First, it doesn't fit the doctrines of either of countries.

Second, Indian aggression never starts with hitting civilians unless one hits ours.

Third, Pakistan can't hit back after a nuke hit most likely if bases are targeted, leave alone hitting with "3 times" bigger threshold.

Fourth, if Pakistan actually attempts to launch 3 times nuclear warheads as much as India used in case of nuclear escalation, India has a functional nuclear triad and enough fissile material that can bring 10 times bigger threshold and blast yields to Pakistan, not in days and hours but in minutes & seconds of decision.
