Task force set up to study AI application in military; Tata Sons Chairman N Chandrasekaran to head task force

The Department of Defence Production on Friday constituted a task force headed by Tata Sons Chairman N Chandrasekaran to study use of artificial intelligence, which it said has potential to provide military superiority apart from driving technology-driven economic growth. On Thursday, in his speech for Union Budget 2018-19, finance minister Arun Jaitley said that the Centre’s think-tank Niti Aayog will initiate a national programme to direct the government’s efforts in the areas of artificial intelligence, including research and development of its applications.

“Experts believe that future progress of artificial intelligence (AI) has potential to have transformative impact on national security. It is also seen that AI is essentially a dual use technology. While it can fuel technology driven economic growth, it also has potential to provide military superiority. India has a strong talent pool of engineers which are advantages which need to be leveraged,” said an order from the Department of Defence Production seen by The Indian Express.

“To study the whole gamut of issues surrounding strategic implications of AI in national security perspective, in global context, it has been decided to constitute a multi-stakeholder task force,” the order noted.

Apart from Chandarsekaran, the 17-member task force comprises National Cyber Security Coordinator Gulshan Rai, representatives from the Indian Army, Indian Navy and Indian Airforce, chairman and managing director of Bharat Electronics Ltd, other representatives from Indian Space Research Organisation, Atomic Energy Commission and defence ministry. Apart from these, the task-force will also include representation from academic institutes such as Indian Institute of Science-Bengaluru, and Indian Institutes of Technology at Mumbai and Chennai.

In his Budget speech, Jaitley also said: “Combining cyber and physical systems have great potential to

transform not only innovation ecosystem but also our economies and the way we live. To invest in research, training and skilling in robotics, artificial intelligence, digital manufacturing, big data analysis, quantum communication and internet of things, Department of Science & Technology will launch a mission on cyber physical systems to support establishment of centres of excellence”.

Tamil Nadu’s defence corridor will link Chennai, Bengaluru: Nirmala Sitharaman
By ANI | Published: 01st February 2018 07:52 PM |

NEW DELHI: Hours after Finance Minister Arun Jaitley announced the Union Budget on Thursday, Defence Minister Nirmala Sitharaman informed that the first ever defence corridor will be built in Tamil Nadu, which will link Chennai and Bengaluru.

“Now that the (budget) announcement has been made for defence corridor, the first one will be built starting at Tamil Nadu, linking Chennai and Bengaluru. Announcement for the second corridor will soon be made,” said Defence Minister Nirmala Sitharaman.

While announcing the Union Budget in the Parliament Arun Jaitley proposed setting up two defence industrial corridors in the next fiscal.

"We have taken measures to develop two defence industrial production corridors in the country. The government will bring out an industry- friendly defence production policy in 2018 to promote the domestic production by public sector, the private sector, and the MSMEs," Jaitley said.

The government has opened a private investment in the defence production including liberalizing in Foreign Direct Investment (FDI), the Finance Minister informed.

Thanking Finance Minister Arun Jaitley for the budget, the defence minister said, “We are thankful to the finance minister for actually giving us a very reasoned out budget, and such financial accommodation where, even if you take the Revised Estimate figures of last year, it’s a 5.9 percent increase.”

She added that if one looks at the Budgetary Estimates (BE) of last year then there is a 7.9 percent increase.

The finance minister has also mentioned the emphasis for ‘Make in India’ and making Defence Production a priority in this country.

US sends clear signal to India: At some point, let us post officers at each other’s combatant commands

US ambassador Kenneth Juster Thursday proposed “reciprocal military liaison officers at each other’s combatant commands” at“some point” in defence relations between the two countries.

Signalling what could raise strategic ties between United States and India to a significant new level, US ambassador Kenneth Juster Thursday proposed “reciprocal military liaison officers at each other’s combatant commands” at“some point” in defence relations between the two countries.

This suggestion from the US envoy, in his first policy speech after assuming charge in New Delhi, comes two years after India and the US signed the Logistics Exchange Memorandum of Agreement (LEMOA) which allows their militaries to work closely and use each other’s bases for repair and replenishment of supplies.

At present, the US has arrangements to have military liaison officers with some of its NATO allies and close defence partners including Australia, Canada, Japan, Republic of Korea, Philippines, New Zealand, Great Britain. Posting liaison officers will mean formalising the robust partnerships between theatre commands, viz Pacific command of the US defence forces.

