What about Antonov 70

This is a wild idea. But the Antonov facility is completely destroyed there. But But, when Soviet Union broke up lot of Soviet Scientist and Engineer went to west and other countries for opportunities. Also lot of secrets came out. If we are so serious we can do a big Industrial espionage where we can get hands on Antonov designs and their blueprints. Also we can buy their engineers with SOPS. But this is not going to happen and we don't have sufficient expertise to that work here also.

Even after so long we achieved almost zero in retaining India talent and preventing brain drain. Our whole patent ecosystem is broken as hell; neither people invent something worth patenting or the patent process is so painstaking that they don't file.

The reason is that they're a start-up so they'll be forced to add a high profit margin on their product to recover cost.
Now compare that to firms like PunjLloyd or Jindal which are well established and have long achieved breakeven; they can sell even on a no-loss-no-profit basis.

Why after C 17 which other aircraft will we have to move tanks ?

The highest upscaled Rolls Royce Ultrafan can produce 490kN. Just 2 of these @ 980kN will have more thrust than combined 4 Turbofans of C-17 @ 720kN. A new series of heavy & super heavy lifters will be made some years later that can outclass both C-17 and C-5.
