We are slowly but steadily increasing our helicopter portfolio.Dhruva and Rudra are already inducted. LCh TD3 will be comming in few more days(yes days only).It is expected to get Induction by 2015 which more or less looks confirmed. LUH prototype by jan.HAL is doing great work on helicopter end. it time to pour more resources and get Heavy and medium helicopters developed too.Just like Missiles if we plan and invest well we can achieve autonomy in helicopter industry also by 2022.

Has anybody noticed that comments of CAG on HAL where they record that HAL wasted Rs 1100 crores paying for Shakti Engine technology and got nothing in return. Note the present value of Rs 1100 crores would be around Rs 1600 crores due to USD appreciation.

Hindustan Aeronautics Limited
(HAL) signed (January 2003), a Cooperation
Agreement (agreement), with
Turbomeca, France (TM) at a cost of
`878.08 crore for co-development and
indigenous production of 320 Shakti
engines in five phases (0 to 4) by 2013.
The assembly kits for various phases were
to be supplied by TM at the agreed prices

subject to escalation (with 2002 as base
year) valid up to the year of delivery.
Audit observed that even· after more than
a decade, the self-reliance in manufacture
of an engine to suit requirements of ALH
has not been achieved as envisaged.
The
need for variants of engines to operate at
different climatic conditions and altitude
was not foreseen leading to frequent
modifications requiring more investment
in terms of time and money. HAL had to
bear additional burden due to the failure of
TM, indicating undue favours extended to
the foreign partner in the development and
production of Shakti engines. Failure to
ensure compliance to offset obligation
by
the foreign collaborator has so far denied
an opportunity to the Indian industry
to contribute towards self-reliance.
Acquisition of additional technical knowhow
without optimal usage of free technical
assistance has further contributed to extra
cost on the project.
Thus, inability of HAL to absorb the
technology and non-assessment of the
available in-house capacity to manufacture
Shakti engines
impacted timely induction of
ALH into Defence forces and also resulted
in avoidable extra expenditure of 204.27
crore to HAL.

Turbomeca has got a windfall deal from HAL in Shakti engine. They used HAL money to develop various variants and most conveniently even after 25 years HAL has not started any manufacturing at all for the engine. India needs around 1000 to 1500 engines for ALH, LCH and LUH but HAL is just happy doing screw driver giri. Now the moot question is who is benefiting from such sweet heart deal??

This is the problem. Public sector has not been an effective champion of localization as it cannot control its inefficiency. It focuses only on numbers, not on production processes.

A private company focusses on production process as the profit is derived from efficient process.

Public sector products are actually quite expensive. It is a misconception that public sector foregoes profits. There is a lot of padding in public sector. This together with inefficiency invariably increases the price.

Public sector survives only in areas where there is no competition due to government policies.

No need for any super-duper foreign LUH if HAL finish this product in time.

It is our own heli anyway.

Looks much better though. What say..!
What time line are you looking at...????

begin delivery by 2015.
Delivery by 2015 is next to impossible as the product is yet to receive certification .
the only time line possible is 2016-17 .... Even that wont be too late as the need is in huge numbers and even if we need to wait for an year more it is worth the wait.
The product will be totally as per our needs(hope so).


The important part is that there will be saving of huge funds... Imported heli are too costly...

We can produce as many numbers as we want... no control no influence nothing

The money saved can be put into other requirements...

and we do lack funds... even though we are one of the top ranking countries in military expenditure ...
but.......

The engine is french . There are a lot of small but vital components that will be imported . There is a lot of external "influence" even if you want to call it a domestic product.

Only the first flight will happen in 2015 . We will see deliveries in 2017 at the earliest .
I think it is the time to split HAL and make heli division as separate company.

Then try to get LUH / LOH earlier.

What say...!

it will be still better than the imported ones....

though alot of parts will be imported.....

I personally don't agree with it but....I will surely support professionalisation of this organisation and others too....
