ndia issues RFI for Naval NBC simulator

The Indian MoD has issued a Request for Information (RFI) ahead of issuing a global tender for setting up of a shore-based facility with simulators modeled on ships for training of Indian Navy personnel in Nuclear Biological Chemical warfare.


"The Indian Navy intends to set up a Nuclear (Radiological), Biological and Chemical Defence training facility to train its personnel. The facility is intended to be shore based,” an Indian news agency report quoting the RFI documents said.

The simulator would be built on a steel structure resembling a ship, outfitted with systems and equipment for training personnel in achieving collective NBC protection through 'closing down', pre-wetting systems and platform decontamination.

"The facility would make training as realistic as possible on a four-deck ship-based structure, which would be the NBC simulator," Navy officers said here. The training exercise to be simulated would include detection of NBC agents to decontamination of the same.

"Radio active sources would be placed randomly on the upper decks, including Bridge Top, for detection of 'hot-spots' by the trainees," they said. The NBC simulator would be housed in an enclosed structure within which a building consisting of two floors will house a Nuclear Training Lab and a Biological and Chemical Lab, class rooms and offices.

RIP , The word seems hollow when we all know where the blame lies ; these men were brave men doing their part for a nation that sent them to fly decades old aircraft in dangerous maneouvres, we need to stop all aerial acrobatics until we can provide our pilots with aircraft that are new and can handle the heavy stresses that these aircraft go through. These braveherats spent their last moments not at home relaxed(as death should come to everyone) but ensuring that their aircraft did not cause too much damage on the ground.While Mr Anthony and his ilk may be free of the color of corruption each unduly delayed defence deal color's them in the blood of our brightest and bravest.

New Delhi, India — The Indian Defense Ministry’s Sixth Land and Naval Defense Systems Exhibition held in New Delhi last month showcased newly inducted equipment by the country’s navy and army. Defexpo 2010 saw over 650 companies from around the world display their products and systems for possible acquisition by India’s military.

But the indigenously developed Shaurya missile, capable of being fired underwater by Indian submarines, was the pièce de résistance of the exhibition. The missile is a canister-launched, solid-fuelled hypersonic surface-to-surface tactical weapon capable of carrying a payload of conventional or nuclear warheads.


With a range of 700 to 1,900 kilometers, the trajectory of the missile, unlike ballistic missiles, can be preprogrammed to make it difficult for anti-missile systems to intercept.


Using conventional fuel-air explosive warheads, the missile can cause devastation similar to that of a mini-nuke. The missile has been optimized for the Indian nuclear submarine program, represented by the nuclear-powered INS Arihant submarine.

The formal induction of MiG-29K maritime fighter planes by Indian Defense Minister A.K. Anthony on Feb.19 is expected to strengthen the Indian navy’s air arm. The aircraft, nicknamed Black Panther, will be part of the 303 Squadron and will fly from the aircraft carrier INS Vikramaditya, presently under modernization in Russia.

In the interim period, the MiGs will be tasked for defense duties off the west coast of India. The twin-engine aircraft, capable of covering a tactical radius of around 2,000 kilometers and fitted with beyond-visual-range missiles, will provide potent air cover to the naval fleet in the Arabian Sea and Indian Ocean. The aircraft is also capable of air-to-air refueling, which enhances the time on task.

The maritime strike capabilities of India, deep into the Arabian Sea, Bay of Bengal and the Indian Ocean, have leapt to a new level with the combined strengths of the Navy’s MiG-29Ks and Sea Harriers, and the Jaguars and Sukhoi SU-30MKI fighters of the Indian Air Force. That is in addition to the existing maritime surveillance aircraft types IL-38, TU-142 and the maritime Dornier-228.

A dedicated naval satellite for the Indian Navy is ready for launch by the Indian Space Research Organization this year. The satellite will further improve existing surveillance and net-centric communications in the Indian Ocean region between the navy’s ships, submarines and aircraft.

INS Arihant, the indigenously produced nuclear-powered SSBN submarine, left the Indian port of Vishakhapatnam for sea trials in the Indian Ocean on Feb. 25. Two more submarines of the same class are being produced and will be inducted for trials in 2011 and 2012 respectively.


