combat suite which costs about 50 to 60% of the platform costs.

Kumar, who is heading this initiative said, “RNS is aiming to imbibe capabilities to meet the critical requirements of the Indian Navy and coast guard as an integrated solution provider and its share of addressable market will add Rs 20,000 crore to its top line in an open competition.”

He added that RDEL through its full spectrum solutions to the requirements of the Indian Navy and coast guard, will provide “cutting edge technology” at “competitive prices” under the Make in India & Skill India initiative of the government.

Hyderabad: The world’s largest aircraft, the Antonov AN-225 Mriya made its first ever India landing at Hyderabad’s Rajiv Gandhi International Airport at 11.30 pm on Thursday. The plane will now go to Perth via Jakarta at around midnight on Friday.
Unfortunately, the giant was not made available for public viewing, prompting Ukraine Ambassador Dr Igor Polikha to say that Hyderabadis had missed a rare opportunity. He said arrangements had been made in Perth for over 50,000 people to view the aircraft.

He was speaking at a joint media conference organised by Reliance Defence, in coordination with GMR Hyderabad International Airport Limited and Antonov of Ukraine. Reliance and Antonov also announced a plan to build aircraft in India — specifically to suit military and commercial requirements.
President, Reliance Defence aerospace business, Air Marshal M. Matheswaran (retd) said that according to a market survey from five years ago, there was a potential to sell about 200 passenger aircraft in India. He said the company was positive towards coming to Hyderabad as the city was developing as a hub of aerospace, aviation and its allied industry.
“There is a need for 60-90 seater passenger aircraft with the increase in air traffic potential in tier-II and tier-III cities. The intention of the Reliance Defence is to utilise the Make in India wave and bring into the country the best passenger and defence version aircraft at competitive prices.”
The Reliance Group will also build transport aircraft for military and civil use in India in association with the Ukraine-based Antonov.

Reliance Defence-Antonov to first market commercial aircrafts to Indian airlines
Opportunities for the 80-seater aircraft exist in India especially if the govt intends to bring more tier-II towns into the aviation network, Reliance Defence aerospace business president said

The regional jet airliner with a range of 2,100 to 4,400 km will be built at Dhirubhai Ambani Aerospace Park at Mihan in Nagpur.
Hyderabad: Reliance Defence Ltd. and Antonov Co. will market their commercial aircrafts to Indian airlines before venturing into global markets, where they will be pitted against well-entrenched competitors.
The global civil aviation industry is dominated by Seattle-based Boeing Co. and Toulouse, France-based Airbus Group SE with Canada’s Bombardier Inc., Brazil’s Embraer S.A. and Russia’s United Aircraft Corp. having a small share of the market.
Reliance Defence, a unit of Reliance Infrastructure Ltd, last month entered into a strategic partnership with Kiev, Ukraine-based Antonov for assembly, manufacturing, maintenance and repair of Antonov’s platforms for commercial and military markets in India.
Antonov holds a 49% stake in the joint venture, in line with foreign direct investment norms in the defence sector.
The two companies will build and market a commercial aircraft—An-148— as part of the collaboration. They will have a joint go-to market strategy in the international markets.
Opportunities for the 80-seater, dual turbofan jet engine aircraft exist in India especially if the government intends to bring more tier-II towns into the aviation network, M. Matheswaran, president of aerospace business at Reliance Defence, said in Hyderabad. The civilian aircraft can also be modified for military cargo use but the initial focus will remain on commercial airlines.
Matheswaran expects the first order for the joint venture’s airline to come in three years. The first planes will be delivered as fully-built off-the-shelf units from Ukraine, Antonov’s base. But the planes will be gradually assembled in India from completely knocked down (CKD) units, and eventually manufactured entirely in India once the complete supplier ecosystem is in place, Matheswaran added.
The regional jet airliner with a range of 2,100 to 4,400 km will be built at Dhirubhai Ambani Aerospace Park at Mihan in Nagpur. Land acquisition is under way for the facility. Matheswaran said the aviation venture would cost Reliance Defence a “few billion” dollars without specifying a figure.
“The intention is to club it under Make in India programme and address India’s ability to manufacture a regional airline aircraft with a dual adaptability for military cargo application purposes,” said Matheswaran.
An-148 and An-158, a stretched fuselage version of the An-148 with capacity to seat up to 99 passengers, is flown by Russian carriers and airlines mostly affiliated with the former Soviet Union. North Korea’s Air Koroyo, Cuba’s Cubana, Russia’s JSC Angara Airlines and Rossiya Airlines JSC are some commercial carriers that fly the An-148 and An-158.
Deliveries have been partly affected because of Ukraine’s strained relationship with Russia, Sergey Semovonik, vice-president of Antonov, said at a media briefing on Friday. Some Russian companies supply components for the An-148 line of aircraft.

Reliance Defence speeds up Rs 2,500-crore patrol vessel project

Assurances have also been given that the delivery period for the vessels will be crunched and all five would be ready for induction by the end of 2017. In pic: ICGS Anagh
NEW DELHI: Reliance Defence is accelerating work on an inherited order for naval offshore patrol vessels (NOPVs) and has assured the IndianNavy of supplying all the five craft by the end of 2017, bringing clarity to the largest warship building project awarded to the private sector.
The Rs 2,500-crore NOPV project was awarded by the Navy in 2011 but ran aground after Pipavav Defence and Offshore Engineering went under debt and broke off with a Russian design partner for the small combatant vessels. The first of the NOPVs were to be delivered in early 2015 but work almost stopped in 2014 as the yard faced financial and technical constraints.
Now acquired by Reliance Defence - the first major purchase by the Anil Ambani group - the yard is being spruced up and work has accelerated on the NOPVs. A senior Indian Navy team that visited the yard last month was assured that the first of the new vessels - with a displacement of 2000 tons - would be delivered next year.
Assurances have also been given that the delivery period for the vessels will be crunched and all five would be ready for induction by the end of 2017. "The new management is working on an aggressive delivery schedule, revamping the work breakdown structure for the second batch of three NOPVs. The period between keel-laying to delivery for the second batch of the NOPVs will be cut down to half," said Admiral HS Malhi (retd), CEO of the shipyard.
Work accelerated early this year with construction being carried out in two batches of two and three vessels. The plan is to construct the last three vessels within an 18-month period, against the 36-month norm for vessels of this size. Reliance executives said more than 2000 workers are working on a threeshift schedule to meet the new deadlines for delivery.
"Over the past 12 months, we have been working on strategic partnership agreements with a number of leading global OEMs across a wide spectrum of military equipment and hardware and are today well-poised for a major role in delivering on the government's Make in India procurement programs," Anil Ambani said.
The NOPV is designed for offshore patrolling, surveillance, escort and fleet support duties and is the largest combat vessel being constructed at a private yard. All major orders in the past - for frigates and destroyers - have gone to government-owned yards like GRSE, MDL and CSL.
While the NOPV order was initially bagged in 2011, the yard was acquired by Reliance Infrastructure in March 2015 after it went into heavy debt. Reliance Infra now owns almost 35 percent of the company and has assumed control. Pipavav Defence has also been renamed as Reliance Defence and Engineering Ltd. (RDEL).

Reliance )Mukesh group) has an unparallel money power. I want them to come in defense so that they can buy best brains and produce the defense stuff locally. We have a huge demand. Once they settle well and put their R & D facility in place, we can emerge as a major defense hub. They need to focus in rifles and guns also. If they can produce some good gun equivalent to some of best, we can save huge foreign exchange. We have a very big pool of DRDO retired scientist to whom they can employ in R & D.
