Nigeria ordered Indian OPVs.
Nigeria had placed orders for 2 (+2) OPVs with Pipavav. Probably even that didn't materialize. I don't find any update on them from both sides.

==============

I had said Kenya, based on this article.

The Head of State further said money had been set aside for an offshore patrol vessel, which is already under construction in India.
http://www.standardmedia.co.ke/mobi...&story_title=kenya-plans-to-form-marine-guard

===================

But that's not the end of the story, another article appeared, which claimed

She announced that an Offshore Patrol Vessel (OPV) is currently under construction in Bangladesh to help Kenya collaborate with partner States, which have patrol vessels.
http://in2eastafrica.net/coastal-fishing-industry-upbeat-about-kenyas-plans-to-form-marine-guard/

True to the article, Western marine shipyard Bangladesh, shows Kenyan Fisheries dept. OPV as their project.

http://www.wms.com.bd/offshore-patrol-vessel/

===========

So, concluding, if both the articles are indicating to a single OPV, then Bangladesh is making it. And President Kenyatta had confused Bangladesh as India.

But, if they are two separate OPV then, one might be built in India other in Bangladesh.

Navy places order for 14 private ships
Navy places order for 14 private ships

Correction, the title should be *has placed*

But the reason of sharing are below salient points.

The first naval offshore patrol vessel from Pipavav is expected by June 2015,
Considering, they started building the first one Aug-13, The delivery is pretty quick only 22 months.

"Survey vessel INS Makar was inducted in 2012. Two more survey vessels were scheduled to be handed over to the Navy in June and December of 2013. But the shipyard could not deliver them because of the financial constraints it faced,"
That is a risk factor of giving orders to private yards, but last I knew Alcock Ashdown was majority holding of Gujarat state govt rather than a private shipyard. May be resident Guajarati's can clarify @VIP.

Three cadet training ships are under construction at ABG Shipyard, yet another private firm in Gujarat. The first ship is expected by end of 2014.
ABG too faced financial crunch, let's hope they can stick to the time frame of delivery.

Gabriel (missile) - Wikipedia, the free encyclopedia
A lot of Israeli weapons in Indian service are kept under wraps. Delilah, Crystal Maze and Gabriel being few of them.

http://www.thehindu.com/todays-paper/barak-probe-stalls-project/article1262563.ece

India has already bought military equipment like Python air-to-air missiles, Crystal Maze precision guided munitions, Delilah-II air-launched cruise missiles and Gabriel-III anti-ship missiles.

New CCS approves Barak-1 missile deal.

Aug 7/14:

CCS OK. After an electoral landslide buries the previous Congress Party government, the new Cabinet Committee on Security (CCS) directs the Ministry to buy 262 Barak-I air defense missiles and spares from Israel. Early estimates say the contract will cost around INR 10 billion ($167 million). Indian sources also seem to be indicating that INS Vikramaditya may get Barak-1 missiles as an interim step:

"India needs Barak missiles to arm its aircraft carriers and front-line warships against strike aircraft and anti-ship missiles. The Barak will be fitted on at least 14 Indian warships and the newly acquired Vikramaditya," said a South Block official."

Then again, this could just be an official in the Prime Minister's office who doesn't understand the difference between these Barak-1 short range air defense missiles, and the future Barak-8 LR-SAM. Sources: Hindustan Times, "Weeks after UN vote, India seeks Israel missile deal".

The P8 cannot replace Tu-142's. The range and endurance is phenomenal. Tu-142's will soldier on till 2030 atleast. The IL-38's may retire and be replaced by more P-8's.

Excerpts.

Goa Shipyard to launch 3 Coast Guard patrol vessels this year - The Hindu

The breakup would be

a. 6 OPV for Indian Coast Guard.
b. 2 OPV Sri Lanka Navy
c. Who will get the last (1) OPV.

If they are considering the 50 meter FPV contracted for by Mauritius recently as OPV then, the last OPV will go to Mauritius but, if that is not the case, who has contracted it? Kenya is a possibility.
Nigeria ordered Indian OPVs.
Goa Shipyard is tapping the international market for new export orders. These include orders for Advance Offshore Patrol Vessels (AOVP) from Sri Lanka and Mauritius and Fast Patrol Vessels (FPV) from Mozambique and Maldives.
New look for Goa Shipyard

and,

"Strategic initiative being rolled out in the past six months have resulted in the Goa Shipyard Limited(GSL) receiving major export orders for two offshore patrol vessels, two Water Jet FACs(fast attack crafts) and 11 FIBs (fast interceptor boats),"
Goa Shipyard gets major export orders - The Hindu
@Twinblade we both got it wrong, it was Mozambique and Mauritius (? GRSE is building one for Mauritius, CGS Barracuda)

Navy wants distress beacons for submarines

August 19, 2014: Addressing safety concerns on its submarine fleet, the Indian Navy is looking to procure 30 Submarine Emergency Position Indicating Radio Beacon (SEPIRB) systems along with suitable SSE sleeves. The SEPIRB is a radio signalling device used for locating a submarine in distress. It is stowed onboard a submarine inside the pressure hull. At the time of emergency, it is retrieved from storage and launched either from surface or submerged condition. The SEPIRB surfaces and transmits a digital message to the COSPAS-SARSAT satellite network, which obtains the position of the SEPIRB to within 100 yards using the onboard GPS receiver. The transmitted message contains the current elapsed time since activation, the unique EPIRB ID and initial location obtained by GPS. If no GPS location is obtained and/or transmitted by the SEPIRB, then its location (to within approximately two miles) will be determined by standard COSPAS- SARSAT methods. Six hours after activation, the SEPIRB begins to transmit a 121.5 MHz beacon which is used both in locating / retrieving the buoy and as a backup to the COSPAS-SARSAT message transmissions.
