It may or may not happen , but I guess it will happen as procurement of rafale is equal to that of mirage in the 80s or the jags.

Slightly off topic, but may make sense. Budget declared in the Parliament is mostly a feel-good document. Of the 450 B USD appropriation projection, only 225 B USD is to come from Tax revenues. Where does the rest of the money come from? As per the document- through the selling of stakes of PSEs(just like those three goddamn banks that we're trying to privatize, Air India since 2018 and there is a laundry list), revenue from PSEs(majorly oil, coal and steel companies) and other interest on loans and stuff. The thing is this balance part of it never materializes as per the plan. So, the Cabinet approves funds only once they are in the Govt coffers for any major expenditure- defence or otherwise.

BTW, that $18 Billion is total CAPEX, not just for weapons. Much of it is also used up in infrastructure and civil works such as construction of new Married Accommodation Project.

just wait for a year, IAF is having “hidden costs” due to airfield upgrades. Once they finish MAFI-2 and other infra programs they will have more cash to play with.
