The bulk of wealth-loss as a result of piracy happens in the waters of the Indian Ocean, particularly in the area off the coast of the Horn of Africa, and the area around Singapore. These areas are currently policed by multinational forces from government-owned militaries, and the area around Singapore is policed mainly by India.

I think there's a opportunity for India to play a role as an outsourcing destination for western governments and private companies (insurance, logistics, shipping, etc...), where India could provide cheap mercenaries and private navies to patrol the Indian Ocean.

This would also reduce the burden on the Indian Armed Forces, increase the security of India, and also act as an important source of FDI into the Indian arms industry.
