My point here is that you didn't provide any road map for your idea.
For example, you suggest to bring private fund into infrastructure building. This is only an idea, or a partial answer at the best, the real answer is how you make them interested in your infrasture: provide national guarantee? Give fully control of the infrasture they build? or Issuing gov bond with attractive interest rate which is specific for infrastructure?
That shows you know nothing about China's development during this period. I believe you know cultural revolution and great leap!
This shows that India gov far better than you! They rethink their stratetgy and set new pratical plan while you just repeat your hollow idea.
Can you specify what economic reforms in which sectors you have in your mind! For example, labour law is a good start.

So your question is, "what specifically is your suggestion, what kind of reforms". Finally. You need to learn how to cut out all the extraneous crap and ask pointed questions. Just ask the question, and you will get answers.
Ok - there are dozens of reforms I can list out which can do wonders. Out of that list, the largest, most important, and game changing ones would be:
1. Implementing GST in totality, opposition from states notwithstanding.
2. Labour reforms
3. New land acquisition laws, with a parallel judicial system of "fast track courts" to judge disputes related to land and infrastructure. These fast-track courts should be the courts of recourse lower than the Supreme court, and should replace the district courts/high courts in cases of infrastructure and land disputes. Please note, this is a two-pronged reform, and has a certain element of judicial reform along with it.
There are many more I could list. But these top-3 reforms will have such a massive impact that that GDP growth will soar up to 7-8% for the next 5 years at least - so much investment and development will take place. With other reforms, growth can be even higher.
