US offers 12 choppers on lease to India

NEW DELHI: Pakistan is not the only country the United States is arming to the teeth in the sub-continent. Washington has offered 12 helicopters on lease to India for surveillance of its vast and vulnerable coastline.

India is actively considering the US offer, said sources.

Defence Ministry officials said the proposal came when India was looking to strengthen its coastal security framework after the Mumbai terror attacks last year. The offer is being seriously considered as the Coast Guard is hampered by lack of enough number of helicopters.

This is the first time that the MoD would be taking aircraft on lease for defence purposes. The officials said the modalities of the lease agreement were being worked out. The US has offered Sikorsky and AugustaWestland helicopters used by its own coastal security agencies.

The Indian Coast Guard wants twin-engine helicopters for aerial surveillance.

Aerial patrol is going to be the key area of emphasis in the coastal security structure that is being put in place. The Hindustan Aeronautics Limited has been asked to deliver 12 Dorniers to Coast Guards as early as possible.

The MoD is preparing at least a dozen tenders for buying speed boats and other vessels for the coastal agencies.

The 12 helicopters from the US along with an equal number of Dorniers are expected to boost the strength of coastal agencies.

Apart from the US helicopters, the MoD was also looking fo r similar offers from private vendors.

Wow!! Indian Navy with all its equipment which includes stealth frigates,destroyers is at par at 60% with Bulgaria, Iran, Israel, North Korea etc???
Wonder whats the basis of this ranking. Its junk.

Navy?s sub project slips on time, climbs on cost

Defence ministry sources say the latest assessment shows the delivery of the first submarine, initially scheduled to roll out by December 2012, would not be possible before end-2014.

Moreover, the entire project is going to be hit with a huge cost escalation, which will take total costs much beyond Rs 20,000 crore, because France is demanding virtually double the money to supply some critical equipment to MDL.
"Negotiations for these `MDL procured material packages', which include almost everything other than combat systems, have been underway for a year now. The French say costs have doubled since the contracts were inked in October 2005,'' said a source.

"Consequently, though submarine hulls are being fabricated in MDL, there is nothing to put inside them at present. MoD has now approached the Cabinet Committee on Security for fresh approval for the cost escalation,'' he added.

But ATV numbers are confirmed now :)

There is also the indigenous secretive ATV (advanced technology vessel) programme, under which the first of the three nuclear-powered submarines being built is to be "launched into water'' on August 15.

Surprised to hear that it also fitted with Rocket launchers, thus anyone have close picture of the Rocket launcher. Hope everyone are familiar to the word Airavat before???

Airavat was code named project for our AEW program. The project was cancelled after a prototype crashed killing all the scientist involved in the project.

Airavat was code named project for our AEW program. The project was cancelled after a prototype crashed killing all the scientist involved in the project.

This may be the rocket launched fitted in the INS Airavat

L&T-Rocket Launcher WM18

The Airavat AEW project should be going on using Embraer ERJ 145 as the platform and larger one latter on, though may not be a Rotodome model but the experience gained from the project should be involved.

"All the technical and organisational measures have on the sub have been completed. Only pre-delivery trials by the shipyard and pre-commissioning state trials are ahead of us, which will be completed this summer (June-August). After which the submarine will be commissioned by the Russian Navy," Russian naval sources said earlier to Ria Novosti.

Moscow, June 10: Russia's Akula class nuclear-powered attack submarine "Nerpa" will be inducted by the Russian Navy after pre-delivery trials are completed this summer, prior to its formal lease to India later this year.

"Immediately after the completion of all tests, the vessel will be given to the active-duty fleet of the Russian navy, after which its handover under lease to our Indian partners will take place," a Russian military source said.

"This is expected to take place before the end of this year," he told Interfax today. He was as a source in the Russian naval command. A navy spokesman declined to confirm the report.

The pre-delivery trials of the "Nerpa" will be completed this summer and it would be commissioned by the Russian Navy in autumn for subsequent 10-year lease to the Indian Navy.

