This is an excerpt from Indian army RFI

Three RFI’s for seeking Armament Upgrade to include Sighting and Fire Control System of BMP-2/2K, Mobility Upgrade of BMP-2/2K and 3 rd Gen ATGM of BMP-2/2K were uploaded in Mar 2016 (prior to promulgation of DPP- 16). A number of responses have been received to the above. Based on the responses, it is now felt that undertaking a Comprehensive Platform upgrade would be a more viable option. 2. Thus a new RFI is planned to be uploaded tentatively by 20 Jun 2016 for seeking response from vendors on Comprehensive Platform Upgrade of BMP- 2/2K in accordance with provisions of DPP-2016.

Indian Army Celebrates The Platinum Jubilee Of The Brave Rhinos This Year - The Assam Regiment

The Assam Regiment is an infantry regiment of the Indian Army which consists of 25 battalions; 15 regular units, three Rashtriya Rifles units, three infantry battalions of the Territorial Army, two Ecological battalions of the Territorial Army and two battalions of Arunachal Scouts.



Raised on 15 June 1941 in Shillong by Lt Col Ross Howman to meet the claim of the then undivided State of Assam for its own fighting unit and to counter the threat of the Japanese invasion of India, the Assam Regiment is celebrating its Platinum Jubilee this year.



In its glorious history, the Regiment has earned Seven Battle Honours, three Theatre Honours, nine Chief of the Army Staff Citation, 23 Army Commanders Citation and two United Nations Citations apart from 55 Individual honours and awards pre-independence and 1548 post independence.

Indian Army killed 72 militants in Jammu Kashmir this year: official

In a sign of increased offensive operation by the security forces, the army has killed nearly 72 militants this year in Jammu and Kashmir as compared to about 38 last year. Defence officials said the spurt in their elimination has alarmed various militant groups, and the recent attacks by them is a “result” of that. “At least 72 militants have been killed in Jammu and Kashmir this year compared to 38 during the corresponding period last year,” a top Army official said in New Delhi. Defence Minister Manohar Parrikar had recently said that “encounters have increased” when asked to comment on the spurt in violence by the militants in the state. Parrikar had termed the recent killing of CRPF personnel at Pampore as an act of “frustration” on the part of Pakistani terrorists. Excalibur Rifle Awaits Certification Trials
Excalibur, a fully automatic rifle that fires 5.56mm ammunition, is an upgraded version of INSAS rifle, which was inducted in the mid-nineties.
An indigenously produced new generation rifle, Excalibur, is awaiting user trials and final certification, even as the Army seems to be moving away to a bigger calibre rifle than what has been produced by the Ordnance Factory Board (OFB).
“Fifteen rifles are ready at the Rifle Factory, Ishapore, for user and Director General Quality Assurance evaluation and awaiting trail directive from the Infantry Directorate,” OFB spokesperson told The Hindu.
The Excalibur is a fully automatic rifle which fires 5.56mm ammunition and is an upgraded version of the current INSAS (Indian National Small Arms System) which was inducted in the mid-nineties but had a troubled history all along.
The Rifle Factory, Ishapore has produced 15 prototypes with modifications based on user feedback on reliability, weight, length, compatibility with international sights, aesthetics etc. and has been evaluated by users at the Army’s Infantry School at Mhow, OFB officials said.
“User has recently asked for a few additional features to be incorporated in the rifle. OFB has assured introduction of proposed balance four modifications in a time-bound manner,” the spokesperson said, adding that the project was a joint effort of the OFB and Infantry Directorate.
The Army has been attempting to procure a new standard issue rifle for a decade. Recently, the overambitious tender for rifles with interchangeable barrels was cancelled after a four year process as no vendor could meet the requirements. After that, the Army decided to go for 7.62mm calibre and new Staff Quality Requirements are being drawn up.
Army officials said that due this decision, Excalibur is unlikely to be adopted as the standard issue in the current form but stated that its user trials and the process for a new rifle would continue simultaneously.
There are a large number of INSAS guns which need replacement and repairs. They need to be maintained till the new process is completed. So Excalibur can be certified and used to replace the INSAS till the new rifles are procured,” a senior officer observed.

