In some of the revelation of recent Pakistani Green book, Pakistani Strategicians have pointed towards a need to give Kashmiri struggle an indigenous color so that it could be projected as a revolt by the local population.
There is nothing new in that, They have been embarking on that strategy since the very beginning since the days of JKLF, then Hizbul Mujahideen and now new breeds and new organizations.
There have been two fundamental aspects to it, Firstly, many Local organizations such as JKLF and Hijb toyed the idea of Azadi but were initially not loyal to the idea of integration with Pakistan, Secondly, Terrorism through Jihadi money became a big profitable business and Pakistani Jihadis and Generals did not wish to outsource the profitable business to Kashmiris.
That is one of the reasons why Jihad replaced the idea of Azadi and Fundamentalist Islam was to be the center point rather than freedom of Kashmiris. That led to the creation and use of many Pakistani organizations such as LET and JM as the mainstream Terrorist organization essentially to attain Pakistani aims of pinning down large Indian army in Kashmir, act as fifth columnist during the war, threaten inner line of communication and provide pro-Pakistan integration directed control over the movement and political forces in Kashmir.
This rivalry between so-called local terrorist organizations and Pakistani terrorist organizations does come up in between basically for more resources and influence. But the ground realities are such that local leaders would never be allowed to gain any stature.
Pakistanis basically do not like and trust Kashmiris. Nor the Kashmiris trust the Pakistanis.
