The effects of technological assymetry are more pronounced in full fledged war... but technological assymetry also matters, in a limited conflict, though to a lesser degree...Pak's sovereignty is like a whore's virginity.

As for the ROE and AO , India and Pak signed an agreement in 1991 that no armed aircraft of either country is to be allowed within 10 km of LOC.

Unless India unilaterally withdraws from it, which it eventually should, rest is moot.
Technological asymmetry only works is a full fledged war. In attrition warfare, whatever lame definition of it fits India-Pak scenario, weaker force will punch above its weight.