India’s Defense Ministry took over the Hindustan Shipyard Limited in the port city of Vishakhapatnam this year to augment its submarine production program. Generous assistance and partnerships with the Russian government are also aiding India’s future naval production programs. The political guidance of Russian Prime Minister Vladimir Putin is visible in this sphere.

The induction of the Akula-II class of SSN submarines from Russia is apace and the first submarine will be in India in June, christened the INS Chakra. The hunter-killer submarine is one of the quietest in the world today. The Russian government is keen to continue its military relationship with India, with a visit from Putin to New Delhi scheduled this month.

A new facet of India’s defense diplomacy has been Prime Minister Manmohan Singh’s three-day visit to Saudi Arabia on Feb. 27, at the invitation of the Saudi king, to discuss ways to combat terror affecting both nations. The visit is a first by an Indian prime minister in 28 years.

The Saudi government surprised Singh with a red carpet welcome at Riyadh airport, accompanied by the entire Cabinet. An extradition treaty and a plan to train Saudi naval officers in India are being finalized. Cooperation in the energy sector and protection of sea lanes vital to both countries were also on the agenda.

India’s maritime clout is finally emerging in the Indian Ocean region after determined displays in anti-piracy patrols and humanitarian assistance in the aftermath of the 2007 tsunami.

That's fantastic, that means the reactor has been installed, and we have a nuclear sub roaming the seas.

All we need now is that its been armed with Missiles

Indian Navy to build new floating dock at Port Blair

NEW DELHI
(PTI): Indian Navy is all set to build a strategically important floating dock to enable repair and refit of warships at sea, instead of at shore-based dry docks.

It has issued a request for information (RFI) to global shipbuilders for construction of the dock with 8,000-tonne lift capability at Port Blair, where a major tri-service military command is headquartered.

India already has a floating dock in service at Port Blair and the new facility would augment the capability by 2012-13, officers in the navy said here Sunday.

A floating dock of the navy had sunk in November 2002 off Port Blair following flooding of ballast tanks that controlled docking and undocking of warships due to power failure. It was brought afloat and later repaired in Sri Lanka.

The navy, the officers said, was looking at self-sufficient docks and shore-dependent docks (that draw power from land-based sources).

The dock should withstand likely severe tsunami waves without any major damage to ships docked and its pontoon deck should be suitably strengthened to cater to off-centre docking, the RFI said.

Seeking a world-class design for the dock, the navy has prescribed that it should have the approval of Maritime Classification Society and European Maritime Society.

The construction must be undertaken employing modern build strategy allowing for integrated construction to facilitate very short build period, the RFI said.

False alarm has Navy on pirate hunt

New Delhi: India dispatched two warships and an aircraft after getting a distress call from a Maltese bulk carrier MV Melina-I about an impending pirate attack on it, around 200 nautical miles west of Lakshadweep, in the early hours of Saturday. But it seems to be a false alarm since the captain of MV Melina-I later in the day reported that they could not spot any pirate skiffs for 30 miles around their ship.
‘‘However, one of our warships, INS Sujata, which has an armed helicopter and marine commandos on board, still intends to approach MV Melina and escort her to safe waters before returning,’’ said a Navy officer. Earlier in the day, around 2 am, MV Melina-I sent distress signals after its radar apparently picked up what looked like three to four pirate skiffs following it under the cover of darkness.
Worried at the prospect that pirates could now be operating so close to the Indian Exclusive Economic Zone, the Navy and Coast Guard promptly swung into action to dispatch the warships and a Dornier maritime patrol aircraft to aid the Maltese ship. With pirates now operating much beyond the Gulf of Aden off Somalia, India has also been sending offshore patrol vessels to the waters near Seychelles and Mauritius to bolster anti-piracy patrols there. As for operations in the Gulf of Aden, Indian warships have already notched up an impressive record by escorting over 700 merchant vessels across the strategic trade route, directly thwarting 13 piracy attempts since October 2008 there.

