The solar proliferation that we see in india today is result of 15 years of hard work done by NGO's in villages.
there is a whole range of on the ground data collection and awareness programs that happened in india.

Pakistan establishment has a distrust of NGO's, NGO workers have to go to remote parts. pakjab and sindh is still ok, NGO workers will not be able to set foot in KP, GB and balochistan.

Only option for them is chinese, given what the high handedness the chinese workers are showing to paki citizens and workers, paki city folk might even forgive them for high handedness, paki village folk would just kill and bury the chinese and no one would know about it.
