China's rebuttal is a complete joke. Sounds like a spoiled school child in an argument. "Your lying"

India is right to stand firm and expose China as a childish, spoilt, egotistical and greedy Han imperialists.

We need to keep on planning Pakistan's destabilization and destruction through exploiting Paki fault-lines and economic strangulation as that is the way to destroy Chinese Power in South Asia and contain the lizard.

China will try to start skirmishes but no way will the Russians join any war against India. Neither will the US jump in and help.

Siachen glaicer is the harshest climate and almost inaccessible but we have the high ground for decades.

today cag report is not good , what our defence ministry are dong we have just 10 days ammunition . http://indiatoday.intoday.in/story/...ar-supply-shortfall-cag-report/1/1008042.html
without mentioning to which period the report belongs to, it is pretty useless article. This info was given in parliament by manohar parrikar almost a year back. Much has happened since then, including budget for emergency ammo purchases , capacity building at OFB and allowing some of the critical ammo to be manufactured by Pvt sector.

This looks like a new report sir, unveiled today in Parliament. See text in bold. So our procurement process is completely Fubar'd How can we fix it?

In a scathing report, which was tabled in the Parliament today, the CAG also criticised the OFB for inadequate quality of ammunition supplied to the Army since March 2013.

“Shortfall in meeting the production target by OFB continued. Further, majority of the procurement cases from other than OFB which were initiated by Army headquarters during 2009-13 were pending as of January 2017,” the CAG said in the report.

Lack of ammunition stocks is severely affecting training of the Indian Army. The CAG has observed because of shortage of ammunition, the Army Head Quarters had imposed "restriction" on training. It says in 2016, of the 24 types of ammunition required for training only three were available for more than five days for training activity. And, the availability of as much as 88 per cent of ammunition was far below requirement. "Majority of training ammunition - 77 to 88 per cent - remained critical i.e. less than five day".

Concerned by huge shortfall of ammunition, the Government recently gave the vice-chief of Army Staff powers to make to emergency purchases.

Sources told India Today that the Indian Army has identified 46 types of ammunition, about half dozen types of mines and 10 weapon systems as extremely critical. "These can now be purchased immediately bypassing the long winded procurement procedure," a senior officer said.

Attack us already!
This is an insult to Mao "Child Molestor" Zedong...if instead of Eleven Jin Pegs, there was the enlightened Mao, India would be greater (Fa)Qing Dynasty, all over again.
The Eastern Army Command would submit in 90 Seconds, after watching the Xinhua Monkey Sex Episode otherwise known as People's Diarrhea Army Exercise, of course.
The Dharmiks who've just regained power over their culture after centuries of subjugation would submit to mighty Communism just like Prakash Carrot and D(ick) Raja did.

Sir, OFB is run by dumbfucks who would not be able to get employed as security guards at a fucking Bus Stop even if they wanted to.
VCoAS Sarath Chand now has the powers for procurement and hopefully we'll see a gradual improvement over the next half-a-dozen years.
OFB has had way too many Carrots and it's about time they get the Dandaa...
Edit:
CAG is basically a bunch of accountants who chase numbers. Although very vital, they tend to completely discount the framework in which the equipment are used and tactics that in times of need can be effectively employed.
They paint a very vague picture IMO.

Indian forces have a fetish for foreign maal, GoI owned research and manufacturing sucks, procurement procedure is bogged down by babus. We need a sweeping reform bill but the government is scarred by previous scandals like Bofors. It is like a Mexican standoff.

True, no disagreements on your points.
even if assuming remedial measures are taken, i don't think we should expect any improvement in situation before 2019. any defence procurement takes atleast a year to be completed, if not more.

Just have a thought. Is this the right time to submit this report? ?

The country moves from one crisis to another, there is never a good time for submitting the report.
This CAG report does not have much relevance because all this info is already in public domain from quite some time.
