INDIAN NAVY DROPS HAL, RELIANCE FROM ITS SHORTLIST IN THE $3 B CHOPPER PROGRAMME

Foreign OEMs Lockheed Martin-Sikorsky, Airbus and Russian Helicopters receive go-ahead; matter to come up before DAC on Nov. 28

The Indian Navy wants the public sector kept out of $3 Billion Make in India programme to build 111 Naval Utility Helicopters (NUH) under the Strategic Partnership Model.

Public Sector giant Hindustan Aeronautics Limited (HAL) and its joint venture with Russian Helicopters, India-Russia Helicopters Limited (IRHL) have been dropped from the final shortlist of Indian Strategic Partnership hopefuls.

From the private sector, Reliance and Laxmi Machine Works have been omitted from the shortlist, according to informed sources.

All the foreign OEMs which responded to the Expression of Interest (EoI) as technology providers to the Indian Strategic Partner earlier this year have made the shortlist.

These include Airbus Helicopters - which is fielding the AS565 MBe Panther and H145M, Lockheed Martin-Sikorsky for the S-76D and Russian Helicopters for the Ka-226T.

The tender for this programme - the first under the ambitious Strategic Partnership Model - is likely to be issued to the four shortlisted Indian companies in the first half of 2020.

Airbus and Lockheed Martin-Sikorsky have declared partnerships with Mahindra and TASL respectively while Russian Helicopters is learnt to have arrived at a "gentleman's handshake" agreement with Adani. The big question is whether Airbus will field both the AS565 MBe Panther and the H145M. If it does, this could open doors for a tie-up with Bharat Forge, which could complete the line-up.

Under the SP Model, a shortlisted Indian company can submit only one bid in partnership with a foreign OEM. But a foreign OEM can tie-up with multiple Indian partners.

The Indian companies on the shortlist are Tata Advanced Systems Limited (TASL), Mahindra Defence, Adani Aerospace & Defence and Bharat Forge.

The shortlist of both Indian and foreign companies is likely to come up for final approv before India's Defence Acquisition Council (DAC) at its meeting scheduled for November 28, it is reliably learnt.

The Indian companies have been shortlisted by the Indian Navy with technical advice by SBI Caps on the basis of Financial Gates, Technical Gates and Segment-Specific Gates.

The tender will spell out details on the Make in India plan and the trial methodology. The Indian Navy is learnt to be seeking 40 per cent indigenous content across the programme.

The trials of the shortlisted helicopters will take place in the "green configuration" as per existing features. The finally selected helicopter will require changes as per the requirement of the Indian Navy. For instance, of the four helicopters in the fray, only the Airbus AS565MBe has an existing military variant.

one of the many reason why US doesn’t transfer any technology to india.
there are trust issues between india and unites states. which will remain like this only.
after failure of DTTI i don’t have big hopes of getting advanced technologies from US.

India’s first missile tracking ship being built at Hindustan Shipyard Limited is in advanced stage of construction.

It is expected to be New Year gift to the Indian Navy, if the indications available at the HSL, a Ministry of Defence enterprise, hold water. The project which was launched in 2014 directly under the supervision of the National Technical Research Organisation, the Prime Minister’s Office and the National Security Advisor is being undertaken without a name due to secrecy attached to it.

Built with an objective to provide a robust shield to India’s nuclear missile shield, is referred to as VC 11184, the yard where the construction was taken up. It will be given a name only after its induction into the Navy.

Sources seeking anonymity told The Hindu that the progress so far was very encouraging and after some more sea trials and installation of certain facilities, it will be handed over to the Navy. The project is expected to give a fillip to ballistic missile programme. “We have work for a month or two after which it will be ready for delivery,” an official said without elaborating further on VC 11184.

The ship fitted with primary X band and secondary S band active electrically scanned array radar. It will have facility for 300 personnel, huge deck for landing of a helicopter and multiple missile tracking antennas. It will have a displacement capacity of 10,000 tonne with a speed limit of 26 knots.

HSL, founded on June 21, 1941 by Scindia Steam Navigation Company Ltd, was transferred from the Ministry of Shipping to the Ministry of Defence in February, 2010 in recognition of its strategic importance.

HSL is getting ready to construct five Fleet Support Ships at a cost of ₹9,045 crore and two Special Operation Vehicles valued at ₹5,000 crore from the Navy. It is also making a serious bid for medium refit and life certification of fourth EKM class submarine.

The yard is also in the race for the construction of six submarines for the Navy under the Project 75 (I) by forming a joint venture with Adani Defence System Technologies Ltd after obtaining required clearances from the Ministry of Defence and Niti Aayog.

Need for rapid progress in Naval power is very crucial for india now and navy is also important for economic security of the country.

For area denial purposes we should rapidly increase our submarine fleet. To counter rise of Chinese navy.

On Navy Day , I look into the reported violation of Indian EEZ in the Andaman Sea by a Chinese Survey Vessel Shiyan 1 in August-September 2019.

Indian Coast Guard enough for sea portion of West Bengal area maybe state marine police more than enough.

This looks like a undersea research vessel/ Rescue vessel or for advanced ASW capability research vessel. No radars are seen in this design.
No radars are seen on VC 11184 also ( the next slide) but we know it has (from actual photos/videos).
I don't know the purpose of project 20 but, I won't speculate based on that slide alone.

The naval version of the Hindustan Aeronautics Limited (HAL) Tejas Light Combat Aircraft (LCA) is being readied for its first-ever take off from the Indian Navy’s Kiev-class aircraft carrier INS Vikramaditya, according to Indian defense industry officials.

INS Ranjit was decommissioned and two Rajput class ships will be decommissioned next year, he said. “As a replacement of these ships, the ENC will get three Delhi class ships, besides three ships out of seven Shivali class ships,” he added.

So all 4 P15B destroyers will be with Western Naval Command. Also 4 out of 7 P17 A frigates will be with them.
3 P15A (Kolkata Class) are already with them.

Eastern Naval Command will get 3 Delhi Class destroyers along with 3 P17A frigates. Three Shivalik class frigates are already with them.
