Pakistan Strategy to fight India always involved tactic support of Mujahideen who would tie down, Indian forces in static roles by attacking non soft targets, the more Indian soldiers are tied down on defensive roles, like protecting roads, securing cantonments, protecting air force bases and guarding other sensitive military installations, Less number of soldiers will be available for offensive actions against Pakistan, to be more frank, Pakistan was successful to a great extent on this. Mohinder Puri GOC 8th Mountain Division during kargil war revealed that their troops were tired and exhausted just before 1999 kargil war, Army HQ was pressurized to deploy some of the mechanized Units, which was welcomed by soldiers and relived the pressure on them.

1) We need to re evaluate the strategy, Home Minister Amit Shah announcement to increase no of soldiers for Para Military forces is a welcome measure. Sri Lanka in IV Ealam war adapted this strategy, Srilankan Police was provided with latest arms and they were ordered to secure logistics convoys and perform non static duties and perform ground defence of holding captured areas from LTTE
2) Army has to be removed to Counter Insurgency and Counter Terrorist roles and should concentrate fully on Conventional warfare for which it should be trained
3) We need to conduct periodical attacks on Pakistan positions along LOC using both artillery and Infantry. Using of Infantry will alone force Pakistan not to deploy another divisions apart from Quetta based corps and Peshawar based corps for counter terror operations in North West Pakistan, We managed to tie down Pakistan reserves many times in the part, we still need to do it more aggressively. I think in kargil war once Paksitan did not have required troops trained in mountain warfare, as the existing men were fully wiped out in kargil , members can shed more information on it.
