There's not much difference between the Congress and BJP. A lot of intermingling is apparent, for example, Sachin Pilot is the relative of Vasundhara Raje. Similarly, have Varun and Maneka Gandhi in BJP while the other Gandhis are in Congress. There isn't a clear BJP vs Congress divide. The ruling elites have divided the political power among themselves such that no matter which party is in power, they get favor. This overlap is deliberately maintained so that some vote banks get shuffled during each election so that there are no permanent dominions. Otherwise if Muslims vote only Congress and Hindus vote only BJP then it will become a fault line and lead to another partition. So both parties play good cop bad cop from time to time to fudge the lines just enough to not let the fault line show. Sometimes BJP appears soft towards Muslims, sometimes Congress tries to take the "janeu dhaari Brahmin" route. It's a clever labyrinth.
Even the recent drama about impeaching the CJI is a part of the good-cop-bad-cop game. Both parties want the collegium gone so the establishment gets the opposition to initiate an impeachment to send a message to the judiciary, and the ruling party pretends to be a savior, even though they were the ones pushing for the NJAC. Same thing happened with the SC/ST act dilution. The demand to dilute it was raised during Congress tenure, but the Congress could not take it up because that would scatter their votebank, so they passed it on to the BJP to execute because they don't stand to lose any votes. This jugalbandi keeps going on.
Raaa agent G Parthasarthy explained this phenomenon in a speech when he said that "politics in India is DESIGNED to be divisive." It is meant to defeat Pakistan's attempts to capitalize on the disaffection. One party appears to speak for X group and other party pretends to speak for Y group. Sometimes they appear to poach on each other's vote banks, sometimes turncoats hop political parties taking their votes with them. All of this mixing is deliberate.