Desperate step? Govt OKs 2000cr more for Scorpenes

New Delhi: In a bid to rescue India’s underwater combat arm from sinking any further, the government has approved a huge cost escalation in the already mammoth Rs 18,798 crore project to construct six French Scorpene submarines at Mazagon Docks in Mumbai.
The Cabinet Committee on Security has given the formal nod to pay around Rs 2,000 crore more to French company DCNS\Armaris to get MPM (MDL procured material) packages for the submarines. These are crucial since they include all major systems connected with sensors, propulsion and the like for the vessels.
Despite both China and Pakistan rapidly bolstering their submarine fleets, the Scorpene project (P-75), under which one vessel was to roll every year from 2012 onwards, is already running over two years behind schedule, as was first reported by TOI. Moreover, the government continues to dither over the proposed Rs 30,000 crore programme, called Project-75I, for the second line of next-generation submarines despite Navy pressing the panic buttons for its quick finalisation.
The main reason for the Scorpene project’s delay has been the protracted negotiations for the MPM packages, with DCNS hiking its demand from around 400 million Euros to 700 million Euros for them. This issue should have been sorted out when the Scorpene project — MDL is fabricating the hulls but has nothing to put inside them at present — was finalised in October 2005 itself. ‘‘It was a major goof-up by the defence ministry,’’ said a source. The main Rs 6,135 crore contract at that time was inked with M/s Armaris (DCNThales joint venture) for transfer of technology, combat systems and construction design, while the second one for Rs 1,062 crore was with M/s MBDA for sea-skimming Exocet missiles. The third Rs 5,888-crore contract was signed with MDL for indigenous submarine construction, with another Rs 3,553 crore earmarked for taxes and Rs 2,160 crore towards other items to be acquired during the project.
CAG reports, too, have blasted the government for taking nine years to finalise the Scorpene deal, which led to increase in the project cost by Rs 2,838 crore. Navy, on its part, has reason to be worried over the delays in P-75 as well as P-75I since it will be left with only nine out of its present fleet of 16 dieselelectric submarines (10 Russian Kilo-class, four German HDW and two virtually obsolete Foxtrot) by 2012-2013. The number may further dip to just five by 2014-2015.
This when Pakistan is now looking to induct three advanced Type-214 German submarines, equipped with AIP (air-independent propulsion), after inducting three French Agosta-90B submarines, with the last one PNS Hamza even having AIP. China, in turn, has a staggering 62 submarines, with around 10 of them being nuclear-propelled, and at least one Xia-class and two Jin-class being armed with long-range nuclear missiles.

SPAT likely to be air borne soon


PANAJI (PTI): The Sagar Pawan Aerobatic Team (SPAT), which was grounded after two of its pilots died in a crash during an air show in Hyderabad, is likely to be air borne soon, Navy officers said.

The Kiran MK-II trainer -- part of the four-plane SPAT -- had on Wednesday crashed into a three-storeyed residential building while performing aerobatics at the air show, killing its two pilots. The Navy had grounded the entire fleet of 20 Kiran trainer aircraft following the crash.

"I have no doubts in my mind that we will continue to do what we were expected to do," Capt Surendra Ahuja, Commanding Officer, INS Hansa, where Sagar Pawan is based, told reporters in the port town of Vasco on Friday.

"The naval headquarter can take the view later but as far as I am concerned we are going rolling again as ever," Capt Ahuja said.

Ahuja was speaking to reporters informally after both the deceased pilots -- Commander S K Maurya and Lt Commander Rahul Nair -- were given full State honours during their last rites here.

He claimed that SPAT, the team which started in 2003, is perhaps the only aerobatic team in the world which had safe and unblemished record.

"Even this performance (at Hyderbad) was over and aeroplanes were getting ready for landing," Capt Ahuja pointed out.

The family members of both the pilots were present today when their bodies were taken ceremoniously from INS Gomantak Naval Base to the crematorium.

The Navy gave 'shok shatra' honour to their colleagues, who lost their lives while performing for the nation.

"Two of them were the finest officers we had in the Indian Navy," Comdr Sudhir Pillai, Flag Officer Commanding, Goa Area, told reporters.

Indian navy to develop NBC training facility


India's navy has begun the creation of a nuclear, biological and chemical defense training facility.

The facility will be used to develop skills of Navy personnel to fight against deadly attacks resulting from either a conventional war or from terror groups.

A request for information has been issued by India's navy ahead of its issuance of a global tender to set up the shore-based NBC facility, which will feature simulators modeled on ships to create near-real scenarios for training its personnel.

