The Vietnamese Foreign Ministry spokesperson neither confirmed nor denied the news.

In a press conference, she was asked about the Brahmos purchase, she replied:
"Vietnam is developing defense cooperation with India to allow the country to pursue its defense policies"

So no, there was no official announcement by the Vietnamese Govt. but speculation has now started since there was no denial either.

Yes,plus right behind the main gun there is a lot of space.

it is underarmed.
Under-armed is a trend being seen in almost all new Indian designed ships.
Russian corvettes half the size of our frigates carry the same amount of missiles..

I would chalk this down to 2 reasons both of which are my assumptions:

1. The Naval design bureau is still maturing and with time space will be utilised more effectively in future designs.

or

2. Weaponry is being deliberately kept minimal to reduce overall cost of ships so that they are easier to procure and that the CAG, MoD and MoF are less hesitant about cost and approve the purchases.

The Indian Navy is issuing fresh ‘request for information’ (RFI) to five international companies for 150 heavyweight torpedoes for submarines at a cost of $300 million.

The Indian Navy is issuing fresh ‘request for information’ (RFI) to five international companies for 150 heavyweight torpedoes for submarines at a cost of $300 million. Sources told FE that the RFIs have been sent to French company Naval Group (formerly known as DCNS), German ThyssenKrupp, Swedish SAAB, Rosoboronexport (Russia) and a Japanese company. “Earlier, the original RFI for the heavy torpedoes was for 98, now the numbers are in bulk. The idea is to buy initial and the rest will be under ‘Make in India’ with an Indian partner,” said the source. These torpedoes are very important for the submarines and when India gets INS Kalvari, the first Scorpene class stealth submarine built under Project 75, later this year, it will be ‘without’ heavyweight torpedoes. This submarine is currently undergoing extensive sea trials.

Work is expected to start on INS Khanderi, the second indigenous Scorpene-class submarine, which was recently launched at MDL. These are conventional diesel-electric subs made by DCNS (Naval Group) of France. Long delays in the Scorpene (project 75) at MDL, which was intended to induct the vessels at the rate on one ship per year since 2012, have left the submarine force well below the requisite levels.

Early this year, the government cancelled its previous contract to buy 98 Black Shark heavyweight torpedoes from – Whitehead Alenia Systemi Subacquei (WASS) – a subsidiary of the Italian defence group Finmeccanica. It may be recalled that the group was blacklisted after it was alleged that another subsidiary of the company – AgustaWestland – had paid bribes to secure a contract to sell 12 medium-lift helicopters to India.

The foreign companies have to select their partners in India as the torpedoes are expected to be made here under the Strategic Partnership Model. The Modi-led NDA government is keen to reduce India’s dependence on foreign equipment manufactures. It has opened up defence manufacturing to Indian private sector. The SP route envisages that the Indian private companies will tie-up with foreign manufactures to get technology and in return the government will assure orders and allow exports as well.

Hope this time the deal goes through under the SPP make in india model and i am sure if Sikorsky bags the deal it will be Tata which will be manufacturing them ..They are already making the cabins for the S-92 in their Hyderabad facility ...We badly need these helos most of our new ships getting commissioned are without a Helo which is a main protection from submarines...

NEW DELHI: The Indian Navy has requested defence companies for information on technologies and capabilities they have for manufacturing 123 Naval Multi Role Helicopters (NMRH) and 111 Naval Utility Helicopters (NUH) under a strategic partnership model.

The Navy’s fresh start to develop and manufacture helicopters for anti-submarine warfare and other primary operations, under the Make in India initiative, comes at a time when it faces a depleting fleet of choppers. Interested firms have time until October 6 to respond.

Under the strategic partnership model of the Defence Procurement Procedure, 2016, the two types of helicopters will be manufactured by an Indian private entity that will tie up with a foreign original equipment manufacturer. The manufacture of these helicopters will be the second such project under the model. The construction of Project 75 (I) submarines was the first project. The traditional roles for naval helicopters has been reconnaissance, search and rescue and medical evacuation.

But with the increasing capability of the helicopter its role has expanded to include anti-submarine warfare (ASW). Such choppers in ASW role fly ahead of warships, search for enemy submarines using sonar and release torpedoes and depth charges to clear the path for the fleet. Its sonar suite provides navigation, situational awareness, target data and weapon guidance. Therefore a NMRH has the flexibility of being used for any role and remains the Navy’s eyes and ears.

The Indian Navy currently uses Seaking helicopters for such multipurposes. But the Seakings procured from the UK in the 1980s will have to be phased out soon.
