M-16 is a rifle AFAIK, Yes they use it as Rifle, Unlike other 5.56mm Rifle M-16 barrel is the longest and 5.56mm is low recoil ammo..

I am assuming yes, Calling M16 as a sniper or DMR is not wrong, Its possible that paramilitary use such Rifle..
