Israel’s chipmaker Tower Semiconductors has resubmitted a proposal to set up a semiconductor fabrication unit for 65 nm and 40 nm chips in India, sources in the know of the development told ET.

The company, however, is also facing legal action from its erstwhile joint venture partner Abu Dhabi-based Next Orbit Ventures which is considering suing Tower Semiconductors for going ahead and submitting a fresh proposal with a new partner.

Foxconn has set up a joint venture with Indian IT giant HCL Group to establish its semiconductor packaging and testing operations in India

“Foxconn looks forward to jointly setting up OSAT operations in India with HCL. Through this investment, the partners aim to build an ecosystem and foster supply chain resilience for the domestic industry. Foxconn will deploy its BOL, or build-operate-localize, model to support local communities,” the Taiwanese company said in a statement to TechCrunch.

The government has received nine bids, from companies including the Tata Group, Tower Semiconductor and Texas Instruments, for the overhaul of its Semiconductor Laboratory (SCL) in Mohali, said people with knowledge of the development.

Israel’s Tower Semiconductor has a close association with SCL as it had helped the Indian government plan the 180 nanometres chip plant. Tower Semiconductor is also very keen to enter the commercial chip manufacturing segment in India and has been in active discussions with the government while Texas Instruments has significant chip research and development operations in the country.

“Once the government decides on the exact nodes that the facility will manufacture, financial bids will be invited from these companies,” said another senior government official. The firm, which will be given the final mandate, may have to partner with a technology firm that has licensing grade semiconductor technology, the official added.

The government therefore earmarked $1 billion for modernisation of the facility and invited expressions of interest from the industry in September last year. The $1 billion fund is part of the government’s $10 billion semiconductor incentive package to set up a semiconductor chip fabrication ecosystem in the country.

“We are hopeful of getting more bids, especially from domestic companies since a lot of the work is of crucial national importance. We are evaluating the current bids including from the Tata Group. A couple of companies working in the defence space have also shown interest,” said one of the officials cited earlier.

These people should stop publishing news until they can ground break ground on a plant. For how many years will the media keep publishing the same thing? Vedanta's proposal is officially cancelled now. Ashwini Vaishnaw has been a complete disappointment. Any sane government would have fired him already

That’s just tells us quality of babus and ministers or system itself is hindering/stopping them(ministers not babus) . Ashwini is like andho Mai kana raja or that’s how we are supposed believ but on the other hand he has completely failed to reign in babus of both ministry he is in charge of. Though he talks lot and do lot presentations (it’s good thing)on the other hand New Delhi railway stations renovation tender is dimissed fourth times tells us quality of babus and their free reign this country suffers.

This is an OSAT/ATMP plant again :(
It's in partnership with Reneasas and some Stars Electronics of Thailand
Its okay, OSAT has their place and India needs many more of this. But we really need to launch a new fund and cheap credit for PCB, motherboard and related factories. We rely almost entirely on imports for these basic segments. We also need a SMIC or maruti ugyog equivalent. Private companies will never invest that amount, especially rent seeking Indian ones