Last November, during sea trails in the Sea of Japan 20 members of the crew and technical staff of the Amur Shipyard had died and 21 injured due to accidental triggering of fire-suppression system filled with toxic Freon gas.

"All the technical and organisational measures have on the sub have been completed. Only pre-delivery trials by the shipyard and pre-commissioning state trials are ahead of us, which will be completed this summer (June-August). After which the submarine will be commissioned by the Russian Navy," Russian naval sources said earlier to Ria Novosti.

Earlier in May, Prime Minister Vladimir Putin had flown to the Komsomolsk-on-Amur - based naval shipyard and had released USD 300 million to cash-strapped defence enterprise with the orders to deliver the submarine to India by the end of this year.

To be inducted as INS Chakra the Shchuka-B class (NATO name Akula-II) nuclear-powered attack submarine is a third generation submarine, which was laid in 1991 -the year Soviet Union collapsed. In 1990s its construction was frozen due to lack of financing, which was resumed through Indian advance payments as part of the larger Gorshkov package.

India, which is believed to have paid USD 650 million for the completion of the submarine, is expected to pay USD 50 million annually to the Russian Navy for its lease.

India plans first naval drill off Britain

India said Friday it will hold its first naval exercises off Britain as part of efforts to strengthen cooperation with Western military powers.

A naval spokesman said India was sending its main destroyer, the INS Delhi, along with two frigate-class warships and a tanker to team up with the British navy in Portsmouth for six days of joint exercises, scheduled to start on June 20.

"The focus will be on anti-submarine warfare and there will be opportunities to practise anti-air and anti-surface skills, including specialised boarding operations," the official said.

Four Indian warships will participate in naval exercises with British and French forces in the Atlantic Ocean June 20 to July 4, a senior Indian Navy official said. The war games will include anti-submarine warfare - India's first such exercise against nuclear subs, the Navy official said.

India is gearing up to counter Chinese weapons purchases, said defense analyst Mahindra Choudhary, a retired Indian Army brigadier.

The Chinese Navy has deployed nuclear submarines in the Indian Ocean, the Navy official said.

The Indian Navy is awaiting the delivery of its two nuclear submarines, which were ordered two years ago from Russia, the Navy official said.

The British will send the nuclear-powered submarine Trafalgar; two guided missile frigates, Westminster and Lancaster; two auxiliaries, Fort Rosalie and Mounts Bay; Merlin and Lynx helicopters; Falcon and Hawk fighter aircraft; and a Nimrod maritime patrol aircraft.

French assets will include the nuclear-powered submarine Emeraude, the guided-missile destroyer Primaguet, the guided-missile frigate Lieutenant de Vaisseau le Henaff, Atlantique II maritime reconnaissance aircraft, Lynx helicopters, and Rafale and Super Entendard fighter aircraft.

In April 2008, India and Germany first held bilateral naval exercises. In September 2007, Australia, India, Japan and the United States took part in one of the biggest sea exercises ever held in the Bay of Bengal.

In order to strengthen the maritime and coastal security, The Government of India has designated the Indian Navy as the authority responsible for overall maritime security, which includes coastal security and offshore security. The Indian Navy will be assisted by Coast Guard, State Marine Police and other Central and State agencies for the coastal defence of the nation. The Indian Coast Guard has additionally been designated as the authority responsible for coastal security in territorial waters including areas to be patrolled by the Coastal Police. Further, to ensure that assets are optimally deployed and there is synergy between the two organisations, the Navy will control all Navy and Coast Guard joint operations.
The Indian Navy believes that the coastal population of the country has a major role in preventing incidents of the type which occurred in Mumbai on 26/11. Therefore, the Southern Naval Command has decided to initiate a campaign amongst the coastal populace to sensitise them on security issues along the Kerala coast. The entire Kerala coast is intended to be covered in a phased manner.

The Navy has sought the help of the District administrations in these coastal districts to ensure that the message reaches the people. In addition, other agencies in the areas like, Coast Guard, the Fisheries department, the Port authorities and the Customs officials are also being involved in the exercise.