Juster also proposed a Free Trade Agreement with India in the future, and asked New Delhi to look at the economic partnership through the strategic lens — as the US looks for alternatives to China in the region.

Without naming Pakistan, Juster said the US will not tolerate “cross-border terrorism” or terrorist safe havens anywhere. The use of the phrase “cross-border terrorism” by the US envoy is seen as a reference to Pakistan, as it is used by New Delhi in its statements on Pakistan.

Asked why terror groups active against India were not named while suspending US aid to Pakistan, Juster, during a Q& A session, said, “Pakistan is important too for the situation in Afghanistan.”

“Don’t think we will get stability in Afghanistan if Pakistan does not positively contribute. That was the major factor behind the suspension as we feel they have not done as much as they could in eliminating terror sanctuaries in Pakistan that are contributing to instability in Afghanistan,” he said.

Envoys from the UK, Afghanistan, Bhutan and diplomats from Russia and Pakistan were among those present in the audience as Juster spoke. The public speech was organised by the Carnegie India and the US embassy.

Much of the speech was devoted to defence and economic relationship — part of the Republican agenda espoused by the Trump administration. Even the H1B visa issue was not addressed, except for appreciation for Indian entrepreneurs, but, later at the Q&A session, he said the US was a “country of immigrants” and that was not going to change. But there will be “refinements”, he said, in the current visa processes and categories.

On defence cooperation through military exchanges, Juster said: “Our experience shows that these exchanges qualitatively increase familiarity and build trust based on relationships developed and nurtured in the classroom and in other settings. Over time, we should expand officer exchanges at our war colleges and our training facilities, and even at some point, post reciprocal military liaison officers at our respective combatant commands.”

Pointing out that there is “critical” and “growing cooperation in the area of counter-terrorism”, he said: “Each of our countries has suffered horrific terrorist attacks and continues to be targeted. We have a strong mutual interest in eliminating this threat to our societies.”

“President Trump and other US leaders have been clear that we will not tolerate cross-border terrorism or terrorist safe havens anywhere. As part of this effort, last month we launched the first ever US-India Counterterrorism Designations Dialogue. We need to continue to enhance the sharing of information, designations of terrorists, combating of financial crimes and networks, and disruption and dismantling of terrorist camps and operations, both regionally and globally.”

Tackling the much-talked about conflict between America First and Make in India, Juster said, “America First” and “Make in India” are not incompatible. Rather, investing in each other’s markets will be mutually beneficial — “it will increase our economic interactions and volume of trade, lead to collaboration on emerging technologies, and create jobs in both countries”.

“But let me go further and suggest that it is time to put a strategic lens on our economic relationship, just as we have done with our defence relationship. A number of US companies have reported increasing difficulties conducting business in the largest market in the region — China. Accordingly, some companies are downgrading their operations there, while others are looking with great interest at alternative markets.”

“India can seize the strategic opportunity, through trade and investment, to become an alternative hub for US business in the Indo-Pacific region… a strategic view of our economic relationship could eventually lead to a roadmap for a US-India Free Trade Agreement,” he said. While there have been no negotiations between India and the US on FTA so far, the idea has been mooted by a US envoy for the first time in recent years.

On India joining multilateral export control regimes like the NSG and the Australia Group — New Delhi recently joined the Missile Technology Control Regime (MTCR) and Wassenaar Arrangements — the US envoy said, “ We also expect, in the very near future, India to join the Australia Group on chemical and biological weapons. And we are working closely with India and our international partners to secure India’s membership in the Nuclear Suppliers Group.”

On the sale of military hardware and technology, he said that in little more than a decade, US defence trade with India had expanded from virtually nothing to over 15 billion dollars, including sale of some of America’s most advanced military equipment. “We want to see this trend continue — because India’s defence needs are vast and because the United States, as a global leader in developing advanced military technology, is committed to enhancing India’s security.”

“In line with India’s desire to produce more of its equipment in its own country, I want to emphasise that the United States is more than just another supplier,” he said, pointing out that major US defence companies are already in India producing components for complex defence systems.

