Army personnel to get VAT exemption on purchase of vehicles

STAFF WRITER 15:42 HRS IST Lucknow, Nov 25 (PTI) Army personnel will get exemption from Value Added Tax (VAT) on purchase of two-wheelers and light motor vehicles from CSD canteens in the state, official sources said here today.

"A notification to give exemption to Army personnel on purchase of vehicles from canteens was issued by the Tax and Registration department yesterday," they said.

As per the notification, exemption in VAT would be limited to sale of 3,000 motorcycles, scooters and mopeds and 1,200 four-wheelers every year, they said adding that serving personnel of Indian Army, other security establishments and ex-servicemen will get the benefit of tax exemption.

This tax exemption will, however, result in Rs 7.29 crore annual revenue loss to the state government, official sources said.

The notification also stated that Army personnel willing to avail tax exemption will be required to get an authority letter from the commanding officer.

New grenades to replace those of World War II vintage
New Delhi |Wednesday, 2009 7:35:06 PM IST

World War II vintage hand grenades - often dubbed as duds - in use with the Indian Army will finally be replaced with the defence ministry approving the indigenous mass production of the multi-mode grenade.
Defence Minister A.K. Antony in a written reply to Rajya Sabha said: Defence Research and Development Organisation (DRDO) has developed multi-mode grenade which has been cleared for bulk production.
Antony also discredited reports that 30 percent hand-grenades used by the Indian Army proved to be duds.
No such survey (of defective grenades) has been carried out. As per records available for the period from 2005-2009 out of total grenades used in training only 0.002 percent defect reports were raised, Antony said.
Certain defects were reported in 1994-1995 and in the subsequent years. Thereafter, product improvements were carried out with the result that the defect reports...were considerably lower in number, Antony added.

Jammu: In a bid to reduce their dependence on fuels, the Centre today said that solar energy would be provided to Army personnel deployed in Ladakh region of Jammu and Kashmir.

A comprehensive project for the purpose is under consideration of the Centre, union secretary for New and Renewal Energy Deepak Gupta said, while chairing a high-level meeting here.

The meeting was informed that work on 800 kW three hydel power projects is going on in full swing in Ladakh, which are expected to be completed by September next year.

Gupta asked concerned officers to assess the potential and feasibility of micro hydro power and renewable energy projects for harnessing in the state.

He called for furnishing list of completed projects and handed over projects to respective district administrations and village level committees for proper upkeep and maintenance.

The meeting held threadbare discussions on construction of micro-hydel projects, establishment of solar lighting system, transmission and distribution system and subsidy related issues in the state.

Versions of Daksh to be displayed at Defence Expo IDRW.ORG

A few months ago, the Indian Army placed orders for an Improvised Explosives Device (IED) handling robot – Daksh – a two feet tall remote controlled machine used for removing improvised explosive devises. It can handle the IED from a distance, scan it to see if it contains a bomb and then disrupt it using a on-board water jet disrupter.

Now, the DRDO is coming out with varying versions of Daksh, which will be show-cased at the Defence Expo to be held in Delhi on February.

It is trying to build a smaller, more compact version which could be used by local law enforcement agencies like the CRPF, or the National Security Guard.

The R & D wing of the Indian Army is also working on a Gun mounted Robot. Instead of an IED handler, the robot will have a rifle, an LMG and a grenade launcher. This is designed somewhat along the lines of the Talon, a US made robot; around 1000 Talons have already been deployed by the US in the Iraq, said Alok Mukherjee, DRDO scientist.

“This could be useful in hostage situations. Instead of posting personnel on each and every corner, a robot loaded with arms could be sent to save lives,” he said.

Another version of the Daksh is the disrupter-mounted robot. While the original arm of the Daksh is used in handing IEDs, the disrupter-mounted version has no such appendage, reducing its weight. While Daksh is useful in handling suspect explosive objects before they are defused, the disrupter-mounted robot is designed just to destroy the suspect IED from a distance.

“It is a more inexpensive method. Instead of handling it and then defusing the explosive, the disrupter mounted robot defuses the explosive directly,” said Alok Mukherjee, DRDO scientist.

While the Daksh has already gone through stringent military trials, if the varying versions of the Daksh are to be inducted into the Armed Forces, they would have to go through the entire procedure.

Why the hell we are relaying on external agencies or countries to provide security measures.Don't we have the brains or the ability to develop one.More we rely on these external companies for security and other layouts for our stratergic institutions or bulidings, more we risk its security being leaked out.

BSF to acquire 4 all terrain vehicles to patrol Sir Creek

The Border Security Force is importing four tracked All Terrain Vehicles (ATVs) exclusively for patrolling a section of the contested Sir Creek region in the Rann of Kutch between India and Pakistan. BSF Director General Raman Srivastav said the special vehicles costing over Rs 3 crore each would be imported by March next year. He was addressing the media ahead of the 44th raising day of the BSF in the capital on Saturday.

