Boron-carbide is better, but it is used in combination with kevlar. Kevlar alone might protect against handgun/non-military catridges, but the left energy will not be absorbed by the armour, which leads to broken bones (rips mostly) and internal bleeding.
Ceramic plate will deform/stop bullet and absorb energy, while kevlar backing holds the splinters together.

Ceramic Plates can be used standalone as well like in Plate Carriers.Plate Carriers just have the Plates no soft armour panels.
