India has started to put in place the building blocks for an operational BMD system which in its first phase will be providing ballistic missile defense cover to NCR and Mumbai besides keeping track and providing situational awareness of all ballistic missile launches from Pakistan.

Under the BMD program , we have already built and operationalised one VLLRTR and one variant of LRTR radars by 2020. These facilities are manned by joint NTRO and IAF personnel and officers. Besides these we also have LRTR radars and MFCR along the Eastern coast of India. These are manned by DRDO personnel and are utilised for the R&D of our fledgling BMD phase 1 and phase 2 program and also for tracking the flight path of various in service missiles and experimental vehicles test launched from Integrated Test Range and Wheeler island respectively .

A brand new radar station under the BMD program in addition to the above mentioned facilities is being constructed on the outskirts of Udaipur in Rajasthan . Earth works and construction of various facilities at this radar station started in early 2019 . When compared to the other radar stations meant for the BMD program, this one is ginormous and is on another level. When fully completed in the coming years this station will house four radars of various types. As of now , the facility is partially operational or will be operational in the coming months with one very long range LRTR radar and one variant of LRTR presumably the LRTR3 variant .

This deployment pattern is reminiscent to the Israeli EL/M-2090 Terra system which comprises of the UHF band Ultra and the smaller S band Spectra radar which works in conjunction to each other with the Terra radar performing the function of ultra long range early warning and tracking of incoming ballistic missiles of NLOS-BSM, TBM, MRBM,IRBM and ICBM classes while the smaller Spectra radar provides higher resolution track data that can be used for fire control and providing mid course updates to the PDV and AAD interceptors.

Give it to the media to manipulate the headline like that. A simple change from "image manipulation" to "possible image manipulation" would have been more faithful to the actual scenario. But nope. Media really are scum.
looks like results were manipulated . one of the paper is already being retracted.

other researchers sited in the article didnt even bother to contact back.

That one paper that got retracted had one DRDO scientist only and even he didn't contribute anything, only his name was included to give the paper more visibility because being a DRDO scientist he would likely have a high h-index. The image manipulation in that retracted paper was done by a student of a college and it was his guide who took responsibility for not verifying the research and it was him who retracted the paper. Tell me how this is equivalent to DRDO scientists faking images and research? Its not.

And the other DRDO researchers were saying that there was some problem opening the raw file due to version issues and thaat once they manage to open the raw images their research will be cleared and that as such the image wasn't the main evidence they relied upon in their papers.

And most of these image "manipulations" have been caught by a pattern matching software. Its not clear if these images were manipulated, its just that the software flagged them, which happens all the time. As long as its the first type of flagging, there is a good chance there is nothing wrong with the images.

So lets wait and watch before jumping to conclusions.

He isn't talking about a DRDO scientist here. He is talking about this woman doctor from AIIMS:-
Kalpani Kumari Barhwal

This has nothing to do with DRDO apart from the fact that he stumbled across her paper while going through all the papers DRDO scientists have been involved in. This doctor (K.K. Barhwal) co-authored one paper with someone from DRDO (most likely DEBEL) and this guy was going through all DRDO papers when he found her paper. And then he decided to look at her older papers and there were multiple instances of doctored images. So yeah, high chance that she is guilty but again, this has something to do with one person, and maybe AIIMS, but certainly not DRDO.

This article covers some more, and the DRDO labs that appear to have suspicious papers are: Defence Institute of Physiology and Allied Sciences (DIPA) and Defense Institute of High Altitude Research (DIHAR).
Other than them, all other researchers are non-DRDO.

EDIT: A couple of old papers from DMRL have also been flagged. One involving APFSDS research. In the other paper, the researcher involved has replied and he had this to say:-

I would have not attempted if it was known that editing is not acceptable. It may be re-iterated that the edited part of the image is not part of any research claim in the paper and does not alter/ modify the interpretation of results therein. The answer given by Dr. Chandra Rao could be awarded the prize of "the most straightforward and honest PubPeer Author Response" of the year.
So in the second DMRL case at least, it appears to be a harmless mistake.

This PIB document states we have two units of VLRTR planned, the first one became operational in 2017.

What is the detection range of VR-LRTR??
This source says VLRTR is "Super-GreenPine imported specifically for NTRO", so maybe a range of 1500km? But I doubt its imported.
