Army to Take up Arms Issues with OFB
To address the shortage of armaments, ammunition and other combat essentials supplied by the state-owned factories, the Army has decided to send its representative to the Ordnance Factory Board (OFB) meetings.

The Army gets its key military supplies, including artillery guns, self-loading rifles, INSAS rifles and pistols from the 40-odd factories under the OFB.

The Army will be represented by the Master General of Ordnance (MGO) and in his absence Director General of Ordnance and Supplies (DGOS) as the standing invitees in all the OFB board meetings, an official source said here on Friday.

"With an aim to address the shortage in armaments, ammunition and clothing items, which are being supplied by the OFB, the MGO or in his absence the DGOS will be attending all the OFB board meetings," he said.The Army representative will provide the user's perspective in the OFB board meetings and highlight the positives and the negatives in the equipment and weapons supplied to the forces.He will also bring to its attention the shortage and requirements, so as to help the factories produce weapons accordingly," the official said.

The OFB is chaired by H S Chaudhury, who is also the Director General of Ordnance Factories. It has five operating division members and four staff function members from the Indian Ordnance Factories Service on the board.

Utilisation Of DRDO Products for Tackling Terrorism
Defence Research and Development Organisation (DRDO) has indigenously designed and developed Electronic Counter measure Systems for protection of VVIPs and Security convoys from the threat of radio controlled bombs often called Improvised Explosive Devices (IEDs). The Protection System radiates high power electromagnetic signals and prevents the detonation of radio controlled bombs/ IEDs.

A number of these systems developed by DRDO are in use by the State Police and Security Agencies (MHA) and Indian Army. Systems worth nearly Rs.300 Crores have already been productionised and fielded to counter the threat of Radio Controlled bombs. This information was given by Defence Minister Shri AK Antony in a written reply to Shri Nandi Yellaiahin Rajya Sabha today.

The budget squeeze to contain fiscal deficit will impact India's defence research projects in the long-term, a top official said Thursday.

"Any fund squeeze will hurt our long-term research & development growth. Our budget has been consistently decreasing over several years in real purchasing power," scientific advisor to defence minister Avinash Chander told reporters here.

The union finance ministry had capped budget spending by all central ministries to ensure the fiscal deficit did not exceed 4.8 percent of the GDP for fiscal 2013-14 as in 2012-13.

The annual budget of the state-run Defence Research & Development Organisation (DRDO) has remained stagnant at Rs.10,000 crore during the last three years despite inflation and dollar rate going up sharply.

"In the last three fiscal years, our budget has been constant at Rs.10,000 crore per year though the dollar rate has gone up and so input costs due to high inflation. Our effective purchasing power is coming down while salary bill is going up," Chander, who is also chairman of DRDO, said on the margins of a defence event.

Admitting that squeeze on funds was not a healthy sign, he said R&D spend was declining, which prevented investing in next generation radars.

"We need to make sure that R&D funding is not just maintained but enhanced. We may be able to meet present requirement but squeeze will keep us out of next generation products like multi-static radars, which require high investments," Chander said.

Asserting that real growth of indigenous capability would require eight-nine percent of the defence budget marked for R&D as against 5.4 percent currently, he said the organisation had conveyed its concerns at all levels.

"We hope the government will listen to our concerns, as all agree that our organisation needs to be funded better and more. We are looking ahead for a good one next year," he said at the ninth International Radar Symposium India (IRSI-13).

Squeeze on funds is also affecting new technologies, as the organisation had to give priority to deliver what the armed forces required from the limited resources.

"Unless we are serious about indigenisation, we will continue to import (products) at the cost of technology development," Chander added.
Why not take loan from government owned banks (with 0% interest) for spending on R&D. Once the rupee stabilizes DRDO can repay back those loans in the next budget.

HAL issues RFI for Engines to power RTA regional aircraft

HAL one of the main partner in development of India's first Regional Transport Aircraft (RTA) has recently issued Request for Information ( RFI) to Major Engine Manufacturers to provide information on engines to power a Civilian aircraft project with seating capacity of 75 to 100 seater aircraft . HAL and NAL were tasked in 2010 by Government of India to build India's first Regional Transport Aircraft (RTA), India plans to build a twin turboprop and a twin turbofan variant based on same platform and later plans to built stretched and a bigger aircraft. According to RFI issued by HAL , they will require 10 engines for Prototype aircraft, which they plan to build and test by 2017 and in long term may require 1000 engines in future requirements . HAL and NAL plans to build around 500 aircrafts for both Civilian and Military market and Indian civilian and military market will be where they are targeting major sales . In recent media reports there has been talks that India will develop a Military transport aircraft based on RTA . NAL didn't want to take easy route by using existing RTA aircrafts as a base for development of India's RTA aircrafts . NAL repeatedly has said that current generation of RTA have design limitations and do not meet requirements of higher fuel efficiency, short landing and take-off capability, and the ability to transport cargo. HAL has already entered into a joint venture with Irkut Corporation of Russia to develop and make 60-tonne multi-role transport aircraft (MRTA). Under the pact, Ilyushin Design Bureau of Russia will design the MRTA, and HAL and Irkut will manufacture it in Kanpur.

Hyderabad DRDO lab to get high performance computing system

January 24: A high performance computing system would be inaugurated at DRDO's laboratory Advanced Numerical Research and Analysis Group (ANURAG) here tomorrow. The system, "Dhruva-3", will be inaugurated by Avinash Chander, Scientific Advisor to the Defence Minister and Director General of DRDO. "Dhruva-3" will be extremely useful in design for aircraft and air-borne systems, simulation of complex systems and stress analysis of materials," DRDO said in a statement here today. Since its inception in 1988, ANURAG has been extensively involved in the design and development of indigenised systems and products to solve and compute complex mission related applications, it said. The DRDO's laboratory's contribution in the field of high performance computing, trusted computing and VLSI design has always been commendable. It has also ventured into the development of cutting edge technologies such as silicon photonics, indigenisation of various System-on-Chip (SoC) configurations and microprocessors. Over the years, the lab has established state-of-art facilities for challenges entrusted for mission specific activities, the release added.

We should have a display of real weapons, at least which look real like the Russian or the Chinese. The missiles display of both the countries are awesome.

The look of the missiles display of Russia and china is deadly. But our missile display does not have that punch.