Arunachal Pradesh: Assam Rifles hits hard on NSCN(R) stronghold in Tirap district



ITANAGAR: Khonsa Battalion of Assam Rifles under DAO Division launched an operation in which four hardcore cadres were neutralised and their hideout destroyed. Based on intelligence input of a NSCN(R) temporary camp in the vicinity of Kheti village (07 Km from Khonsa), meticulous operation was planned and three columns were launched and the general area was cordoned. As one of the columns closed in towards the camp, they came under heavy automatic fire. The troops retaliated and in the ensuing gun fight, two hardcore cadres viz SS Capt Jano Tekwa and SS Sergeant Major Lombho Pangsa were neutralised and one AK 47 rifle and a pistol was recovered. Till last report, search and combing operations were in progress. Ironically this group was raised on moral high ground of ‘Reformation’ but very soon the cadres indulged in deplorable activities like other terrorist groups. The cadres of this group were becoming a bane for locals as they were indulging in illegal activities of extortion, arms dealing and drug peddling in Khonsa and nearby villages. This operation is a major relief to the residents of Tirap district and will provide relief and succor to the residents from extortion and oppressive activities of terrorist cadres.

Sir, please allow me to state upfront, that I have been (and will continue to be) one of your admirers for a number of reasons. The first one, of course, is that, from Sept.1997 to Sept.2000, you commanded a 1.4 million strong Army that has protected and guarded our young Republic (which is, at the same time, an ancient and venerable civilisation) with the utmost commitment, valour and loyalty. For almost the entire Indian population (barring a minuscule minority), the nation’s armed forces are the most admired and venerated institution by a thousand miles (please pardon the hyperbole). No other institution comes anywhere remotely close, in this contest.

The other reasons are personal. You have a natural dignity, composure sang froid, and articulateness that are exemplary. Truly befitting a military leader. Then, of course, it is a matter of record that you led the Army to resounding victory (at an incredible cost) in a war that had everything stacked against it. This does not take away the magnificent contribution of our air warriors, the men in blue, who carried out very difficult operations to support their OG comrades. Your famous statement that the armed forces would do their best with whatever equipment and resources they had at their disposal, is still etched in my mind and brings back painful memories when I think of the Kargil war.

However, the reason why I am penning this letter to you is because of certain developments that are not of your doing. The provocation is the “open” letter sent a few days ago by a prominent Indian journalist, Barkha Dutt, to the Prime Minister. The communication has been uploaded on the internet portal of the media house where Ms. Dutt works (http://www.ndtv.com/opinion/a-lette...onal-sickular-presstitute-barkha-dutt-1279441).

As you can see, the title of this article is deliberately provocative and eye-catching. Nothing wrong in this, per se, since the media in our shores and in other countries derives its bread and butter from self-generated publicity,whether in the form of TRPs for TV programmes or the number of “likes” / “shares” for a written piece. However, the latest salvo of Ms. Dutt (BD) needs to be closely scrutinised and assessed. Please permit me, dear General, to spell out the broader concerns I have with this piece, before I come to the thrust of my letter to you.

.It is a matter of enormous mystery to me (and countless others) how BD and her employer company have survived, let alone prospered. If you remember, and I am sure you do, the episode of the Nira Radia tapes and how BD and her shenanigans were mercilessly exposed, you will surely ask yourself how this person continues in public life. In any other civilized, democratic country, she would have been hung out to dry and banished to the 4th Estate’s version of Siberia, to live in oblivion.

In fact, BD’s shameless shenanigans were briefly featured in a crudely-crafted “apology” on her own channel and she was seamlessly “rehabilitated” in her job, where she continues till today. If anything, she has prospered and flourished, and her amour-propre has gone up in geometric progression. It is only in good old Bharat (and in some tin-pot banana Republics like North Korea, Haiti and some Islamic dictatorships) that miracles like this happen.

The present essay by BD fits squarely in her trademark mould. Using all the tricks that her profession has taught her, she projects herself as a fearless defender of civil rights, free speech, right to dissent etc. The backdrop for her article is the JNU saga and all its nuances. I am not going into the intricacies of her piece in this letter to you, since I believe the prime Minister and his colleagues are quite capable of rebutting BD’s disingenuousness and intellectual sleights of hand. Because, I now propose to come to the reason why I am writing to you and why I need you to respond. Mea culpa for the rather longish preface, but I am sure you will pardon me.

What bothers me deeply is that, in this latest brouhaha, BD, once again, has projected her “veer senani” image of a fearless warrior and admirer of the country’s armed forces. Her purple prose would have you believe that her Kargil experience in 1999 “and the intimacy and immediacy of that overwhelming exposure would make me a life-long admirer of our military. “

In fact, BD gives the distinct impression in her epistle to the PM that she layed a vital role in the entire Kargil war. She compounds her crime when she extols herself in her latest book, This Unquiet Land – Stories From India’s Fault Lines (2016) and involves you directly. She, as is her wont, goes on the attack fearlessly and takes the figurative bull by the horns. This is where you come in directly, dear General.