“We seek to assist India’s efforts to build up its indigenous defence base and capabilities, as well as enhance the inter-operability of our two forces as major defence partners in the Indo-Pacific region. We need to patiently make step-by-step progress on these defence initiatives rather than expect to resolve all issues at once. With that in mind, perhaps in the next year, we can announce major agreements enabling cooperation in areas such as intelligence, surveillance, and reconnaissance platforms; fighter aircraft production; and the co-development of next generation systems, including a Future Vertical Lift platform or Advanced Technology Ground Combat Vehicles,” he said.

Recalling that President Trump referred to India as a “true friend” and Prime Minister Narendra Modi echoed Prime Minister Atal Bihari Vajpayee’s description of our countries as “natural allies”, he said that “we must build a partnership that is strong and durable, while also flexible and adaptive. Let us seize the opportunity before us, so that future generations look back on this period as a time when we truly transformed US-India relations.”

Good news for 1,600 SSC Army officers
TNN | Jan 31, 2018, 06:12 IS

NEW DELHI: The defence ministry's withdrawal of its appeal in the Supreme Court to oppose promotions and benefits to short service commission (SSC) officers who joined the Army before 2006 will provide relief to 978 male and 617 female retired and serving officers.
The move will lead to some financial benefits for 1,367 of these 1,595 officers who have already retired. Among the 17 male and 211 female officers who are still serving, the ones who have completed 13 years will get promotion to the rank of Lt-Colonel with all the benefits of the rank.

The MoD on Monday withdrew its appeal in the apex court against the Armed Forces Tribunal (AFT) decision in 2012 that had ruled in favour of the SSC and women officers commissioned before 2006.
Recommended By Colombia

The Ajai Vikram Singh Committee had recommended faster promotions to the rank of Lt-Colonel, and its equivalent ranks in Navy (Commander) and IAF (Wing Commander), which was accepted by the government in 2004. Under it, a Lieutenant would become a Captain after two years in service, a Major in six and Lt-Col in 13 years.

But though the promotions were applicable to all officers, the benefit was withheld from SSC and women officers on the ground that only permanent commission officers were eligible for them. But when the SSC scheme was changed from 5+5+4 years system to 10+4 years system in 2006, the benefit was also extended to officers under the new scheme.

On petitions filed by the affected women officers and SSC officers, the AFT had struck down this discriminatory practice in 2012. But both the MoD and the Army had appealed in the Supreme Court against the decision.

The fresh MoD move comes after an expert panel recommended withdrawal of the appeal, stressing that such unnecessary litigation was due to an "a self-created negative interpretation even when the scheme had been approved for all officers by the Union Cabinet".

Raise retirement age of Colonels, says AFT

The Armed Forces Tribunal (AFT) has asked the Army to correct anomalies in the retirement age of Colonels and bring them on a par with similar ranks in the Air Force and the Navy.

The AFT Principal Bench, comprising Justice VK Shali and Lt Gen SK Singh (retd), said the anomalies needed to be removed. “We strongly feel the anomalies in the retirement age of Colonels in the Army in relation to their counterparts in the Air Force and the Navy, which have got created due to recent judgments, need to be removed at the earliest by passing a comprehensive order increasing the age of retirement of Army Colonels,” the order said.

Col Karunesh Kumar had moved the AFT to seek parity with IAF and Navy, where officers in the ranks of Group Captain and Captain (both equivalent to Colonel) serve till 56 years for age and not 54, as is the case with the Army.

If the government does not come up with a policy on its own, it could open floodgates of litigation apart from making a particular level of officials in the Army perennially dissatisfied. “Neither such dissatisfied officers would give their best, nor would respondents be able to extract optimum. Such a situation in the force that protects the nation and its sovereignty and integrity can be ill afforded,” the Bench observed. It directed the respondents (Union of India) to increase the retirement age by two years for Colonels to 56 years to bring them on a par with their counterparts in the other two services.

The Navy issued a letter dated October 14, 2015, to correct the anomaly. “The Colonels who retired during pendency of their petitions be given consequential benefits,” the Bench said, adding that the direction be enforced before April 30.

China in talks over military base in remote Afghanistan: Officials

KABUL: Worried about militants sneaking into a restive Chinese region from war-torn Afghanistan, Beijing is in talks with Kabul over the construction of a military base, Afghan officials say, as it seeks to shore up its fragile neighbour.

