Yes they can provided there is enough flat land. Even if they construct an air strip how will they supply fuel and weapons? The supply chain would be stretched to it's brink. One reason why Hitler's invasion of USSR failed was because they couldn't supply fuel and ammunition to their front line troops. Fighting a war in Himalayas is no joke. No matter how powerful your military might be. The one advantage India has right now which we can exploit is shorter distances to our borders and shorter supply chains. And the fact that our fighter jets can carry full weapon payload compared to Chinese who are limited by higher altitude means Chinese have to fine tune their tactics and there is no margin of error for them.