Navy teams have been formed to fan out initially in the districts of Ernakulam and Alapuzha. These teams would visit the coastal community at Chellanam, Arthunkal and Thottappilly on 16 Jun 09 and serve to communicate with the residents of these hamlets on several preventive aspects of coastal security. The residents would be encouraged to form coastal vigilance committees. In the following weeks the Campaign is expected to be spread to other places. Thus the Navy hopes to insulate the entire Indian Coast from the designs of anti national forces.

New Delhi, June 12 (ANI): An Indian Navy Task Group led by the destroyer-INS Delhi, along with frigates INS Beas and INS Brahmaputra, and the tanker INS Aditya will reach Portsmouth on June 17, for 'Exercise Konkan' with the Royal Navy.

The task group will be under the command of Rear Admiral Surinder Pal Singh Cheema, Flag Officer Commanding Western Fleet.

'Exercise Konkan' is an annual exercise between Indian Navy and the Royal Navy, conducted with the aim of building maritime inter-operability and mutual understanding. So far, four such exercises have been conducted since 2004.

Konkan 2009 is the first to be conducted in UK waters.

UK participants, commanded by Commodore Simon Ancona, include the frigates HMS Westminster and HMS Lancaster, the nuclear powered submarine HMS Trafalgar, the auxiliaries RFA Mounts Bay and RFA Fort Rosalie and an RAF Nimrod maritime patrol aircraft.

A team of Indian Navy divers will also be conducting Explosive Ordinance Disposal (EOD) training with the Plymouth-based Southern Diving Group. After the harbour phase, the combined Task Group will sail on July 20, and exercise together for six days.

The focus will be on anti-submarine warfare, but there will be opportunities to practice anti-air and anti-surface skills, including specialist-boarding operations. (ANI)

“For the last seven years, India and France have continually strengthened their bilateral naval relation as a part of which we have conducted an annual bilateral exercise, called Varuna. This exercise aims at enhancing interoperability between the two navies, with an ever increasing complexity,” a defence ministry statement said on Monday.

“This year, for the first time, Varuna will be conducted outside Indian waters, off the coast of Brittany from June 27-July 4 as a part of the Indian task force’s deployment to Europe from May to July 2009,” the statement added.

The Indian component for the exercise comprises the indigenously-built guided missile destroyer INS Delhi, the guided missile frigates INS Brahmaputra and INS Beas and the replenishment vessel INS Aditya and their integral helicopters.

The French Navy will field the destroyer Primauguet, the frigate Lieutenant de Vaisseau Le Hanaff and the nuclear-powered attack submarine Emeraude. Several maritime patrol aircraft and navy fighters, will also participate in the exercise, the statement said.

The naval partnership between the two nations is based on a defence agreement signed by them in 2006.

Indo French exercise-VARUNA 2009

For the last 7 years, India and France have continually strengthened their bilateral naval relation as a part of which we have conducted an annual bilateral exercise, called VARUNA. This exercise aims at enhancing interoperability between the two navies, with an ever increasing complexity. This year, for the first time VARUNA will occur outside Indian waters, off the coasts of Brittany from 27 June to 04 July as a part of the Indian Task Force’s deployment to Europe from May to Jul 2009.

The exercise will involve many assets from the two nations: on the Indian side, the Task Force will comprise the destroyer Delhi, the frigates Brahmaputra and Beas, and the replenishment ship Aditya and their integral helicopters. The French contribution will consist of assets placed under CECLANT’s command (the Admiral Commanding Atlantic Ocean Zone), notably the destroyer Primauguet with a helicopter, the frigate Lieutenant de Vaisseau Le Hanaff, the nuclear powered attack submarine Emeraude. Several French aircraft will also take part in the exercise, including maritime patrol aircraft and navy’s fighters.

The naval partnership between the two nations is based on a comprehensive defence agreement signed by the Indian Prime Minister and the French President in 2006. India and France both desire to strengthen their naval cooperation which has already proven to be solid and is not restricted to VARUNA series alone, as is evident from ongoing activities in the Indian Ocean, where navies of both sides are coordinating their efforts towards the suppression of piracy off Somalia