The army camp will be built in Afghanistan's remote and mountainous Wakhan Corridor, where witnesses have reported seeing Chinese and Afghan troops on joint patrols.

The freezing, barren panhandle of land — bordering China's tense Xinjiang region+ — is so cut off from the rest of Afghanistan that many inhabitants are unaware of the Afghan conflict, scraping out harsh but peaceful lives.

However they retain strong links with neighbours in Xinjiang, and with so few travellers in the region local interest in the Chinese visitors has been high, residents told AFP on a recent visit there.

China's involvement in the base comes as President Xi Jinping seeks to extend Beijing's economic and geopolitical clout.

The Chinese are pouring billions of dollars into infrastructure in South Asia. With Afghanistan's potential to destabilise the region, analysts said any moves there would be viewed through the prism of security.

Beijing fears that exiled Uighur members of the East Turkestan Islamic Movement (ETIM) are passing through the Wakhan into Xinjiang to carry out attacks.

It also worries that Islamic State group militants fleeing Iraq and Syria could cross Central Asia and Xinjiang to reach Afghanistan, or use the Wakhan to enter China, analysts say.

Afghan and Chinese officials discussed the plan in December in Beijing, but details are still being clarified, Afghan defence ministry deputy spokesman Mohammad Radmanesh said.

"We are going to build it (the base) but the Chinese government has committed to help the division financially, provide equipment and train the Afghan soldiers," he told AFP recently.

A senior Chinese embassy official in Kabul would only say Beijing is involved in "capacity-building" in Afghanistan.

NATO's US-led Resolute Support mission in Afghanistan declined to comment. But US officials have previously welcomed China's role in Afghanistan, noting they share the same security concerns.

Members of the Kyrgyz ethnic minority in Wakhan told AFP in October they had been seeing Chinese and Afghan military patrols for months.

"The Chinese army first came here last summer and they were accompanied by the Afghan army," said Abdul Rashid, a Kyrgyz chief, adding that he had seen vehicles flying Chinese flags.

The Afghan army arrived days earlier "and told us that the Chinese army would be coming here", he said, adding: "We were strictly told not to go near them or talk to them and not to take any photos."

Rashid's account was confirmed by other Kyrgyz, including another chief Jo Boi, who said the Chinese military spent almost a year in Wakhan before leaving in March 2017.

Both Chinese and Afghan officials deny the claims, with China's defence ministry telling AFP that the "Chinese army is not engaged in any military operation in the Wakhan Corridor".

With little access to the corridor, Kabul provides almost no services to those who live there -- but the Chinese, Boi said, have been bringing "a lot of food and warm clothes".

"They are very good people, very kind," he told AFP.

After their March visit, he said, they returned in June for roughly a month. "Since then they come every month... to distribute food."

China fears militancy could threaten its growing economic interests in the region, Ahmad Bilal Khalil, a researcher at the Kabul-based Center for Strategic and Regional Studies, told AFP.

"They need to have a secure Afghanistan," he said, estimating Beijing had provided Kabul with more than $70 million in military aid in the past three years.

It recently flagged the possibility of including Afghanistan in the $54-billion China-Pakistan Economic Corridor (CPEC) linking western China to the Indian Ocean via Pakistan.
Recommended By Colombia

"The anti-terrorism motivation is an important one but it's not as important as the bigger move to boost the CPEC," said Willy Lam, a political analyst in Hong Kong.

Kabul is also keen for Beijing to have a "more active role", Andrew Small, author of The China-Pakistan Axis, told AFP.

It hopes China will use its "special relationship" with Islamabad to encourage the Pakistani military, who wield significant influence over Afghanistan's insurgents, to "force the Taliban into peace talks", Small said.

"In the end China has vastly greater financial power than anyone else. So having them engaged... may end up being critical to the country's basic economic viability," he said.

We should be supportive of this, provided the base is in taliban or northern alliance areas.

It’s time taliban have new target practice. They must be bored with shooting pakis and afghans all the time.

