So does CBI and NIA but not IB.

FBI has its own uniformed division and its own SWAT.

Here in India both CBI and NIA requires local police and ATS to arrest, search and cordon off operations.

But CBI is for financial corruption, not security related stuff, hence they can manage with local police force, but IB and NIA are required to have their own units, at least to prevent leaks

Things are not easy as it to say.
Their is supreme Court and high court in India.
If this type unit is going to be formed it has to be kept out of court jurisdictions.
Their is going to huge pressure on GOI
So state Police must perform this type of task.

Its a union government, so definitely there will be hurdles. But GOI can bypass it by implementing an act and pass it in the Parliament, which can make it a possiblily

Yes, something on the lines of US DHS, both Uniformed divn and Tactical units for NIA and IB.

However in India IB is confined to HUMINT and ELINT only.

Yes, that doesn't nessesarily restrict you from having any tactical units at all!! We have had multiple occasions where IB intelligence were leaked, and the whole mission ruined relying on police force alone

Generally, local units are not trusted for operations like these. They are mostly kept out of the loop and only at the last minute and usually in perimeter roles. In India local forces are corrupt and controlled by local politician to the brim, so intelligence is the key to sanitizing these local tactical units. Local force is the best resource but also could be the greatest threat for failure to complete the op. WE have all seen what happened in Portland, system is as good as the weakest link....India seems to be doing decent in terms of nabbing these scum since Modiji's govt came to power
