How many will bet this MQ-9B deal will drag on indefinitely (at least 5+) years ?

The opposition will cry corruption, and DRDO will cry armed forces don't buy their Rustom UAV which is under development since last 30+ years, and MoD will try to haggle with USA like its Chandi Chowk flea market.
Yea it's been dragging on and on

But this should be point why DRDO uav are not in armed forces.

The way I see it no Predator drone buy no GE F414 ToT approval, there's a reason they suddenly decided to fast track this purchase after sitting on it from 2018 atleast

US always gets what they want, one way or another
Russia is not a friend nor a foe, but they ask huge prize for tech
US is not a friend, but mostly act like a foe, & do business with hidden agendas
US consider India a counter against China, like Pakistan against India, Ukraine against Russia, SauA against Iran, SK against NK, means India need to find alternatives for US, China & Russia in tech, market and business otherwise these 3 dominates Indian Foreign policies
Unlike UPA, who behave like dominated by US, current gov doing better deals with US [currently] unlike first term, but US can ditch good parts of this deal if Gov changes
American Indians - no one cares about them, only useful for celebratory/popularity/vote purposes, but if they behaves like anti-Indian, most of US give importance to them, side effect of Indian alliance with USSR.

If you consider mq9 deal, IAF not interested in a 100mil $ drone, & GoI, IN, IA not interested in un-armed version and current US gov unable to sell US weapons to India like previous ones, and 450mil$ aid for PAF f16 also caused issues, Modi's Gov took advantage of the situation and now getting armed version with make in India, modified old 2009 GE414 deal, now deal include GTRE, with input for Kaveri development. But these doesn't come close to Russian tot or friendship[mou], but offer value for money, the major reason GoI not asking Russian deep help in Kaveri due to issues with their engines tech. Russia leased one ssn and helping to build ssbn/ssn in HSL, which is main yard capable MRO of Kilo sub in Asia. HAL is capable MRO for Fighter jets including mig21, 23, 29, 27, Su30 etc. US is multiple decade away or never replace Russia or maybe China in Indian Defense and Economy respectively under current Indian/US conditions/policies.
US is looking out for its interests. We are looking out for our interests. China is looking out for its interests. Russians are looking out for their interests and so on. Finding a middle point where interests align is what diplomacy is about. If Chinese come out with a good deal for the US, Americans will reduce their engagement with us in a heartbeat. Same goes for pakshitStan. Let’s say it comes to a point where Porkis send their soldiers to fight for American causes, all will be forgiven and Porkis will become a darling of the west again. The US can become allied with Taliban too if it suits the US. This is how the world works. What part about all this is confusing to you?

I sometimes think why people discuss big ticket military purchases knowing baba can't even move an inch of pen post rafale fiasco
That's why I always think this mrfa or subs or this predator will never materialize coz this govt doesn't want to face the allegations

The Indian Government plans to also push for the local assembly of 21 of the 31 MQ-9B drones being sought under a foreign military sale (FMS) deal between the two governments, an hugely ambitious ask given that that drones of the Predator family have never been built or assembled anywhere other than on U.S. soil.

Actually predator already done their job beautifully -- huge publicity, very good for votes.

If US able to attach Reaper drone with GE F414, then GoI have two option,
1. Surrender to US demands and become next Pakistan or
2. Sanction/ban GE
Both options are not good for NDA or Modi
Lets see how NDA/Modi escape from Biden's chakravyuh
Only thing he can do is to hold these deal, and lets next non BJP gov to make a decision.
Or sign f414 deal in 2025 and Reaper drone in 2029 and convince both parliament & world that both these two deal is not related

I don't think these two deal are related, since f414 deal with tot is started by UPA & Obama gov, NDA and Biden want a new deal, and only thing India interested now is HALE attack drone. Biden gov doing their best to meet NDA requirement and agreed to assemble drones in India, and he agreed to share Some TF tech to
GTRE, in both cases India getting a better deal compared to old contract.
It is easy to get clearance for F414 in congress, but HALE attack drone need more lobbying