Army ‘most disciplined force’, time not ripe for AFSPA repeal: CM

By Monitor News Bureau -
Published at: Feb 03, 2018

Days after she said that Army could have black sheep in its ranks, Chief Minister Mehbooba Mufti during her speech in Assembly on Friday gave out an olive branch to the force after she said that Army was the “most disciplined force in the world”.
The CM also said that time was not ripe to repeal Armed Forces Special Powers Act (AFSPA), the special provision that provides armed forces added power and immunity while serving in conflict zones.
Referring to the Shopian incident and the claims of a counter FIR filed by the Army, Mehbooba said that it was actually the Army’s statement that they submitted to the police on the second day of the incident and is now part of the FIR registered against army on the first day.
She added “we have to listen to both the sides before taking any action”.
“We want to reduce footprints of police and security forces in the Valley, but can it happen in a situation when people in hundreds come out to attack security forces during encounters with militants,”
she asked while winding up discussion on grants to Home Department in the Legislative Assembly. The footprints and powers of the police and security forces are increasing with the increase in bloodshed and violence in the state, she added.
Mehbooba described Indian army as the “most disciplined force in the world”, saying that “It made sacrifices creating a situation that we all have reached the assembly”.
She also called upon the mainstream political parties to reach out to the people for restoration of peace.
Touching upon the issue of the current crisis in Kashmir, Mehbooba said "all are concerned about the current crisis in Kashmir but a decision taken under the leadership of late Sheikh Mohammad Abdullah on the states accession with the union of India is final and irrevocable”.
“We have to work for strengthening the decision taken by the popular leader like Sheikh Mohammad Abdullah. The separatist leaders have taken a different position and I don't say that they have no role. Separatists have a role but we have to explain the fruitfulness of the accession with India to the people in state"
Saying that self-rule does not seek resolution of Kashmir issue outside the Indian constitution but within the Indian constitution. "I tell you with authority that the Indian constitution is flexible enough to accommodate and adjust the wishes and aspirations of the people of all the three regions of the state. As for as the relations with Pakistan vis-à-vis Kashmir are concerned history is witness to the fact that even after waging three wars and the Kargil conflict India and Pakistan were forced to come to the negotiating table. The Shimla agreement, the Lahore declaration and the Agra summit are testimony to the fact that wars take India Pakistan nowhere but dialogue brings them closer to peace and normalcy".
Claiming that the only solution for Kashmir resolution with Pakistan is the opening of cross LoC travel and trade routes between the divided parts of Jammu and Kashmir, the chief minister said it is for Pakistan and the central government in Delhi to decide whether they won't to settle the issue within or outside the constitution but we in the Jammu and Kashmir government stress the central government to persuade Pakistan for opening up of trade and travel routes between all the divided parts of Jammu and Kashmir.
Hitting out at separatists, chief minister questioned the growing tendency of separatists to use mosques for political purposes, Mehbooba asked what they are going to achieve by calling for "Udhar Chalo Edhar Chalo". She said they (Separatists) are pushing youth to violence that leads to their deaths. Sometime, somehow, somewhere they (Separatists) have to explain that how long they can continue to drive youth to violent paths and in the end dialogue is the only option".
Three civilians were killed when Army personnel fired at civilians in Shopian last Saturday. Subsequently, Chief Minister Mehbooba Mufti had ordered an inquiry into the incident. Police had on Sunday filed an FIR under Indian Penal Code sections 302 (murder) and 307 (attempt to murder) against the personnel of 10-Garhwal unit of the Army. The FIR also names an officer Major, who according to the complaint, led the Army unit which engaged in the incident.
The Army then filed in their response which was appended with the FIR lodged by the J&K Police in connection with three civilian deaths in firing by army personnel.
On Monday, Mehbooba had said that FIR against army will not decrease its moral and there could be some black sheep in the force as well.
Facing angry BJP lawmakers, Chief Minister Mehbooba Mufti then said her government had taken action against the army only after consulting Defence Minister Nirmala Sitharaman.
"After the killings I immediately spoke to the defence minister and she was very positive. She told me that I should take action if any carelessness or anything wrong has happened. It's after that we registered an FIR and ordered a magisterial inquiry," Mehbooba then said in the assembly.
The chief minister also stressed that action against the guilty would not hurt the morale of the Army and pledged to take the case to a “logical end”
Mehbooba seems to be trying a very delicate balancing act. Let's see how she fares.

It is hard to understand what she really wants. On one hand, she orders FIR against the army; then she praises the same army. Either the former or the latter is done just to keep appearances. As for pardoning the stone pelters it is a good decision.

