This is because Pakistan and certain elements in Bangladesh is obsessed with India especially the negative parts.
In India we are not obsessed with them, if they have something positive we will appreciate them and as for their negatives we don't care. I believe their population suffers from epicaricacy with respect to India.
As for why we don't do return the favor because we don't care, we have lives with our priority and other important things to do.

India has declined the request. Not sure India had much of a choice here. But this effectively seals any possibility of support to beleaguered Afghan forces.