NEW DELHI: A day after Congress questioned the quality and cost of MQ-9B drones the US
has agreed to provide India, a senior government functionary said the final price of the
advanced drones had not been worked out and cautioned against the effort to scuttle the
process to procure the High-Altitude Long Endurance armed UAVs, which are among the
best, through "fake news".
"The 31 MQ-9B drones being purchased by India are one of the best in the world. These
advanced drones will help India surveil its enemies effectively, reducing the prospect of our
enemies surprising us," the official said, adding, "Only the US has better quality drones
than the one being considered for purchase by India. Its procurement is bound to cause
fear and concern among enemy countries, hence, one should not fall in the trap of
attempts towards scuttling the procurement process and sabotage the deal," the official
said
He said Congress has made allegations out of ignorance as the final pricing has not yet
been fixed and will happen in a transparent manner after approval of the Cabinet
Committee on Acquisitions. Congress had on Thursday alleged that the MQ-9B drones were
not among the best available and were being procured at a higher price.
The official said negotiations on the pricing have not begun and the latest official
development towards the proposed acquisition of 31 of these drones was the 'acceptance
of necessity' accorded by the
Defence Acquisition Council, which happened on June 15.
He said the pricing issue was not part of this and the indicative cost of the drones
estimated by the US was $3 billion. "This works out to $99 million for each drone. It cost
the UAE, one of the few countries to have it, $161 million a piece. The MQ-9B India is
looking to acquire is comparable with the UAE's but with a better configuration," he added.
Sixteen of these drones purchased by the UK cost it $69 million each but it was only a
"green aircraft" without sensors, weapons and certification. Features like censors, weapons
and payloads make up for 60-70% of the total cost, the official said, adding that even the
US acquired five of them at $119 million each.
Due to the size of India's deal and the fact that the manufacturer might have recovered a
big part of its initial investment from earlier deals, the price for the country was working
out to be less than others, he said. The official, however, added that India may need to
integrate some of its own radars and missiles with these drones, which may prompt a price
revision.
Reacting to reports that the IAF had raised some questions about the drones, the official
said it was expected that all wings of the armed forces would make their points during
consultation. However, the IAF, the Army and the Navy had supported the acquisitions at all
levels, he added.
India is looking at 15-20% technological know-how as part of transfer of technology, and
major components and subsystems, including engines, radar processor units, avionics,
sensors and software, will be manufactured and sourced here, the official said.
Once the final nod is given to the deal from both governments, India is looking to buy 11 of
these drones off-the-shelf and the rest will be assembled in the count

India set to begin process to acquire US drones this week
New Delhi:
India will this week issue a letter of request (LoR) to the US government to initiate the purchase of 31 MQ-9B remotely piloted aircraft systems (RPAS) under the foreign military sales (FMS) programme, Washington DC’s government-to-government method of selling US-built military platforms and providing services and training to other countries, officials aware of the matter said on Sunday.

The FMS programme is a multi-tiered process and managed by the Defense Security Cooperation Agency (DSCA) for the US Department of Defense (DoD). The Indian LoR will clearly mention the requirements of the three services, details of equipment sought and the proposed terms of procurement, the officials said, asking not to be named.

Price and availability data was earlier sought from the US to pursue the deal, which is estimated to be worth $3.07 billion.

India’s defence acquisitions council (DAC), the country’s apex weapons procurement body, on June 15 accorded its acceptance of necessity (AoN) to buy the 31 MQ-9B General Atomics high-altitude long endurance (HALE) drones. Under India’s defence procurement rules, the AoN by the council is the first step towards buying military hardware.

The US will respond to the LoR with a letter of offer and acceptance (LoA) after a formal congressional notification, setting the stage for India to begin negotiations with the US, duly factoring in the price and terms offered by Washington DC to other countries. The contract negotiation committee will finalise the deal before it is put up before the cabinet committee on security led by Prime Minister Narendra Modi for final approval.

The proposed deal found mention in a joint statement issued by the US and India on June 22 during Modi’s first state visit to the US. It said General Atomics will establish a comprehensive global MRO (maintenance, repair and overhaul) facility in India to support the country’s long-term goals to boost indigenous defence capabilities.

The Congress party attempted to corner the government by raising questions related to pricing, the acquisition procedure, technology transfer, the numbers sought to be bought and how self-reliance in defence was being pursued.

Top government officials, however, mounted a spirited defence of the highly anticipated deal, stressing that India will negotiate a competitive deal with the US to boost the military’s strength, it will be transparent, it will involve transfer of critical technologies, help the Defence Research and Development Organisation (DRDO) develop such systems indigenously, and the number of drones to be bought is based on the operational requirements of the armed forces.

Fifteen drones will be for the navy, and eight each for the army and the Indian Air Force. Ten drones are likely to bought off the shelf, while the remaining 21 will be assembled in India, the officials said.

The US has offered the 31 drones to India for $3.07 billion. This, however, is subject to negotiations. The estimated cost includes weapons, sensors, ground control stations, ground data terminals, ground handling equipment, spares and logistics support.

India will also negotiate a higher element of technology transfer, as previously reported by HT. It is looking at doubling the element of technology transfer that is currently on offer --- from 8-9% to 15%-20%. To be assembled in India, the versatile platform will have the capability to strike targets with its on-board weapons, it will be used for intelligence, surveillance and reconnaissance (ISR), and its other roles include electronic warfare, defensive counter air and airborne early warning.

The number of drones to be bought has been arrived at based on a scientific study factoring in the requirements of the three services and taking into consideration the vast expanse of India’s land and maritime borders, HT has learnt.