A tracked ATV of the kind the BSF plans to inductThe vehicles are meant to make patrolling the slushy region between the two countries easier. According to BSF officials, the area called 'Harami Naala' (Scoundrel's alley), a particular water body that juts into Indian territory, is prone to incursions from Pakistani fishermen. "The Pakistanis can easily access this region because it is closer to land whereas we have to trek for over eight hours on foot to reach the border," a BSF official said. The trek is arduous and often through waist-deep mud. The BSF had tried to deploy hovercraft in the region but the mangrove shoots sticking out of the soil prevented their effective use, hence the requirement for tracked ATVs. The ATVs, the size of two jeeps and capable of carrying a dozen troops, are being imported from an Italian firm.

Srivastav corroborated army chief General Deepak Kapoor's statement that 2500 infiltrators were waiting to cross over into Kashmir from Pakistan. "There are a large number of militants waiting to cross over. We know the location and have taken precautions," he said, adding that there was a greater probability that they would try and infiltrate through the Jammu border. The heavy snowfall during winter inundates entire sections of the fence built along the 760 km line of control between India and Pakistan.
The DG said that Pakistani border guards had built some defenses along the Indo-Pak border in Jammu and some of them seemed to be facing Pakistan. "Maybe they are afraid of militant and Taliban attacks from Pakistan," he said

Pak building defensive bunkers along border: BSF

New Delhi: The BSF on Saturday said Pakistani Rangers are building bunkers along the border which are very "defensive" in nature and could be aimed at preventing attacks from within its own territory.

"We have come across certain construction activities across the border. In some of the instances the bunkers being constructed are facing their own territory," BSF Director General Raman Srivastava told reporters here. He said it looks that building such defensive bunkers could be a preventive measure in case of attacks on its border posts by the Taliban or other militants. On the BSF's role in the upcoming multi-state coordinated offensive against Naxals, Srivastava said while five battalions (about 5,000 personnel) have already been deployed in the field, eight more battalions will be sent.

Giving an overview of the anti-Naxal operation, which is set to begin by March-end, he said the task force which has been created with personnel from the CRPF, BSF and the ITBP, will operate in the states' tri-junctions and bi-junctions.

Asked about the performance of the force's recently raised women's wing, which has been posted for frisking duties along the border, Srivastava said he was "extremely happy".

Srivastava said during his interaction with the women constables, they had asked him to depute them at the border and also make them a part of the anti-Naxal operations.
He said discussions are on to see what other duties can be given to the women personnel.
The force is also imparting special training in water warfare to some of its men in Gujarat on a trial basis, he said adding, the personnel who are being trained to undertake water-based operations would be put into use across the force's deployment areas if it is successful.

About infiltration bids by militants from across the border, he said there are various launching pads where they are waiting to infiltrate. He said the force is expecting a surge in infiltration as the snowfall increases, because at times even the fence comes under the snow.

"We have increased our patrolling and are fully prepared to check any infiltration attempts," he said.

Jammu, Nov 29 (PTI) Set in the backdrop of high-altitude snow-capped mountains, Pandras War Memorial was inaugurated near Drass in Ladakh region of Jammu and Kashmir.

Earlier in Pandras village, the memorial was re-built near Drass in Kargil district so that it can be maintained.

In winters, the Army troops withdraw from the area due to heavy snowfall and sub-zero temperature, leaving the memorial in dilapidated condition.

The memorial is dedicated to the soldiers who made operation "RATO KHURKI" and Operation Vijay a success.

Naik Subedar Dal Bahadur Rana and Havaldar Mohan Singh Gurang were awarded Sena Medal (gallantry) posthumously for their supreme sacrifice.

Post-26/11, number of Army jawans from Maharashtra doubles

MUMBAI: Until now we have seen candle-light vigils and peace marches, debates and prayer meetings. But there has been another response to the 26/11 terror attack on Mumbai that has gone largely unnoticed. And it has come not from the educated, well-to-do elite visible in the media but from every nook and corner of Maharashtra.

Since 2007, and especially in the wake of 26/11, the number of persons volunteering to serve in the armed forces to defend the country has doubled in Maharashtra. While there were a little more than 2,000 recruits in 2007, over 5,000 have already enlisted till November this year. These numbers relate not to officers but what the defence forces call personnel below officers’ rank (PBOR).

Simply put, they are the ordinary jawans or footsoldiers who form the fighting mainstay of our country. These recruits have come from both rural and urban areas of Maharashtra and their social background can be gauged from the fact that they do not possess the educational qualifications to seek service as officers.

The volunteers have been lining up at selection centres in Aurangabad, Kolhapur, Nagpur, Lonavla, Pune and Mumbai. As a result, recruitment from the state to all three wings of the defence forces — the army, navy and air Force — have shown a significant jump this year. In fact, in 2009, Maharashtra sent the second-largest number of PBORs to the Indian army.