"The Indian Navy intends to set up a Nuclear (Radiological), Biological and Chemical Defense training facility to train its personnel," PTINews.com reported the request for information documents as stating. "The facility is intended to be shore based."

The ship shaped steel structures that will make up the simulators will come equipped with equipment and systems to train personnel in achieving collective nuclear, biological and chemical protection through so-called "closing down" techniques, pre-wetting systems and platform decontamination.

The new training facility follows a recent announcement by India's Defense Research and Development Organization that a high priority will be placed on the development of systems to combat the challenges of terrorism, including the addition of better biological and chemical defense systems.

Burglary in Indian Navy commander's house in Israel

Jerusalem, Mar 11 (PTI) Burglars broke into an Indian navy?commander's residence in the prestigious neighbourhood of Herzliya Pituach in North Israel, home to most of the senior diplomats posted in the country.

The burglars broke into Indian Naval officer Girish Das' house on the upscale David HaMelech street of the neighbourhood and ran away with precious items.

Later, the police caught a man who was using Das' credit card at a perfume shop, the Army Radio reported.

A bag of jewellery was recovered from a woman accompanying the man at the perfume shop, the report said.

Das, who could not be contacted, was called by the police to identify the recovered items.

It is not the first time that an Indian official's house has been robbed in Israel

Northrop Grumman to Supply Integrated Bridge Systems for New Indian Navy Fleet Tankers

CHARLOTTESVILLE, Va. - March 11, 2010 - Northrop Grumman Corporation (NYSE:NOC) has been selected to supply integrated bridge systems (IBS) for two new fleet tankers being built in Italy for the Indian Navy.

The IBS orders were placed with Northrop Grumman's Sperry Marine unit by the Italian shipbuilding company Fincantieri, which is under contract to build the two tankers at its shipyards in Liguria and Palermo. Terms of the contract for the IBS were not disclosed.

Each of the ships will be fitted with a complete Sperry Marine VisionMaster FT™ IBS, including radars, electronic chart display and information systems, adaptive self-tuning autopilots, gyrocompasses and repeaters, speed sensors, echosounders, differential GPS and other navigation subsystems and sensors. All critical systems have been duplicated for built-in redundancy and survivability. Sperry Marine will also supply the ship's inertial navigation system and data distribution system, which will be interfaced with the combat management system.

Compagnia Generali Telemar S.p.A, Sperry Marine's sales and service representative in Italy, will be responsible for the installing, commissioning, testing and technical support for the project.

"This important contract win builds on our longstanding relationship as a key supplier to the Indian Navy," said J. Nolasco DaCunha, vice president of International Naval Systems at Northrop Grumman's Naval and Marine Systems Division. "We are especially pleased to have this opportunity to work with Fincantieri on this major naval shipbuilding program."
The 175-meter tankers are being built with double hulls to meet the International Maritime Organization's requirements for marine pollution control. They are scheduled for delivery to the Indian Navy in 2010-2011.

The accident happen on INS Delhi today, the Officer Anil Kumar was killed, this accident happened due to the MisFiring of a mislle test, Inquiry was ordered by navy.

Navy refuses land for upgradation of Goa airport: Minister

New Delhi: Indian Navy has refused to give 51 acres of land sought by Airports Authority of India for upgradation of Dabolim Airport at Goa, Civil Aviation Minister Praful Patel told Rajya Sabha today.

Replying to supplementaries during Question Hour, he said AAI has sought 7.5 acres of additional land for extending the apron at the airport.

While the Indian Navy had in past given 31.946 acres to AAI, 2.52 acres out of 8.77 acres given by state government was being disputed by the Indian Navy, he said.

"Indian Navy has claimed that this 2.52 acres of the land which has been given to AAI by the Goa government belongs to Indian Navy and not to the state government," he said.

Patel said tender process for upgradation of Dabolim airport was underway and would be completed by end-May following which physical construction will start.

A second airport at Goa, which Patel said he personally felt was needed, has to be piloted by the state government. To a separate question, he said work on second phase of Jaipur airport expansion would begin in 2010.

The Minister said the Government does not decide on the routes of public sector or private carriers and it was purely a commercial decision of the airline.

Presently, international flightsto Dubai, Muscat and Sharjah, besides 19 domestic flights, operate from Jaipur, he said adding there was no plans before Air India to introduce more international flights from Jaipur.
