India needs vibrant warship building industry: Navy chief

Affirming the Indian Navy's commitment to indigenisation, chief of Naval Staff Admiral D.K. Joshi Tuesday said the country needed a "vibrant and capable" warship construction industry.

"Indigenisation has been the cornerstone of the navy's warship building and development programme. The ship that will be launched today with nearly 90 percent indigenous content is a fine example of the commitment of the navy and industry towards indigenisation," Admiral Joshi said at the launch of the third anti-submarine warfare corvette (ASW corvette).

"So as to continue maintaining a strong and versatile navy capable of undertaking missions, there is a need to have a vibrant and capable warship construction industry," he said.

The third ASW corvette 'Kiltan', christened and launched by the admiral's wife Chitra, is the third constructed by the Garden Reach Shipbuilders and Engineers Ltd. here under the P-28 project.

The first ship of the class is likely to be delivered this year and three other ships by 2016.

Highlighting warship construction as a "strategic sector in our defence industrial capability", Admiral Joshi said both private and public shipyards should strive to meet international standards.

"However, there is a crucial need of our shipyards, both public and private sectors, to constantly strive to be at the forefront of technology and capability so as to align built timeframes and technologies to global benchmarks and standards. This is very essential for them to prove their capability," he said.

On the changes in the warship building industry, the admiral said: "Globally the warship building industry has undergone significant changes under the impact of the economic slowdown."

"These include shutdowns and consolidations through mergers and acquisitions. This in turn has created surplus capacities in established yards elsewhere."

He said the country should exploit the shift in construction activity to emerging economies following the economic slowdown.

"Concurrently the construction activity has shifted to emerging economies. These trends need to be exploited to our advantage. We hope that the recently introduced joint venture policy of our government would help our shipyards to usher in best management practices in ship design and construction to boost productivity and to derive advantage from the down turn in other parts of the world," the naval chief said.

However, according to him, exporting indigenously developed products would be the ultimate test of the prowess of the ship building industry.

Imagery taken by DigitalGlobe in January 2013 provides an update on the construction of India's new Extremely Low-Frequency (ELF) facility in the south of the country. The construction began in March 2012, when Admiral Nirmal Verma, chief of the naval staff of the Indian Navy (IN), laid the cornerstone for the ELF facility near the village of Vijaya Narayanam, about 23 km north of the Kudankulam Nuclear Power Plant in Tamil Nadu. It is co- located with the IN's Very Low- Frequency (VLF) communications station, which transmits at 18.2 kHz. The ELF station, which is believed to be being built by Indian firm Larsen & Toubro, will have nuclear-hardened bunkers and is expected to be commissioned in 2015. Russia is closely associated with the research and development for the facility, which is expected to be similar to Russia's own ELF transmitter at the ZEVS facility near Murmansk. ELF transmission is used to communicate very brief commands to submerged submarines. Such transmissions can travel thousands of miles and through extended depths of seawater. ELF transmissions are generally initiated during circumstances in which conventional communications channels have been disrupted or destroyed.

This is absurd.

He was arrested by British authorities in April 2010 and the Crown Prosecution Service (CPS) confirming that there was substantial evidence to extradite the accused to India. But Shankaran's defence team, led by James Lewis, argued his clients human rights were at a real risk of being abused due to the delays in the Indian judicial system.
Three year delay due to defense tactics, but they say delays of Indian jurisprudence are a violation of rights.

Is there any lower form of life than lawyers?

Drawn by his handsome looks and six-pack, IIT-Bombay graduate Sumedha (name changed) quit her Morgan Stanley career to get married only to see her dreams shattered within a few months. Not only did she witness her Navy officer husband in a compromising position with a senior officer's wife but was told that she too would have to be part of the "wife-swapping evenings" if she wanted her husband to keep his job.

"When I saw my husband with the other lady I started to cry and question my husband. The woman instead shouted at me, slapped me and threatened me with dire consequences if I did not keep quiet," the 25-year-old said.

The Navy has flatly denied the allegations with defence minister A K Antony seeking a report on the matter.

Sumedha, who was living with her husband in Kochi, reached Delhi late on Thursday evening. Remarkably calm and collected, she recalled how her frantic calls to the Southern Naval Command, residences of Chief of Naval Staff and the defence minister went unanswered. Sumedha, who is preparing for her civil services, said 20-30% of naval officers indulged in wife-swapping. "There are parties every day and the women wear very revealing, almost vulgar clothes. I found later that wife-swapping was common there," she said.

When asked how she could substantiate her allegations, Sumedha said, "I know what I have seen. There has been a complaint filed earlier about wife-swapping in 2011 on INS Dronacharya but the officers involved were posted out and the issue buried."

Sumedha, who has filed a complaint with the Harbour police station in Kochi and the Vasant Vihar police station in Delhi, said she was molested by senior officers in the presence of her husband. "I was bound down and molested my three of my husband's colleagues. My husband then threw me out of the house," she said.

She added that the only time her husband had shown remorse was when he told her that he had to indulge in this "wife-swapping" or he would lose his job. "Officers and sailors, they were all afraid to say anything or come to my rescue because they feared being thrown out of the Navy," she said.

When asked about allegations that she was mentally unstable, Sumedha said, "How can a marriage counselor certify my mental fitness. Anyway, where is the proof that I even went to a counselor?"

On the Navy's denial of her allegations, Sumedha said, "It doesn't matter what they say. I know the truth. I have already asked my lawyer to take up the issue with the police." She also claimed that she had been offered Rs 2 crore to settle the matter.

Defence minister A K Antony has sought a report from the Navy on the allegations even as naval officials said they had already launched a probe.

The defence minister's office, however, said they were yet to receive a formal complaint though the lieutenant's wife insisted that she had sent a complaint to the minister through registered post in the first week of March but had not received any response.

An Southern Naval Command official confirmed it had launched an investigation. "The Chief of Naval Staff 's office has asked for a report, based on the lady's complaint a week ago," the official said.

In a statement, the Navy said, "The wife of the officer has leveled unfair allegations against superior officers in her husband's chain of command, their spouses and other officers who have interacted with her. These officers accompanied by their respective spouses had tried to unsuccessfully resolve the issues dogging the couple's personal life in a bid to leverage the strength of the naval community bond. Unfortunately, the lady had resorted to such methods of dragging her estranged spouse's colleagues into the vortex of their unhappy relationship in the past too in other units in which her husband has served. The couple was also sent to a marriage counselor under the aegis of the Navy Wives Welfare Association."

guys first dont know news is truth or not if it is true then it just reflecting our society

These activities are helpful in getting promotion. Nothing new , it is happening since long time. My RIMC & IMA friends used to discuss all this happens for real but under cover.

Who would like to risk their job by involving you? It's not about being good enough, it is about being like minded.

People choose likeminded for such activities & happens undercover. It is in corporates as well not just in defence forces.

As such swapping is not morally correct as well as illegal also. Moreover forced swapping is an outrageous act.
