Would like to have a collar number system be deployed and used with Bhartiya Police.

Example:

A collar number, also known as a shoulder number, force identification number (FIN) or occasionally as force number (although this can also refer to ID number of a force itself), identifies police officers, police community support officers (PCSO), special constables (SC or SPC) and some police staff in UK police forces - other law enforcement agencies, such as Immigration Enforcement, have also adopted identification numbers. Although now displayed on epaulettes (i.e. on the shoulder), it is still commonly referred to as a collar number.

Prevent impersonation, identify cops, safety to recgonise them when they approach (without having to interact and ask them directly) etc etc etc

Kerala Police to rent helicopter for rescue missions and counter Naxal operations: Central funds will be utilized
THIRUVANANTHAPURAM: Kerala Police will rent a helicopter for rescue operations and to counter Naxal activities. A deal has been agreed with a company named Pawan Hans to use a helicopter for 20 hours each month.

During Kerala Floods, the unavailability of helicopters affected the rescue operations a lot. This made the authorities to rent a chopper. Central funds will be used for this. The chopper will be having 11 seats. The government will have to pay Rs 1 crore and 44 lakhs as rent per month. The agreement will be signed on December 10.

Kerala police chopper to hunt Maoists
Thiruvananthapuram: It is going to be an expensive hunt for Maoists hiding in the state forests with the police deciding to hire helicopters and pursue them.

The police department has entered into a Memorandum of Understanding (MoU) with Pawan Hans Ltd for procuring a helicopter on a wet-lease basis for anti-Maoist operations.

As per the MoU, AS 365 Dauphin N3 of the company will be taken on wet lease for a fixed monthly charge of Rs 1.44 crore. The 11-seater helicopter is being hired for 20 hours of flying per month. In case the flying time crosses this limit, an hourly charge of Rs 68,000 will be levied extra.

A 365 Dauphin 2, is a medium-weight multipurpose twin-engine helicopter produced by Airbus Helicopters. It was originally developed and manufactured by French firm Aérospatiale, which was merged into the multinational Eurocopter Company during the 1990s. Since entering production in 1975, the type has been in continuous production for more than 40 years.

The helicopter can also be used for transporting high-risk prisoners and VIPs. As per the police, the reason for procuring the helicopter was the increase in the activities of the Left-wing extremist in northern districts of Palakkad, Malappuram, Kozhikode, Wayanad and Kannur.

Pawan Hans was shortlisted for the MoU after several rounds of discussions conducted by a team led by Chief Secretary Tom Jose pointing out that technical aspects, specific requirements of helicopter and comparative statement of tender documents of other states were examined in detail before finally zeroing in on Pawan Hans.

Pawan Hans Limited is a helicopter service company based in New Delhi.it is a Mini Ratna-I category PSU. It has cumulatively flown more than one million hours. It has also completed 2.5 million landings on its fleet since its formation.

Kerala Police attempt to hire helicopter comes in for flak
The Kerala Police Department’s move to hire a helicopter for ‘operational purposes’ appears to have run into a headwind.

The Congress-led United Democratic Front (UDF) Opposition has slammed the bid, which generated a wave of anti-government trolls on social media. In a provocative online post, Congress MLA V. T. Balaram compared Chief Minister Pinarayi Vijayan to yesteryear action hero Jayan. (The actor had died while shooting a helicopter stunt scene in 1980).

“Is the CM Vijayan or Jayan. He feels he could shoot to death seven or eight people if he could get his hands on a helicopter,” Mr. Balaram wrote in his Facebook account. The MLA seemed to have alluded to the recent killing of four Maoists in Palakkad forests by police commandos and the purported claim that the law enforcement required the helicopter for anti-Maoist operations.

Leader of the Opposition Ramesh Chennithala said the government had used national security as a pretext to hire the aircraft at an excessive rate for the sole purpose of flying Ministers in comfort. A fit of wastefulness had seized the government when the State was reeling under a financial crisis.

The police had struck an agreement with Pawan Hans to hire AS 365 Dauphin N3, Medium Twin-Engine helicopter for ₹1.44 crore for 20 hours of flight time a month. The aircraft was for disaster management missions and security operations.

Controversy
A controversy had erupted on Monday when a private firm alleged that the police had sidelined them to ‘illegally’ award the contract to Pawan Hans though they had offered helicopters at a lesser rate. A senior officer said Pawan Hans, a public sector entity, had an excellent safety record. The helicopter was hardy used by the French Navy for maritime operations.

