Are 14 India Specific Enhancements Exclusive to India bound Rafale fighter jets will be done by locally by HAL. BON PLAN?.
I don't know.
I think some will be impemented during the 2019-2022 period, on line (software upgrade and some minor hardware changes), and some after the delivery of the last of 36.
And I think if it is necessary to come back in a factory, for hard work, it will be a Dassault/Reliance factory, not a HAL one.

As per general information
The ISEs will be implemented in India after the arrival of Rafales, and this will make the Indian Rafale operational ready by 2022
NO.
The first plane delivered will be a full F3R Rafale, so able to deliver Meteor, MICA, US laser bombs, SCALP, Exocet, AASM Hammer (not orderd by India so far).
So not at the final indian standard, but absolutely lethal from the beginning.

FOC Rafales with ISE will only be around 2023. They will be formidable from the start but their true potential comes into play when eventually we have Garuthma, Garuda, Guided HSLD, ARM, SAAW weapons are integrated. These should be integrated asap. eventually Nirbhay would also come into play. IAF shouldn't waste time and exercise the options buy 36-54 more via G2G and be done with it. 5-7 sqds of Rafale should be fine for MRCA 2.0. Not sure if it will the ideal fit for the IN where the Block 3 is a better fit. Well, there is no reason they can't exist together since they would be cutting edge in their own ways.

The first plane will be arriving by Sept 2019, but these wont have ISE nor FOC in India.
So after the entire 36 planes arrive in India then the ISE will be implemented in India and testing done for FOC.
So roughly by 2023 the 36 Rafales in India will be operational.
Rafales will not be operational in 2020 FYI

So all the goodies that you talk, will be just for exhibition till FOC

When the deal is sgned, there are no options as part of the deal. its just 36

Only a retarded guy can imagine the IAF will wait until 2023 to use it, even if it's not at a full standard.
IAF lacks of planes my dear, it's not to hide the newer ones in a hangar.

You are right about the FOC dates, but wrong about not using those Rafales until FOC is achieved.
Prime example for that is LCA, which currently is inducted by IAF in IOC standard and they are far less capable than Rafale IOC will be.
In A2A roles, IAF might induct it right away, since if at all, only the HMS will be added later (if we take another version than Qatar has integrated). The main capability disadvantages are in A2G missions, where Litening, SPICE and EW upgrades need to be integrated, tested and certified. What we see so far, seems to be similar to the changes Embraer made on the EMB 99, to house custom EW and sensors, that were integrated later in India too.

India to base Rafale at Hasimara to meet China threat

New Delhi has selected Hasimara Air Force Station in north Bengal for strategic build-up along the Line of Actual Control (LAC).South Block will upgrade infrastructure at the base to host Rafale fighter jets and increase funds for radar-based intelligence on Chinese airports in Lhasa and Shigatse on the other side of the border, air force officers in the know said.

Officers of the Indian Air Force in Hasimara have written to the defence ministry seeking clearance to relay the runway and build a hanger to accommodate Sukhoi and Rafale fighter jets. Once done, the Hasimara air base will have the second squadron of the Rafale jets. The first one is likely to be raised at Ambala Air Force Station in Haryana.

China, according to air force officers, built a runway at the Shigatse airport immediately after the Doklam standoff in August 2017.The distance between Hasimara and Tibet is around 384km and the airport at Shigatse, Tibet’s second largest city, is a military-cum-civilian one.

The Lhasa airport in Tibet’s capital is about 364km from the Hasimara air base.“The runway at Hasimara was last relaid in 1993. We now want to rebuild it. The Rafale fighter jets can pick up even a pebble from the runway. That would be a disaster. We don’t want to take chances,” an air force officer said.

“Dassault Aviation has already laid down certain specifications for its Performance Based Logistics centre that would double as the store for keeping Rafale spares,” the officer said. “We have written to the defence estates for necessary permission to make some constructions and chop down a few trees.”

Hasimara Air Force Station in Alipurduar district, about 128km from Siliguri, is of strategic importance for its proximity to the India-Bhutan border. Also, the base is in the Siliguri corridor, to the north of which is China, the officer said.Hasimara used to house the MiG-27 ML till the aircraft were phased out towards the end of 2017.

Now, there are the Sukhois — Su-30MKI — one of India’s top-of-the line fighter jets.“A 8,500 to 9,000ft-long runway in Hasimara will be relaid… it will take around six months to complete the job,” the officer said. “The hanger will accommodate both Rafale and Sukhoi fighter jets. We have drawn up futuristic plans.”

The build-up at Ambala and Hasimara, according to air force officers, is part of South Block’s strategy against Beijing.China has its bases in Tibet; but their fighters cannot operate on optimum efficacy because of the high altitude.“We have mounted high-altitude radar to keep a count on their number of sorties towards Indian airspace. Officers are being stationed for three to six months in phases with advanced training for plotting the movements of Chinese jets,” an air commodore said.

“It’s an arduous task. Hasimara has already started preparing for the future.”

No Probe Into Rafale Deal, Supreme Court Dismisses Petition

New Delhi:

There will be no probe into the Rafale deal, the Supreme Court said today, rejecting petitions asking for a court-monitored investigation. "We can't sit in judgement over the wisdom of purchase of aircraft," the court said. In a huge relief to the government, which has been constantly under attack from the government, the court said on the choice of Indian offset partner: "We don't find any substantial element to show that there is any substantial favouritism."

There is "no reason for intervention by the government," the judges said.

It is "not the job of this court to go into the differential pricing details, which must be kept confidential".

it wasn't the job of court to go into pricing "when the need and quality of the aircraft is not in doubt".The apex court gave a clean chit on 3 aspects decision making process to purchase 36 Rafale pricing selection of Indian partners including Reliance Defence

Supreme Court has thoroughly studied the price, the offset and said that there is no corruption, there is no undue advantage to any offset partner and "court believes that the pricing is on point and we are fully satisfied with that".
Congress Should leave it here and try to find something for 2024 General Elections now.
