2 sec lagte hai moon pe dust settle hone me. no atmosphere, 1/6th gravity.
It's the exact opposite. Due to weak gravity and no atmosphere, lunar dust takes minutes to settle. Also, lunar dust is electrically charged, so there might be other effects.
There might be some other reason as you said static electricity for the reason Rover being deployed hours later.

Next time we can plan a sample return mission like China did with their Chang'e missions. That would a huge development!!
Chandrayaan-6 is the sample return mission, planned for 2030s

before you ask, CY-4 is Indo-japanese LUPEX, CY-5 is lander only mission to a volcano in moon's North polar region with a driller