BD, on page iv of this book, refers to the “venomous whispers” about her conduct when she was covering the Kargil war and claims that when you gave her an appointment after the war, you complimented her about her performance and even said that she (BD) was a “force-multiplier”. As far as her use of a satellite phone (an Iridium instrument) was concerned, she quotes you as telling her that others (including some persons in the Army) had the same satellite phones and more importantly, the Pakistani military did not have the capability of monitoring these satellite phones.

She puts you in the centre podium by claiming that you have confirmed this conversation with her in your own memoirs of the Kargil war.

This puts the whole thing in a new perspective. The fact is that all sources verify that BD was the only journalist in the war zone who had a satellite phone.

Also, the number of satellite phones with the Indian army was limited to a few senior-most officers who were not in the conflict zone. Therefore, the chances of BD’s satphone being the one tracked by the Pakistanis are very high. The errors of commission and omission, of which BD is accused of, are extremely serious.

After the Dy. Brigade Commander at Drass, Colonel David, briefed BD on the progress of the actual assault on Tiger Hill, BD is reported to have gone live immediately. Indian intercepts of Pakistani military messages indicate that the Pakistani rear commanders immediately alerted their troops on top of Tiger Hill to redirect .their fire in the direction of the Indian soldiers who were climbing Tiger Hill. About 14-20 of our soldiers were massacred by this deadly fire and died on the ropes they were using to climb their target.

There is another incident pertaining to BD that has been talked about for years. When doing a recording outside the Brigade HQ gate, her cameraman switched on a light fitted on the camera to illuminate her – helmet, mike and all. This was the trademark image of BD that she and her employers mercilessly capitalised on for many years after the war. A few seconds later, having said that she was reporting from 56 Brigade HQ, BD and her team moved out. After about five minutes or so, Pakistani artillery saturated the area with a barrage, after having got a fix on the light. A small STD booth at the gate took a direct hit, killing an officer and three jawans from 17 Garhwal Rifles, who were present there at the time.

I am reproducing all the old reports, because they have not been satisfactorily explained. Neither have they been investigated with the seriousness and rigour that were called for. As a result, BD has got away scot free and, worse, projected herself in a light that may not be accurate at all. Do not forget, General, that the Kargil war was her launch pad.

And I am afraid, you have not been altogether kosher with the Indian public, your comrades in the army and your conscience.

You have not seriously investigated the reported offences and misdemeanours of BD. To start with, when on the 6th July 1999, our Army intercepted the conversations between Pakistani troops dug in at Tiger Hill and their rear HQ, you were furious with NDTV and BD. You immediately directed XV Corps HQ to issue a signal asking the entire press corps to leave the region.

As it transpired, this blanket order was quietly withdrawn a few hours later because of Lt General Arjun Ray (in charge of the Army’s media cell) who persuaded you not to penalise the entire press corps because of BD’s crime. You and the Army took no action against BD.

A year after the war, when NDTV went into overdrive about their Kargil coverage, you and the Army again kept quiet. This omerta continues till today, even when BD refers to your accolades about her in her latest (2016) book. You, clearly are not the only one responsible for the relentless rise of BD. Your Army comrade Mohinder Puri, too, did not hesitate to seek encomiums from BD at his book release function. Neither can Shiv Kunal Verma, from an old .military family, resist the temptation to have BD as one of the chief invitees at his book launch.

Dear General, as an officer of the Sikh Light Infantry, you are surely aware of Guru Gobind Singh’s prayer to Lord Shiv when he seeks the courage to do the right thing :

But, finally, I have to conclude with Gurudev’s words, since BD has had the chutzpah to quote Tagore in her letter to the PM. The last Renaissance figure the world has seen, says it all about doing the right thing in life :

Jammu: Four dreaded terrorists were killed and another apprehended by the security forces during an encounter in the Naugam sector near the Line of Control in Kupwara district of Jammu and Kashmir on Tuesday. Four terrorists have been killed while one has been apprehended alive during an operation in Naugam sector," an army official said. He said all the militants were foreign nationals. The operation was in progress when reports were last received from the encounter site. The official said as the operation was still going on, it would be premature to say whether it was an infiltration bid or not. "We have got one of them alive and expect some vital information from him," he added.

Five militants were killed as the army on Monday foiled a major infiltration bid along the Line of Control (LoC) in Uri sector of Kashmir.
“Alert troops noticed some suspicious movement along the Line of Control in Uri Sector in north Kashmir’s Baramulla district this morning and challenged the intruders,” an army official said.He said the intruders opened firing towards the army positions which was retaliated by the soldiers.
“Two militants were killed in the initial exchange of firing while three others were killed late in the day,” the official said.
He said search operations were continuing in the area till reports came in.
He said arms, ammunition and war-like stores were recovered from scene of the gunbattle.
This is the fourth infiltration bid foiled by the army along the LoC in Kashmir in the past three weeks, killing 12 militants.

