Pak navy's total budget is around 15-20 % of total defense budget, that'll be around $ 2 billion. Now who is going to pay for that 60,000 ton ship which will cost at least $ 2.5 billion, and what about the jets to be flown on that ship ?
Remember J-15s are still crashing regularly and Sukhoi has refused to assist them for copying their Su-33s without their permission.

F18 are welcome unless no strings attached.
Another thing is are we gonna use CATOBAR or STOBAR for F18. I don't see India working on CATOBAR for Vishal. Vikrant will have STOBAR

INS Vishal EMALS. US working with India for design.

No it is a hornet. F 15 has no naval variant and inlets match the F 18 SH. The LERX was not seen as modelling guy was noob or maybe to give French hope for Rafale N.

It is expected that navy may induct Vikrant in 2021 after conducting two years of sea trials.

Ordnance Factory Trichy to produce remote control gun system for Indian Navy

Adding to the 13 types of defence armaments being produced at the Ordnance Factory Tiruchirapalli (OFT), the facility situated in the city outskirts near Gundoor will be producing SRCG (Stabilized Remote Control Gun System) from the ensuing financial year. The SRCG which will be equipped with advanced features such as remote operation and accurate firing system which will be utilized by the armed forces as a weapon station mounted over the vessels of Indian Navy.