Given the large population of seagoing fishermen, marine search and operations was a priority for the police.

I like this Idea. This is good
Move it beyond the above - it would allow better compliance and risk management and even access control. i would go beyond and use it to monitor police performance and even use it for deployment.

i noticed at vip security even police - each time a certain measurement is used - would be easier to know and recognize.

the other side is that police can become targetted. therefore restict the availability of the police personal information but enable recognition and monitoring of police personnel both for public and service providers. its easier for others to recognize police impersonation and also asking why and who the cop is before they meet you.

UP Police retires 20th century rifles after 70 years of service
In service since the past 70 years of Independence, the .303 Lee-Enfield rifles have finally been retired by the Uttar Pradesh Police in favour of Insas (Indian Small Arms System) and SLRs (Self-Loading Rifles).

Talking to India Today, UP Police Director General OP Singh said that being quite old, the Lee-Enfield rifles were prone to failure and required a lot of maintenance. "In order to strengthen the state's law and order, 63,000 Insas and 23,000 SLRs have been sent to the police stations all over the state and the police personnel have been instructed not to use the Lee-Enfields. If a police station's staff is found using the Lee-Enfields, the reserve inspector of the concerned district's police line as well as the police station staff will face departmental action."

Inspector general of police (IGP) Agra A Satish Ganesh told India Today that the .303 Lee-Enfield rifles were introduced in the year 1914 during the First World War. "The range of this rifle was about 2,000 meters. The UP Police received this rifle in 1945. Earlier, the police used the Musket .410 rifles. In the 80s the police received the SLRs. In the Kargil War, the Insas rifle proved very effective, so it was also adopted in the police service. Now, the .303 Lee-Enfield rifles have been phased out of service."

All India Crime Prevention Society Governor Body member Dr S Qureshi praised the working of the UP Police and said that the way the police handled the state's security during the Ayodhya court case hearing and the subsequent verdict was highly appreciable. "Before that, the arrangements made at the Kumbh were beyond comparison which were even appreciated by the international media," Dr S Qureshi said.

Dr S Qureshi expressed the need for citizen policing in the state, with the involvement of local residents of particular areas as special police officers, working in close cooperation with the police, local intelligence and special intelligence wings.

last heard state police were using it,but 2018 notification says mciws is ready for production
This was conflicting

How many new guns designed by IFB are in use anyway or we are still importing in name of emergency purchases

MCIWS was further developed after Army's first rejection and later named Advance Assault Rifle ( AAR ). But Army dropped the requirement of a rifle which can fire both 7.62*39 mm & 5.56*45 mm rounds and takes little time to change internal parts while switching to other calibre. It never entered production.

Thiruvananthapuram: Close on the heels of a row over the plan to hire helicopters, the Kerala Police is all set to buy three bulletproof cars, without calling a tender. The car of a Japanese company is being bought citing security reasons. It is estimated to cost Rs 1.5 crore in all....

The central funds granted for the police is being used to buy the cars....

The state currently has four bulletproof vehicles: two Tata Safari and two Mitsubishi Pajero. Two of the bullet-proof vehicles were bought last year at a cost of Rs 1.10 crore. These were also bought .without calling tenders and 30 per cent advance was given....

The Home Department had then sought an explanation on the DGP's action to sanction advance amount. The reply to the Home Department said that the tender cannot be called due to security reasons....

Helicopter lease for whole year?...

The Kerala Police's recent decision to hire helicopter had drawn flak. Though the helicopters were hhired, citing Maoist threats, the talk even among senior police circles was that the chopper was hired for flying the Chief Minister and other ministers in comfort....

The government reportedly got expert advice that helicopter can be hired for use in relief efforts and for anti-Maoist operations....

Earlier, when CPM state secretary Kodiyeri Balakrishnan was the Home Minister, the police had tried .to buy helicopters. However, this bid was abandoned after it ran into a controversy. Even during the... during the floods last year, the police tried to buy a chopper for use in relief efforts. After all these attempts failed to materialise, now a chopper is being hired.

However, questions have been raised why helicopters need to be hired for all-year-round for tracking down Maoists. Some advise a chopper can be taken on daily rent if the need arises....

As much as Rs 1.44 crore is being splurged monthly for the chopper even when the state is facing a financial crisis. The chopper could be flown for 20 hours in a month for this amount. For every extra hour , an additional Rs 75,000 has to be given. As the move kicked up a storm, the government asked the Home Department to keep the order confidential.