Maj Gen TK Kaul: Evangelizing peace through the IPSI

The India Pakistan Soldiers Initiative for Peace (IPSI) was founded by the late Padma Vibhushan awardee, Gandhian and social activist Miss Nirmala Deshpande, with the aim of promulgating peace between India and Pakistan.

The IPSI constitutes retired defense personnel of India and Pakistan, championing the cause of peace, disengagement and rapprochement through events, seminars and dialogues with senior country leaders at key discussions and talks in both countries. Taking laudable steps in urging both sides to get over the trust deficit and normalize relations. The purpose of the organization is to keep the dialogue process between the two countries alive through people-to-people contacts and meaningful discussions.

These military bigwigs who once bellowed war cries are now vociferously admonishing war and doing the peace chant. Holding the belief that there will be dividends in peaceful coexistence, which will usher in prosperity and empower people of both countries to kick-start a new era of progress.

Post Retirement Maj Gen TK Kaulhas lead innumerable initiatives for the IPSI by being the lead functionary. Mani Shankar Aiyar, former Minister and MP, is the current Chairperson of the IPSI. Lt Gen Moti Dar, the former Vice Chief of Army, is the ongoing President of the IPSI India Chapter and Lt General Mohd Nasir Akhtar is the ongoing President of the IPSI Pakistan Chapter. Maj Gen TK Kaul is the Executive President of the IPSI India Chapter.

The IPSI was briefly hamstrung with the demise of Nirmala Deshpande, but trudged forward in its mission in spite of facing overwhelming odds. It is dedicated members like Gen TK Kaul, who underpin the success of the IPSI.

When India saw a violation of the LOC, and suffered terror attacks, Maj Gen TK Kaul, along with the IPSI chapters in India and Pakistan strongly condemned them while placating both sides. Even though the peace talks in both countries were vitiated by these provocations, the IPSI stayed firm and resolute in its mission, holding its lofty ideals of brotherhood and bonding.

A peace march was organized under the aegis of IPSI India chapter by Maj Gen TK Kaul in Mumbai, which saw representation from the IPSI Pakistan chapter. This march started at Nariman Point and ended at Mani Bhavan, the symbolic residence of the Mahatma.

With the IPSI growing from strength to strength each year, the families of their members from both countries have become close friends. They go across the border when the children of their counterparts get married. What can be a better example demonstrating maturity and brotherhood without boundaries?

Javelin JV, Tata Power to develop, produce missile system
Javelin Joint Venture team, a partnership between Raytheon and Lockheed Martin which lost out on a lucrative deal with Indian Army, has joined hands withTata PowerCompany to co-develop and produce the Javelin anti-armour missile system.

As part of the agreement, the Javelin Joint Venture (JJV) and Tata PowerSED will create a strategy to co-develop and produce the Javelin missile system and integrate platform mounts to meet Indian requirements, which includes ground combat vehicle, dismounted infantry and rotorcraft applications.

India, in late 2014, had decided to buy 8,356 Spike anti-tank guided missile and 321 launchers from Israelfor Rs 3,200 crore, rejecting the US offer of Javelin missiles that Washingtonwas lobbying hard for.

This, according to sources, was to be followed by transfer of technology (ToT) to defence PSU BharatDynamics Limited for large-scale manufacture.

Asked about the number of missiles the Indian Armywould need to fully equip its 382 infantry battalions and 44 mechanised infantry units, they put the figure at about 40,000.

However, the deal for Spike had run into rough weather over cost escalation.

The US had initially not agreed to provide critical technologies of the missile as demanded byIndiaand had also shown reluctance to make available the weapon for being evaluated by Indian experts in the field trials.

However, it had a change of heart but it was too late.

"This agreement brings together three world leaders in aerospace and defense technology to extend Javelin to new customers, new applications and new platforms," said John Halvey, Javelin Joint Venture president at Raytheon Missile Systems.

"With this deal, we are also reinforcing our continued support of the 'Make in India' initiative," he was quoted a saying in a statement by TATA.

"The combat-proven Javelin continues to fulfil a critical precision-strike role with our domestic and international partners," said Rich Benton, Javelin Joint Venture vice president and Javelin program director at Lockheed Martin Missiles and Fire Control.

"We look forward to working with Tata PowerSED to maximise the versatility and lethality of Javelin on these new platforms," he said.
