India maybe the fourth largest military but when comes to (exportable) defense production, it does not feature even in the top 25. Holding large amount of obsolete weapons and recruiting large conscript army means little when comes to effectiveness. India has to keep up with its potential enemies both qualitatively and quantitatively.

India may be is the fifth largest economy but its per capita income ranks among the lowest in the world. It has a very long way to go before catching up to economically advanced and technologically developed nations such as Israel.

While India is doing so, it is justified to import necessary equipment and technology to keep the defenses intact.
I think you are mistaken regarding conscription in the Indian defence forces

India is both a technologically advanced economy and an economically backward country in terms of average income. It occupies a unique position among developing countries. The Indian armed forces have both a large stockpile of obsolete weapons and a large stockpile of modern weapons. When you look at the inventory of modern weapons alone, it is still bigger than that of the entire British or French militaries' inventories, except in nuclear submarines. And conscript army? The Indian armed forces is a professional military, no one is conscripted. Training standards in all branches of the forces are at par with western levels. It has a higher state of readiness than any NATO military except the US military. If you brought the British military today to do the job of the Indian military, it would fail miserably in all areas except in the naval front.
