I think Xi is crazy enough to use nukes if CCP conventional attacks fail, and that is why the CCP military is building new missile silos in areas closer to India. The Indian government/military should also get ready to respond with nuclear weapons at a moment's notice with missiles, etc placed at strategic locations.

US Study: Chinese army faces problems in weapons innovation, relying on foreign acquisitions | WION
According to a US study, the Chinese military is facing a lack of domestic innovation and corruption in its defence industry. The report by the Rand Corporation identified China as the “clear pacing threat” to the US in terms of investment in military capabilities but found that much of its progress was the result of intellectual property theft, foreign acquisitions and joint ventures.

One thing to note about the PLA Air Force in the Joint Ops section of this document, they are focusing on analyzing PLA posture along its coastline, against US and Allies. Posture against India is very different, with very different limitations. Not sure how much that changes the PLA doctrine and tactics in Tibet vis-a-vis Chinese Coastline.