Army officer, 3 jawans killed in Pak shelling in Rajouri

Posted on 4/02/2018 by Dailyexcelsior
JAMMU: An Army officer and three jawans were killed and four people, including two teenagers, injured today in heavy Pakistani shelling along the LoC in Poonch and Rajouri districts, forcing Indian troops to retaliate, officials said.

Pakistani forces opened unprovoked heavy firing and shelling along the LoC in Bhimbher Gali sector of Rajouri district this evening, senior Army officials said.

In the heavy shelling, three jawans were killed, they said, adding an officer, who was injured in the shelling, later succumbed to his injuries.

Indian Army was giving a befitting reply as heavy exchanges were on, the officials added.

'Life Should be Big, Not Long', Martyred Captain Kapil Kundu in His Facebook Bio.

New Delhi, Feb 5: Captain Kapil Kundu, who was martyred in the unprovoked and indiscriminate firing by Pakistan in Rajouri on Sunday, believed in living a ‘big’ life instead of a ‘long ‘ one. Captain Kundu’s Facebook bio saysLife should be big instead of being long’, the famous dialogue from Amitabh Bachchan and Rajesh Khanna’s film ‘Anand‘.

Kundu, a resident of village Ransika in Haryana’s Gurgaon district, was just six-days short of his 23rd birthday. He would have turned 23 on February 10.

In the shelling yesterday, three jawans were also killed. “Indian Army retaliated strongly and effectively and heavy damage has been inflicted on Pakistani Army Posts. However, in the exchange of fire, one officer and three jawans were grievously injured and succumbed to their injuries and attained martyrdom,” confirmed the army in a statement.

“Martyrdom of Indian Army soldiers will not go in vain. The unprovoked action by Pakistani Army will be given a befitting response,” the statement added.

As per the reports, Pakistan’s border action team (BAT) took part in the attack. The BAT is an amalgam of Pakistan army commandos and Lashkar-e-Taiba terrorists formed to inflict heavy casualties on Indian patrols along the Indo-Pak borders.

Following the attack, all schools in Rajouri district have been closed as a precautionary measure. Speaking to ANI, the District Collector of Rajouri, Shahid Iqbal Chaudhary said, “In wake of ceasefire violation, we have closed all 84 schools as a precautionary measure and have pressed into action our emergency evacuation teams.” He also informed that relief camps have been set up to shift people there in case of an emergency.

Maratha LI regiment marks 250 years of rising
On Sunday, Maratha Light Infantry (LI) regiment will celebrate its 250th regimental day. It is one of the oldest and most decorated regiments of the Indian Army with 56 battle honours and 10 theatre honours.

“Maratha Light Infantry regiment is crossing the milestone of 250 years of glorious rising. It draws its inspiration from Chhatrapati Shivaji and the Maratha warriors who were adept in guerrilla warfare. As a result, the regiment was involved in Afghanistan and other theatres before Independence,” said Lt Gen. P.J.S. Pannu, Colonel of the Regiment and Deputy Chief, Directorate of Organisational Training (DOT) at Integrated Defence Staff (IDS).

Lt. Gen. Pannu stated that the Maratha LI was the first infantry unit to be designated “light infantry” by the British during the first Afghan war for being “swift-footed.”

“We don’t have a command called attention. We are in relaxed position but ready for a task. The regiment is good in night warfare,” he said referring to their regimental philosophy.

The first battalion of the Regiment was raised as ‘second battalion Bombay Sepoys’ in 1768 which was later known as ‘jangi paltan’. February 4 also has a historical significance as on this day in 1670 Chhatrapati Shivaji conquered Fort Kondana, famously known as Sinhgarh.

“It is the only regiment of the Army from which two battalions were converted into Special Forces, the 2 & 21 Para Special Forces,” said Col. S.S. Shekhawat from 21 Para SF and one of the most decorated soldiers currently serving in the Indian Army. He has a Kirti Chakra, Shaurya Chakra, Sena Medal (Gallantry) and a Vishisht Seva Medal for distinguished service.

Personnel from 21 Para SF were involved in the Army’s surgical strokes on insurgent camps in Myanmar in 2015.

The regiment has a long history of gallantry and sacrifice and has a string of honours, including two Victoria Crosses in World War II. to prove it. During the World War I the regiment was honoured with 15 battle honours.

Today the regiment has 21 regular battalions, four Rashtriya Rifles battalions and two Territorial Army battalions
