He was the one who was able successfully commercialise EV and Reusable Rockets. EV's and Reusable rockets were being researched by different companies in US for many decades. He got massive leverage over that research and successfully capitalized the end product.
True other people worked on the technology before him. But before he came along, those technologies were not accepted or mainstreamed. He was the one that mainstreamed those technologies and it was not an easy process. If it was anybody but him, they would have quit a long time ago. Not him. He kept at it and kept failing his way to success. To him, failure just means that this method or way does not work and try another one.

Its not about basic idea or even basic research, its about every day innovation that allows mass commercialization of something from prototype stage. That requires creating innovation friendly culture in company and that is something he has been successful multiple times over (paypal, tesla, spacex).
Even spacex suffered numerous setbacks during development of reusable rockets. But can you provide more links where it is stated that ULA devoted a lot of time and money for developing reusable rockets? Boeing is developing reusable concepts but not exactly vertically landing launch vehicles. It has Boeing X-37 Orbital Test Vehicle (OTV)/reusable robotic spacecraft which is in service and Starliner CST-100 which is reusable space capsule which is in development. Lockheed had X-33 in 1990's which was funded by Nasa. Nasa withdrew funding for in 2001. Right now ULA is relying on Blue origin to supply engines. Please do share long failed development history that you know - shall be interesting to know.
