maybe stupid question but cant they just rope down from helicopter , heli cant fit people ? , seems like doing this in daytime is worse possible way.
The units onboard Kolkata boarded themselves. But after assessing the number of hostiles, another unit was flown in for fast insertion via RHIB. I mean what will the pirates do ? Come outside on the open deck to shoot ? There's a Destroyer parked right there with it's 76mm SRGM and crew served MGs pointing at the deck. Was this additional unit necessary ? debatable. But it sure proved to be a great exercise and demonstration of capability.

If I understand the chronology it happened something like this -
  • Pirates decided to use the hijacked MV Ruen as mothership for more highjackings, so they sailed to open seas.
  • IN (UAVs/P8Is) was already tracking it, so INS Kolkata reached to it to observe. Sent an UAV for surveillance.
  • Kanglu Somali pirates shot down the UAV. So Navy finally got an alibi to use force.
  • INS Kolkata disabled the propulsion & navigation of MV Ruen (will be interesting how), making it a sitting duck in the open ocean.
  • INS Kolkata negotiated with the pirates to surrender, but they did not at first try, apparently. Kanglu pirates probably thought they have good numbers for self-defence (~35 armed pirates).
  • INS Kolkata calls reinforcements, 2 more MARCOS team airdropped as a show of force, ship gets surrounded, storming imminent.
  • Kanglu pirates realise they can't take on such a huge number of SF, surrenders.

To your original question, no, they already fired on our quadcopter so they will probably fire on helicopter too. IN called more reinforcents to take on the pirates in case they needed to go the hard way of storming the entire ship.
