If all hell breaks loose the Samson option.
The Samson option is the dumbest nuclear doctrine ever.
For those here who don't know what it is, it basically means if Israel is hit by nuclear weapons, Israel will nuke unrelated third parties. Rome, Moscow, Mecca, Karachi, Tehran, Istanbul, Cairo, Riyadh, Paris, and London were the cities listed in the example I was shown. Basically Israel is guaranteeing that its nuclear subs will be targeted by the navies of up to ten different countries as soon as Israel enters into a war with another nuclear-armed state. No matter how much the Brits or the French like Israel, none of them would allow Israel to shoot a nuke into Paris just because Jerusalem or Tel Aviv has been flattened. What's more, not all of those navies are pushovers either--the British, the Russians, and the French all have excellent ASW capabilities, and the Egyptians will always know the rough operating schedule of Israel's nuclear subs since they use the freaking Suez Canal for transit (and those subs have to transit the canal surfaced since the canal is too shallow for them to submerge.)
The Soviets solved the problem of everyone ganging up on them by having lots and lots of subs with lots and lots of nukes. The Israelis only have a few subs with a few nukes each, carried on slow-moving cruise missiles that can be shot down. Ergo, the survival rate of Israel's second strike capability will be abysmal.
