Yup this has been pretty conistent criticism of the IA or other branches of the military by the west. In the past people brushed these aside as bogus claims but there is too much such chatter to not have its merit. This makes me want to believe the report by that American who spent time on an Indian navy ship and had pretty extreme criticisms of how it functions. It was also that time when every other month there was some major accident involving the navy, from fires to ships capsizing/colliding. Things have definitely changed post 2017 on that regard
