Interview: Aleksey Fedorov, General Director of the Irkut Aircraft Building Corporation
((EXTRACT. In the past few weeks, Irkut has gone public. The first part of this wide-ranging interview, not translated here, discusses the process of Irkut’s Initial Public Offering – “IPO” is used in the original article in English.))
- How do you plan to use the money received from the IPO?
- Most of all we are investing in the purchase of the Yakovlev OKB with the money attracted as a result of the IPO. Moreover, we will be investing in programs that interest us. Basically, these projects are the same as the Yakovlev OKB, and most of all the creation of the Yak-130 training airplane. Our interest in the design bureau and the Yak-130 are generally one of the main motives of the IPO.
We also have other prospective projects which require investments - these are the multirole transport airplane program and the development of unmanned aerial systems. It is possible some part of the funds will be used for replenishment of revolving funds for the purpose of the fulfillment of current contracts. We also need resources for the renovation of basic funds.
- While carrying out the delivery and licensing contract for the Su-30MKI, Irkut has established close ties with the Indian aviation industry. In the event of the activation of the MTA (the multirole transport airplane for the Russian and Indian air forces) these ties will receive an additional push. Will Irkut in connection with this have the ability to take part in the privatization of the Indian aircraft building concern HAL?
- We already have expressed our interest in participating in the privatization of the HAL corporation, who for us is a most important strategic partner. Both the present Su-30MKI program and the future MTA project presume a large volume of cooperation, in which connection in the area not only of manufacturing, but also in the development of the equipment. For the time being plans for the privatization of HAL have no clear time framework, but in principle, Indian law permits the participation of foreign capital in such companies.
While adopting a resolution on new acquisitions, Irkut management will be guided by the interests of its stockholders and examine these acquisitions from the point of view of a further increase of capitalization. At the same time, I would like to emphasize that participation in such a sort of projects is not possible without the support of the Russian government, and therefore, we also will proceed from the position of the state.
- Do you expect competition for the right to obtain HAL shares?
- HAL is an extremely attractive partner. The Indian marketplace is growing rapidly, the corporation itself is being developed dynamically, and it is seeing a growth in the volume of sales and technical equipment. Therefore, it is likely that not only Irkut has interest to be included in HAL’s capitalization. We are ready for the fact that we will have to fight for this right.
Our cooperation right now is a two-way street. At the technological level (HAL) is a fully modern enterprise. For the time being we partly are ahead of them, for example in part of the production of titanium parts and a number of other technologies. But this gap will be overcome using the deployment of the Su-30MKI’s licensed production in India. In many technologies, for example in the part of the production of composite materials, HAL already today is at a good international level and is of interest as a source technologies. Even within the framework of the current contracts we concede that HAL can be an Irkut subcontractor.
- Considering the significance which we are devoting to the Yak-130 project, can on expect that in the event of a production order for this airplane it will be transferred to Irkutsk?
- The Nizhniy Novgorod Sokol plant (at which the experimental series of Yak-130 is being built right now – Vedomosti) was one of the most powerful and modern plants in the USSR which produced large volumes of extremely complex equipment. We are not proposing to transfer Yak-130 production to Siberia. For us, the economic parameters are the determinant. If it is advantageous to do it at Sokol, the airplanes will be produced there. Cost, quality and timeliness of execution of the orders is the main criteria for selection of the manufacturing location. From this point of view, production of the Yak-130 for the interests of the Russian Federation air force at Sokol suits us fully. However, there are good prospects for the creation of highly modified Yak-130s and deliveries of the airplane for export are possible. Therefore, we are not ruling out the possibility of transferring part of the production to other areas, including too to Irkutsk.
- The state defense order for the Yak-130 is only 100 million rubles this year, this isn’t enough even for the building of one airplane. Won’t the whole program turn into a regular ceaseless building activity without private investments?
- Actually, the volumes of state financing do not allow implementing this project quickly. But we are hoping that the situation will change over time. At the same time, we are not ruling out also the possibility of the connection of our own resources for bringing the program to the commercialization stage. For this right now we are studying possible markets and sales volumes and identifying partners for realization of the project.
- Have you overcome the problems with the AI-222 engine for the Yak-130?
- We are looking at the AI-222 engine as one of the most modern and prospective. It is in the development stage – one always has to overcome some kind of technical problems for it. The composition of the participants of this project fills us with optimism: these are OAO Motor-Sich, Progress, and the strong Russian participants are Salyut and the Ufa Motor Building Production Association. All these enterprises have huge experience, they have a good financial situation and a high engineering level and therefore, I am sure that the engine will be finished.
- How are you able to comment on Indian press reports about the presence of serious technical problems in the Su-30MKI?
- On evaluation of the Su-30MKI program, we proceed not from press reports, but from the official position of the customer – the Indian air force. I meet regularly with the leadership of the Indian air force and I can say responsibly that it is satisfied with the quality of this product and the tempo of the realization of the whole project. I want to remind you that the airplane has not completed all tests and has not achieved a final technical face. This process is long and complex, and there are problems along the way. I also will remind you that the airplane is international, foreign companies are participating in the project, including Indian. As regards attacks in the press, we all understand how such articles will appear. From the very beginning the project has been realized in a hard competitive environment. The Su-30MKI won in a tough battle with very strong and very aggressive competitors.
- Has physical execution of the Malaysian contract (for the delivery of 18 Su-30MKM fighters for 900 million dollars) begun?
- We still haven’t cut metal, but the developers – the Sukhoy OKB and the Ramenskoye Instrument Building Design Bureau – are preparing the technical and design documentation. The active phase will begin from the following year, and the airplanes will be delivered in 2006 and 2007.
- What is the state of the Be-200 amphibious airplane project, when may American certification of flight worthiness standards be received?
- It is a question not only of the American, but also of the European standards, which will allow opening of the European marketplace. This work already has begun, our certification agencies are involved in it, and in 2005 – 2006 the process should be completed.
In the near future we will transfer a second airplane to the ministry of emergency situations ((MChS)), and before the end of the year we will deliver a third. We have a rather higher degree of readiness of the remaining four airplanes ordered by the MChS. In 2004, the Be-200 will go from test flight to real service, including abroad. The agreement with the MChS presumes that this year we are supposed to have two regular airplanes by the start of the period of fire danger.
- What are the prospects for marketing the Be-200 worldwide?
- The Be-200 may be required in the Mediterranean markets. We are counting on an order from this region for up to 30 aircraft with Rolls-Royce engines. There also are good prospects in North America.
One of the most promising markets today are the countries of Southeast Asia. We hope in the future to penetrate also into the Australian market. The ASEAN countries are interested most of all in the basic fire-fighting version. The problem of fires in this region is very keen, fires in Indonesia negatively impact the ecology of the whole region, and there are great problems in Australia. But in the region which collides with the problem of piracy, there is interest too in the patrol version. The airplane is being proposed for the market in two variants of motorization – with D-436 engines and with the Rolls-Royce BR-715 engine.
Delivery of the Be-200 abroad may be made in accordance with various schemes – this and direct sales, and leased deliveries, for example, for commercial operators. Foreign governments may lease the Be-200 from the Russian MChS, but for the short term two pre-series airplanes can be used which are in our corporate ownership.
