I'm not saying to remove the slums but surely there can be a concept of low cost housing where these people can move and the land can be used for better purposesif you remove “slums” from Mumbai, there will not be workers to service the middle class and the rich.
the scenario you are describing is what already happened in California, cost of living got ridiculously high for low income people that now companies are simply moving out of California.
Apparently there is two weeks waitlist to get a electrician appointment in Berlin. three weeks waitlist to get a doctors appointment in Netherlands. all these are symptoms caused by lack of low salary workforce, created by supply demand mismatch.
in my view, low cost living has to be available within the city for city to survive for a longer period.

Except for Dharavi redevelopment, where three attempts were made with the latest one being 5.5 billion $ project in 2017, all others seem to be progressing at their pace. Dharavi is one slum where shiv Sena does not want to develop.

There was some Stanford study about people who suddenly became rich (lottery, inheritance) etc, most of them ended up worse off than where they began. That's the thing with money. Jitna hazam karne ke capacity hoti hai utna hi reh jaata hai, baaki chala jaata hai. If you give shudh ghee to a starving person, he will get diarrhea. Same is the case with money. If it is not earned by the person himself on the build up to the large lumpsum amount, they are not able to manage the lumpsum.
There are many slum dwellers in Mumbai and Pune who made windfall gains from slum-redevelopment project resettlement amounts. When they sold, they must have thought that the buyer must be an idiot for paying them this much, and that they'd never have to work a single day in their life. They all mismanaged the money and ended up worse off, now they are back to those same slum areas selling chai-vada-paav to the same middle class people to whom they had sold their homes at windfall gains earlier.

Bhendi Bazar started a big project to remodernism and had plan to make 300 mtr plus building. Only one side of the whole plot is having any work going on rest of the bazar is still old stinky and shady place.
This project started because the people here are Bohra Muslims which are somewhat pro-BJP but once BJP govt was out of power in MaHa again it went to sleep.

As I already told this The poor (hate to say it but Rahul Gandhi was right), poverty is a state of mind. They have a grander-than-reality vision of themselves. They have a wishlist ready even before the money hits their bank, so they never retain anything that comes their way. Our neighbor's maid thought it necessary to buy her kid a KTM Duke 390, while her employer with several extra X00's in his bank hesitates to buy an Activa for his kid. This same neighbor will go on to take a 50L loan and sponsor his kid's MS, while the maid's kid will drop out of his arts degree and zoom around on his bike with spiked hair while the maid will spend her life complaining how fate has made them poor and that Parmeshwar has blessed everyone else. When Parmeshwar gives you 3L, you buy a KTM instead of buying a STEM seat for your son. Your own chutiyagiri has kept you poor. And after that the same kid buys a Ertiga for the CV paying and taken loans from the co opertiave society which later gone into the liquidations and the Middle class tax payers have to take the burden. And it's need to be done within this two years or the whole risk taken for the Demonization will go fully out of any use. Direct tax is not the only form of tax, there is indirect tax too. As long as people keep buying things, tax revenues are sustained, this is why sustaining currency circulation is necessary.
Only thing we can do is to keep electing people who intend to add more people to tax net. It’s atleast a 30 year process.
