Killing its own people who are loyal is not reasonable. At most, ISI can have a deal that it won't sponsor any attacks against India henceforth. But killing ISI loyalists who acted on ISI command does not make any sense. Since they are under ISI payroll, just an instruction to stand down will be enough to neutralise them.
