That's the bureaucracy inside military. The corruption happens when you give them time to execute it. Priority list should have a time limit not more than 5 days. No officer must be allowed to keep a file more than 48 hours which is marked as priority. And on 6th day things should start getting installed. Otherwise start marking them pay for delays and reduce perks.

Will the central gov will inspect fencing for all army compounds or will the army do it? These are made to spec under the army, and inspected by the army. Ghooskhori, mismanagement of funds and jugaad is why this wall looks the way it does man.
Speaking from experience- had the opportunity to work on a safe room in a compound for the IAF. Bribes were passed around openly and that resulted in not matching specs. Thankfully though- this was caught, and then the builder was pinned. They found that steel was not placed in the walls like it was supposed to be, after completion with the help of metal detectors. The whole thing was taken down, and constructed again. Maybe not enough bribes were given to higher ranking officers.

Let me tell you real story...These two militants were riding bike , unfortunately some Military Intelligence or RAW officer/agent must be travelling by car/jeep on same route. Both parties stopped on roadside to have a garam chai. MI/RAW chap must have recognized these two fellas. He decided to help his IA/CRPF brothers.
