It depends on the development of Long March 9.It's being discussed for some time but no definitive schedule has been announced, most people believe probably it'll happen within this decade or early next decade.
If by spending money for defence you mean buying more foreign weapons, that'd be a higher level of wasting resources.There is no point in us wasting time and resources on these things IMO, manned missions to the moon that is. We should spend this money for defence and development purposes instead.
I'm also doubtful of SpaceX crewed missions to Mars by 2024/2026.American current crewed Moon mission Artemis is clearly showing getting humans back to the Moon is the "NEXT STEP". But its 2024 deadline is unrealistic.

The Chang’e-5 ascender automatically docked with the orbiter-sample return vehicle on 5 December 2020, at 21:42 UTC (6 December, at 05:42 China Standard Time). At 22:12 UTC (6 December, 06:12 CST), the sample container, containing the soil collected from the Moon, was transferred from the ascender to the sample return vehicle. Chang’e-5 will orbit the Moon for a few days, waiting for adequate window to return to Earth.
