Because that's what it is, those loans are never going to be repaid, not even partly.
What they do repay is by taking another loan by some other benefactor to rotate the payments.
They have 4 major patrons, UAE, Saudi, Cheeni and the US( "IMF" )

They don't actually fix their act, grow their economy like a normal country and pay back what they owe.
Because there is no need.
