I'm not in agreement with the crux of your argument but even if I were to accept that premise, Sindh is home to a very virulent jihadi population as a whole. I wouldn't recommend Baluchistan either but the population there is much smaller in number and could be seen as manageable. Sindh would be a nightmare.