Following the brutal 26/11 terror attack on Mumbai there was a surge of patriotism across the country. After watching images of military commandos fighting terrorists, several young men expressed a desire to don the army’s olive green uniform. Thus, states such as Punjab, Uttar Pradesh and West Bengal have also shown an increase in fresh recruits to the defence forces, but nowhere have the numbers gone up as significantly as in Maharashtra.

The armed forces are short of over 13,000 officers but there is no such problem with regard to PBORs. In the last three years, more than 1,24,000 PBORs have joined the army, navy and the air force.

Mahindra, BAE Systems ink military vehicles' JV

Indian automobile major Mahindra & Mahindra Ltd. and global defence security and aerospace company BAE Systems have signed an agreement to create a military vehicles-focused joint venture based in India at an investment of $21.25 million, it was announced Monday.

The two companies will infuse the funds in three years, with Mahindra holding 74 percent of the equity and BAE 26 percent in accordance with the Indian government's current defence sector foreign direct investment norms.

The JV, whose name is currently going through the official certification process, will be headquartered in New Delhi with manufacturing at a purpose-built facility south of Faridabad, just outside of Delhi.

Initially, there will be about 100 employees and existing projects include the Axe high mobility vehicle as well as armoured and bulletproof Scorpios and Boleros, the Rakshak rapid intervention vehicle and the Marksman light armoured vehicle, a Mahindra statement said.

'In anticipation of the new company, the two shareholders have been progressing a major new project to develop a mine protected vehicle specifically designed to meet the needs of the Indian armed and paramilitary forces,' the statement added.

The companies have worked in partnership to produce a prototype of this vehicle using the proven mine-defeating technologies of the BAE Systems' RG series of vehicles and Mahindra's expert knowledge of Indian requirements and conditions.

'This development process has resulted in a brand new mine protected vehicle currently named MPVI (Mine Protected Vehicle India). A prototype MPVI has been produced and will eventually be manufactured at the JV facility in Faridabad using indigenously produced materials,' the statement said.

It is also intended that the JV company will be involved in a number of future artillery programmes including the M777 lightweight howitzer and the FH77B 155mm howitzer.

'It is envisaged that the JV will become a centre of excellence for Indian artillery programmes,' the statement added.

According to Anand Mahindra, the vice chairman and managing director of the Mahindra Group, 'BAE Systems is the global number one land systems defence company and we couldn't have a better partner for this venture.

'We are already working together and the benefits for all parties, including the Indian defence and security forces, are clear. We look forward to making a major contribution both to the security and economy of India,' Mahindra added

Guy Griffiths, group managing director (International) of BAE Systems, said: 'As winner of the 2009 Frost and Sullivan Award for customer value enhancement, which recognises excellence in customer service, customer retention and ultimately customer base expansion, Mahindra Defence Systems is a great choice to be our land systems partner in India.

'The skills and knowledge of the two companies are an excellent fit, and the values and vision which we share will allow this venture to prosper and innovate. India recently became BAE Systems' seventh home market; this new company is a central part of that strategy,' Griffiths added

Army men face action for selling weapons

New Delhi, December 2

In what is a serious blow to the image of the Indian Army, administrative and disciplinary action has been initiated against 41 officers, one JCO and four retired officers for allegedly selling their personal weapons in the grey market.

Minister of Defence AK Antony, in a written reply in the Parliament said, these were non-service pattern weapons that are sold at dirt-cheap rates to the officers for their collection. These are not weapons of the Indian Army. Antony said, a Court of Inquiry was held to enquire into the circumstances under which some serving/retired army personnel had sold/purchased/disposed off firearms and ammunition of various calibers. The District Collector, Sriganganagar had provided a list of officers who sold their non-service pattern (NSP) weapons, which included two Major Generals and two Brigadiers. The Court of Inquiry however did not find them involved/blameworthy in the matter. 25 officers who were in possession of more rounds of ammunition than authorised for their NSP weapons have been censured.

Air space violations
Pakistan’s Unmanned Aerial Vehicles (UAV’s)-used for reconnaissance missions-have violated Indian air space some five times in the past one year. Separately, Chinese two choppers intruded into India on separate occasions in June this year. Besides this a fixed wing medium sized aircraft of Pakistan also intruded into India while the Chinese sent across a “slow moving aircraft” in May this year, AK Antony told the Parliament in written reply. The intrusion by Chinese choppers is the same incidents which led to a huge media outcry with both Nations exchanging a heated words. All such cases are taken up with the concerned country through diplomatic channels, as per established procedure, Antony said.

265 crashes in 20 years

In the last two decades since April 1989 and up to November 26, 2009, 265 fighter aircraft of the Russian origin MiG series of the Indian Air Force have crashed. A total of 96 service personnel and 44 civilians were killed in these cases, the Defence Minister informed the Parliament today. Each accident was investigated through a Court of Inquiry and remedial measures undertaken accordingly to check their recurrence, said Antony.
